9 WSA Ongoing Pilot Programs - India TV channels in India occupy a bandwidth of 7MHz in VHF band or 8 MHz in UHF band. Bands Designations: VHF Band-I of MHz, VHF Band-III of MHz, and UHF Band-IV of MHz. Doordarshan (TV Broadcaster) has 1415 TV transmitters operating in various TV Bands. IIT Bombay Research to Map the 1415 TV Transmitters in India WhiteSpace Alliance Pilots: Link

10 WSA Simplifies Standards, Creates Inter-operability, Certification and Testing Program, Helps Create Regulations WSA Wi-FAR Interoperability Specification Derived from the IEEE Standard on Wireless Regional Area Networks. Wi-FAR provides Point to Multi-Point and Backhaul Broadband Wireless Access Under Line of Sight (LoS) and Non Line of Sight (NLoS) Conditions. Optimized OFDMA waveform (similar to the OFDMA technology used in other broadband standards). 22 to 29 Mbps of aggregated throughput per TV Channel and support 512 devices. 10 km up to 30 km. In future, Double the throughput to at least 40 Mbps per 6 MHz TV Channel, include MIMO, Channel Aggregation, Channel Bonding, high rate modulation and coding as well as support for up to 2500 users per channel. WSAConnect Interoperability Specification The WSAConnect interoperability specification is derived from the IETF Protocol to Access White Spaces (PAWS) Standard. The specification is currently being developed within the WSA and is likely to be published to the members by Q3 of In future, it will be enhanced to address the requirements of the 3.5 GHz Spectrum Access System (SAS)

11 Spectrum Sharing, A Digital Opportunity Developed Countries: More than 500 MHz of spectrum will be required before 2020 to support emerging wireless broadband services and applications. Developing Countries: Cost effective broadband access is still a challenge in rural areas and developing countries. Spectrum sharing can create tomorrow s spectrum super-highways. 13 Why share spectrum: PCAST recommendations Clearing and Reallocation of Federal Spectrum is Not Sustainable. Recent NTIA Study - Clearing of just one 95 MHz band will take 10 years, cost $18 billion, and caused significant disruption. Net revenue from last successful auction of 45 MHz realized a net income of just a few hundred million a year for the government. 14 Tomorrow: shared-use Spectrum Superhighways PCAST recommends the President issue a new memorandum that: states the policy of the U.S. government is to share underutilized Federal spectrum; and identifies immediately 1,000 MHz of Federal spectrum for sharing with the private sector; and The New Spectrum Superhighway: Divides spectrum into substantial blocks with common characteristics Makes sharing by Federal users with commercial users the norm Measures spectrum effectiveness using a new metrics Increases capacity and spectrum re-use by 1,000 s of times. 16 Developing Countries - 15 Years have Passed by Talking about Digital Divide We have been talking about bridging this digital divide for more than fifteen years The UN ICT Task Force was created by United Nations Secretary-General Kofi Annan in November 2001, acting upon a request by the United Nations Economic and Social Council (ECOSOC) dated July 11, 2000, with an initial term of mandate of three years (until the end of 2004). In November 2002 Kofi Annan issued a Challenge to Silicon Valley to create suitable systems at prices low enough to permit deployment everywhere, whether through international aid programs, NGOs, charities, or microcredit support. 17 Providing cost-effective RURAL broadband is a significant opportunity Today, 73% of the people in the world (5.1 Billion people) do not have access to internet. More than half the population in the world live in rural areas with hardly any access to broadband. It is expensive to lay fiber / cable in rural and remote areas with low population density. Wireless is the only solution. Backhaul and Middle Mile internet access for rural areas is very expensive (50% of the cost) Traditional wireless carriers have focused on urban areas with high populations density (faster Return on Investment) using licensed spectrum This has created a DIGITAL DIVIDE / OPPORTUNITY

18 TV Band WhiteSpaces: Can help Alleviate Digital Divide VHF / UHF bands traditionally have highly favorable propagation characteristics. 28 TV WhiteSpace for Backhaul and Middle Mile There is a urgent need for cost-effective backhaul and middle mile solutions for broadband access in both developed and developing countries Licensed carriers do not want to use their precious spectrum for backhaul. They would rather offload as much as possible to some other spectrum.
