1 Making laws Level 3 walkthrough This guide offers a suggested user path suitable for year olds This walkthrough covers: 1. Getting started 2. Main menu 3. Debate a bill 4. Timeline challenge 5. From bill to law 6. Next steps 1. Getting started The first screen introduces you to the resource and allows you to choose your level settings and on-screen prompt preferences. Level 3 is suitable for year olds. On-screen prompts suggest an activity path through the resource. They are turned on as the default setting and are recommended for first time visitors. To change your settings preferences at any time click on the settings box in the side menu. Within the settings box you can also select your preferences for text colour and sound effects. To enter Making laws, click on the red box. If you ve already rolled over the red box with your mouse, it will have expanded to reveal an outline of the Palace of Westminster click on this to start.

2 2. Main menu Making laws three primary activities can be accessed from the main menu. When you first arrive at the main menu, you are presented with a three-question quiz about Making laws. Use the arrow icons to click through the question screens. Check your responses using the reveal answer button. You can access these questions at any time from the resources box in the side menu. You can also skip the questions by closing the question window and move straight to the main activities. When you ve finished with the questions and return to the main menu, an on-screen prompt will appear. This prompt will guide you through the three activities in the order outlined below. You can click on the title bar to minimise (or hide) a prompt and click on the bar again to maximise (or show) it.

3 3. Debate a bill From the main menu, click on Debate a bill. The Debate a bill activity shows you how ministers introduce, scrutinise and vote on a bill. Choose which bill you wish to debate in Parliament, or type in the title of your own bill, then download the worksheet to have a go with your class. Return to this screen when the worksheet instructs you. The worksheet is also available at any time by selecting resources from the side menu. Use the arrow icons to click through the introduction screens. Select which House you d like to visit and put your questions to ministers. When you re ready to ask questions, click the ready to start button. Scrutiny Use this section to test your question skills. The scrutiny level goes up or down when a minister answers a question. It indicates whether a question is a good one or not. Click the change bill button to go back and choose another bill. Click the scrutiny button to start the debate.

4 Questions and answers Select which question you want to put to a minister, then use the arrow icon to view the minister s answer. Please note that the answer may include statistics and other kinds of evidence that a minister might use to answer a question in Parliament. These are only examples; the statistics should not be treated as accurate. Click on check scrutiny rating to find out how your question affected the scrutiny level. Click on hide scrutiny rating to return to the questions. Use the arrow icons to click through the questions and answers screens. When the debate is complete, click on feedback to view your final scrutiny rating.

5 To try again, click the scrutiny button. Click the change bill button to go back and choose another bill. Click vote to continue. Time to vote When you re ready to hold a class vote on your chosen bill, click start vote. Enter the class votes into the Aye and No (or Content and Not content) boxes then click the see results of vote button. An animation shows how MPs and Members of the Lords move around the chamber and enter separate lobbies to vote on a bill. The graphs allow you to scale up the results of your class vote to fit the number of MPs in the House of Commons or Peers in the House of Lords. Click replay animation to view the House vote again. Click the try another bill button to introduce, debate and vote on a different bill. Click vote again to hold another vote on the current bill. When you ve completed all the Debate a bill activities click main menu to continue.

6 4. Timeline challenge From the main menu, click on Timeline challenge. Test your knowledge of laws passed by Parliament in the past 200 years. You have 45 seconds to match as many examples of historical laws as you can to their correct date. First choose a category, then click Are you ready to play? Your chosen category is shown on the left. Click change category to go back and select another category. When you re ready to play, click on the start game button. To check the Timeline challenge rules, click on how to play. Examples of historical laws drop down from the top of the screen. The four boxes at the bottom of the screen show different time periods. Click on a box to match a law to that time period. The law will drop into the box you have highlighted. If you don t match a law to a time period before it reaches the bottom of the screen, you lose a life. Lose three lives and it s game over.

7 The timer indicates how many seconds you have left to play. Click stop game to go back and restart the game. Click on the pause button to halt the game and stop the timer. Click on resume to carry on playing and the timer will restart automatically. When 45 seconds have elapsed, or all your lives are used up, the game s over. To check how you ve done, click on see your results. Your total score for this category is shown in the centre panel. You receive 500 points for matching a law to its correct time period, and 1000 bonus points for each life remaining. Click on a time period to reveal which laws you placed in that box. Unmatched laws are listed separately. Click Find out more to discover more about a particular law. Click close to return to the list. When you ve looked at all the facts, click the play again? button to try another category. When you ve completed the Timeline challenge activities, click main menu to continue to explore making laws.

8 5. From bill to law From the main menu, click on From bill to law. Before a bill can become an Act of Parliament, or law, it must go through a number of stages. You can test your knowledge of the different stages in the three-question quiz From bill to law. Use the arrow icons to click through the question screens. Check your responses using the reveal answer button. Use the reset answers button to return to the question. You can access these questions at any time from the resources box in the side menu. You can also skip the questions by closing the question window and move straight to the From bill to law activities. Stages of a bill A bill has to be approved by all three parts of Parliament before it becomes an Act. The House of Commons, House of Lords and the monarch are represented by the icons on the diagram. Click on a tab to highlight the icon and find out more about what is involved at that stage of the law-making process.

9 When you are ready to create your own path From bill to law, click on the arrow icon to get started. Add arrows between the icons to create a path for your bill to become a law. In normal mode, click on one icon then another in order to link them with an arrow. Repeat this until you have linked all of the different stages of the law-making process. You can delete arrows. Click on the delete mode tab then click on the arrow you wish to delete. Use the reset tab to clear all of your arrows and start again. When you have finished creating your path from bill to law, click on the arrow icon to check your answers against the example path. There is more than one correct answer, as a bill can be debated first in either the House of Commons or the House of Lords, so your diagram may not match the given solution exactly. Click on watch animation to view an animated video of the path of a bill through to becoming a law.

10 Use the controls to play and pause the video. You can click captions to switch the captions on and off, and click shortcuts to switch the keyboard shortcuts on and off. When you ve finished From bill to law, click main menu to continue. 6. Next steps The side menu helps you navigate your way in and out of the activities. It also allows you to return to the quizzes and gives you access to worksheets, web links and other resources for further study. Use the main menu box to visit each activity as many times as you like. Click on the resources box to download lesson plans and walkthroughs for this resource. This is also where you can access and revisit the quizzes for Making laws and From bill to law. For more information and links to ideas for further study, click on links. All links will open in a new browser window. When you have finished your session or wish to leave the resource, close the browser window. Please note, however, when you close the browser window, any data you entered during the session will be lost.
