1 Appendix A Tender Specification Scope of Services Adult Corrections within the Province of Newfoundland and Labrador is seeking to purchase two (2) 1 tonne extended cargo vans with a Havis Prisoner Transport Insert (or equivalent product) installed in the cargo area of each of the vans. This Havis Prisoner Transport Insert (or equivalent product) will allow the transport of a minimum of 10 prisoners and will be divided into three compartments allowing separation within the cargo area. The Havis Prisoner Transport Insert (or equivalent product) will be divided into three (3) separate areas accessed by separate doors. The 1 tonne cargo van will allow for seating of two (2) escorts in the driver and passenger area of the van. ***All bids incorporating a custom built prisoner transport insert must include concept drawing of the custom insert with dimensions clearly labeled. Inquiries and requests for clarification received after this date will not be addressed. Verbal information and representations shall not be binding by either party. Only written changes, alterations, modifications or clarification are binding. In order to be valid, all such changes, alterations, modifications or clarifications shall be issued in the form of addenda and all such addenda shall become part of this tender. Addenda All addenda that have been issued in relation to this tender will be available on the GPA website at or by contacting the GPA. Vendors may either access the website at their own discretion for addendum, or may use the registration process available on the site to receive notification of addendum. Vendors are responsible for ensuring that they have received all addenda pertaining to this tender and shall be deemed to have received same through their submission of a bid response to this tender.

3 1. Mandatory Requirements Mandatory Requirements Table Instructions The first column lists the Mandatory Requirements and the second column identifies the Vendor s Compliance. The Vendor will select YES, if and only if, all of the general requirements in each row are met or exceeded. The Vendor shall indicate compliance or non-compliance by putting an X or a check mark in the appropriate box in the compliance columns of all tables. The Vendor shall not alter the format (remove columns, remove rows or remove text in columns or rows) from the table. Any alteration described above will deem that the response is not compliant and therefore not acceptable. A response of "NO" or a non-response in the compliance section deems that the product is not compliant and therefore the tender response is not compliant and not acceptable. 4 2. Item Pricing Item Pricing Table Instructions Table 1 represents the sum of the total cost of the tender response. Failure to complete the Item Pricing Table deems the response noncompliant and not acceptable. All prices are exclusive of HST. Theft deterrent alarm system General To Include: Lug wrench and jack. Standard new vehicle warranty One operator s manual per unit Paint Manufacturer s White (subject to Fleet Management approval). Paint must be a manufacturer s colour currently in use. It should be noted that any repainting to meet specifications must include interior of doors, 6

7 door frames and trunk. Tire Levy Delivery All tire levy charges to be included in cost submitted in tender. To TW Depot (White Hills). Successful bidder will be responsible for ensuring all equipment/vehicles are safely removed from the transport carrier (if applicable) used during delivery at no cost to the Department. The successful bidder must ensure those involved in delivery of any equipment/vehicles to a Transportation Depot are equipped with the proper personal protective equipment (hard hat, safety boots, safety vest). Otherwise delivery will not be accepted.
