PLC: a central option based on momentum from first phase of smart metering developments; and provides an in-house option for utilities and access to difficult premises E.g. ZigBee and Wireless MBUS Fibre/ ethernet: a promising solution as broadband rolls out across EMEA; where ethernet and meters are co-located Fixed Telecoms lines Electricity lines Short Range RF (HAN) Neighbourhood RF (NAN) Mesh Radio: a leading option but spectrum dependent, possible EC driven approach Satellite: roll outs continue but likely to be in-fill rather than primary option in most geographies Long Range Radio: a number of cost-effective technology options for widespread coverage of basic requirements; needs centralised investment Satellite Long Range RF (Tower RF) Cellular RF Mainstream Cellular RF (Mobile Operator bands) Alternative Cellular RF (Alternative Bands/ Technologies Cellular mobile: readily available but coverage limits in most geographies; GPRS obsolescence concern ~2020, LTE for differentiation but costly, WiMAX options TV White Space (TVWS): new opportunities from digital TV based on geo-database management of spectrum Source: L+G and PA Consulting 9

Scenarios incorporating three data rate requirements Basic (2.4kbps), NB OFDM PLC limit driven (5-50kbps), Stretch (>100kbps) Three scenarios to explore different data rate requirement levels to the meter: 3 High: Stretch scenario for differentiation 2 Medium: PLC driven comms Data rate: >100kbps Latency: <1sec Reliability:>99.99% Next gen scenario: Data rate driven by differentiated use cases e.g. rapid meter interrogation to address customer enquiry and/ or next generation technology capability/ marketing 1 Low: Basic Smart premises comms Data rate: 5-50kbps Latency: <1sec Reliability: 99.99% EMEA PLC-driven: Data rate requirement level driven by the capability of Cenelec A Narrowband OFDM PLC technologies being trialled in EMEA i.e. utilities define / adapt their use cases according to prevalent PLC capability Data rate: 2.4kbps+ Latency: <20sec Reliability: 99.59% Basic scenario: Driven by remote meter reading data rate requirements, command messages and limited ad hoc meter interrogations this level of requirement is important from the perspective of jurisdictions/ utilities looking for mass coverage of minimum requirements and lowest cost Source: L+G and PA Consulting 11

HAN communication, today via gateways for SEP 1.x (later on IP bridging with SEP 2.0) 13
