2 Thank you for your participation in the National Evaluation of SAMHSA s Homeless Programs! You have elected to administer the web-based version of the Supplemental Client Interview. This document provides instructions for conducting the SCI online. These instructions should be used in conjunction with the Supplemental Client Interview (SCI)-Data Collection Process and Procedure Guide, which has been posted on the Evaluation website, For any questions not covered in the guide or in this document or should you need any technical assistance, please contact the Homeless Evaluation team at HomelessProgramsEval@rti.org. Before you begin the Supplemental Client Interview, you must first obtain informed consent. Once consent has been obtained, the interviewer will login to the Evaluation website, using the username and password RTI International has provided each local project for the interviewing staff (to request additional usernames and passwords, HomelessProgramsEval@rti.org). 2
3 Once the interviewer has logged into the Evaluation website, there will be a menu option on the left of the screen for Client Interview. Clicking Client Interview will begin the web-based survey. The first screen will instruct the interviewer to select their project from the drop-down box and then click the button labeled Click here to begin New Survey to initiate a new survey (see Figure 1). 4 The next screen will be the cover page for the survey (see Figure 2). The interviewer should enter the GPRA/NOMS Client ID (same as the GPRA/NOMS number) and their Interviewer ID. The Interviewer ID is a unique ID assigned to project interviewing staff by each site. RTI will reference this Interviewer ID in the event we need to follow-up on a submitted survey. Before continuing the interview, confirm the date and the SAMHSA GBHI/SSH/CABHI Site Number are correct. Please contact the Homeless Evaluation team at HomelessProgramsEval@rti.org with any inaccuracies. Please note the standard layout for the web-based survey screen includes a Next button to continue through the survey. Help and Logoff buttons located at the bottom of the screen. 5 The interviewer will start by administering Part I of the interview (see Figure 3). The web-based instrument includes programmed skip patterns based on the respondent s answer selection. The interviewer will click the Next button to advance through the interview. Figure 3. Beginning of Part I Questions. 5
6 While administering the survey, please note the interviewer instructions in capital letters in parenthesis (see Figure 4). These interviewer instructions are for the interviewer only and should not be read aloud to the respondent. Figure 4. Part I Sample Page with Interviewer Instructions 6
7 Once Part I of the interview has been completed a screen will indicate Part I is complete and Part II will begin on the next screen (see Figure 5). Part II of the interview will be self-administered by the respondent. Before leaving the respondent to complete Part II on the interview, the interviewer should review the instructions with the respondent, using the hardcopy script included in each site s survey materials, and answer any questions the respondent may have. 8 Part II of the Supplemental Client Interview is self-administered by the participant without the interviewer present. As with Part I of the survey, the interviewer should confirm the date and the SAMHSA GBHI/SSH/CABHI Site Number are correct. The GPRA/NOMS Client ID entered in Part I of the interview will populate the Part II cover page (see Figure 6). Once information on this initial screen of the Part II survey has been confirmed by the interviewer, the interviewer should click the Next button to advance to the first screen of the Part II survey. 9 The client should complete the survey in private. This section of the interview contains questions about the participant s perception of services and treatment choice. This section is self-administered to eliminate discomfort that participants may feel in giving feedback about a project to project staff. Before getting started, the interviewer should demonstrate for the client how to complete the web-based survey. The Part II web-based survey consists of just 3 screens of survey questions. Participants should click the Next button on each screen to advance to the next screen. Interviewers should remind each client that they can refuse to answer any question or stop the interview at any time. If the interviewer suspects a problem with literacy, they may provide assistance, as needed. 12 After completing the Part II survey, the participant should click the Finish button when prompted to close and submit the Part II survey. Please note, once the Part I survey has been submitted it cannot be changed, and once the client has clicked the Finish button submitting their Part II survey the data is no longer available for review. 13 Supplemental Client Interview: 6-Month Follow-up Survey The data collection procedures for SCI 6-Month Follow-up interviews are similar to the baseline procedures. The SCI 6-Month Follow-up survey is administered only to clients who completed a SCI baseline survey. A 6M Follow-up survey should not be completed for any client who did not complete an SCI baseline interview. The web-based system is designed to administer a web-based 6M Follow-up survey to clients who completed a web-based baseline survey only. To begin a 6M Follow-up interview select the Supplemental Client Interview-6M Follow-up link from the left side of the screen (see Figure 11). Figure 11. Please enter your username and password. Once you have logged in, you will be able to see each webbased baseline survey that has been completed by your site (Figure 12). Figure 12. Initial Screen To begin the 6M Follow-up, find the appropriate Client ID in the GPRA_NOMS_ClientID column and click Launch Case. Clicking on this link will create a follow-up interview for this client. 13
14 Data collection procedures are similar for the Part I and Part II sections. Part I is to be administered by the interviewer while Part II is self-administered by the client in private. As with the baseline survey, the interviewer should confirm the date and the SAMHSA GBHI/SSH/CABHI Site Number are correct (see Figure 13). The GPRA/NOMS Client ID entered during Part I is populated on the Part II cover page. Once this information is confirmed, click the Next button to advance to the first screen of the Part I survey. The client should complete the Part II survey in private. This section of the interview contains questions about the participant s perception of services and treatment choice. The interviewer should either leave the room or sit out of sight of the computer screen and keyboard so the client feels comfortable to complete the survey in private. If the interviewer suspects a problem with literacy, they may provide assistance, as needed. Please see the Data Collection Process and Procedures Guide for guidelines around providing assistance and more detail on the Part II survey, Figure 15. Screen for End of Part I 15
16 The interviewer should remind the client how to complete the web-based survey, demonstrate if necessary and instruct the client to click the Next button to advance through the survey. Before the client begins the Part II survey, the interviewer should confirm the date, the SAMHSA GBHI/SSH/CABHI Site number and the GPRA/NOMS Client ID have been populated correctly (see Figure 16).
