(408) Fax (408) Cell EVALUATOR'S SECTION: Evaluator's Name: OATI/Perot Systems Date: 10/06/2000 PROPOSED CHANGE DESCRIPTION: The Study Mode () will be developed according to Draft 0.7 of the "Interchange Distribution Calculator Flowgate Impacts Study Tool Functional Requirements" document, except as noted below: Section 3.3: The Study Mode () User Interface will enable the users to create simulated energy transactions. Data entry capability will be provided for the data that is relevant to the Study Mode calculations, such as source and sink control areas, MW schedule, transmission providers and transmission product (priority). Section and Section 7.1.1: The Study Mode () will not directly interface with TIS Cache or Authority services. Instead, the E- Front- End will be extended to accept study tags. Study tags will have a special denomination to identify them as study tags (perhaps a composite status of STUDY ). The Authorities will send "STUDY" tags to the E- Front-End. The E- specification will have to be modified to include the processing of STUDY tags. In addition to the special composite status, the STUDY tags will have an expiration date/time field that will indicate when the STUDY tags can be removed. does not provide archival. The will disregard the STUDY tags and only process the implemented tags (composite status of IMPLEMENT, CONDITIONAL, TERMINATED, CANCELLED and ADJUSTED ). 2 the E- Front-End will only be sized to accept up to 5,000 STUDY tags per day before hardware improvements will be needed. Figure 1 provides an overview of the E-/ architecture with the in place. 3 3 Compaq Professional Workstation SP MHz (1 CPU with 256 MB RAM clustered) The web servers will be combined with the web servers to provide greater web server hardware redundancy and better load balancing for both and. In addition, to support the increased volume of TMP traffic for STUDY tags, one additional TMP server will be added to E- Front-End. This server will have specifications similar to the servers. Also, additional storage requirements will be necessary for the E- Front-End database server and the database server (the E- Front-End database server and the database server back each other up and need identical disk storage requirements). In order to support 200 simultaneous users, it will be necessary to add two additional T-1 communication connections. The Alliance proposes to add these T-1 connections utilizing different ISPs to provide increased redundancy over the current single ISP service provided by USWest. Additional supporting hardware (HD, NIC, Array controller, etc.) and third party software (OS, database, web sever software, etc.) will also be included. Hardware and software required for functionality beyond what is requested in this Functional Requirements is not included in this change order. Hardware redundancy has not been requested for the Study Mode () and is not being proposed. If hardware redundancy is required, an additional database server, external disk arrays, and clustering hardware/software will need to be added. The build cost may also increase due to the additional setup cost of clustered hardware/software. System Registration and Usage: All NERC current and future Operating Authority users of will automatically be registered for the Study Mode () with the same user concurrency and session timeout privileges as in. The users will be able to access the Study Mode () directly from the User Interface. Entities that are not currently users (non- entities) will register through NERC and the helpdesk. Non- entities will be required to sign a user non-disclosure agreement with OATI and will be limited initially to 3 (three) users per entity. The Study Mode () will be initially sized to handle 200 concurrent users. This includes both NERC Operating Authority users of and non- entities. Training: None Help Desk: The helpdesk will be extended to support Study Mode users. The helpdesk will be available Monday-Friday from 6 AM to 6 PM CDT, except on the holidays indicated in section 12.1 of the SSD. The staffing of the helpdesk will be increased to accommodate additional users. Intellectual Property: The design and implementation of "Study Mode, Flow-Based" was developed exclusively by OATI using public domain ideas and expressions. OATI claims exclusive ownership of and retains all intellectual property rights in this design, implementation and software. OATI agrees to waive only its "Study Mode, Flow-Based" software license fee Rev October 4 th, 2000 Page 3

4 with respect to NERC during the term of the Operation Services Agreement, excluding any software license fee for other OATI supporting software required for this Change Order.
