3 Executive Summary Mission Antyodaya is a convergence framework for measureable effective outcomes on parameters that transform lives and livelihoods. The primary objective of this application is to Survey and Collect the Village Infrastructure Data for all the Villages in the GP. The Data Collected Will be used for creating a Baseline for Mission Antyodaya Program What is new about Mission Antyodaya? Convergence of programmes with HH/GP as unit. Saturation approach. Simultaneous interventions to tackle poverty. Many Departments working together. Thrust on sustainable economic activity. Linking micro-enterprises to markets - scale. 5 Know your Icons Mission Antyodaya Data entry user manual consists of icons which are used throughout the manual. The icons are depicted below and can be used as required. Tools Required You will be provided with the following basic infrastructure: Computer (CPU, Monitor, Keyboard & Mouse) Mobile (Android smartphones/ Tablets with minimum 1GB free storage) Supported Platform: Smart Phone/Tablet with Android version above 4.3 (above Jelly Bean) Not supported Platform include iphone (ios), Windows Phone, Nokia (Symbian), Blackberry, all feature phone Network Connection (as per requirement) Peripherals (as per requirement) Browser (Internet Explorer for windows , Chrome for windows & MAC OS and Mozilla Firefox and other browsers Starting your Computer Steps 1. Ensure all cables are connected between the computer, network connection, & peripherals 2. Switch ON the electrical socket 3. Press the (power button) on the computer 4. Allow the system to boot up 5

6 User Manual The purpose of this User Manual is to help user in data entries. The manual consist of steps used for making entries with screen shots. Brief description is also provided before every section/module for user to understand. Before making data entries one will keep the following points in mind: User will have a valid username and password before login Always make use of genuine id and mobile number to get the OTP on registered number and id Your mobile number and id can be used as username for login into the application Make correct entries Mandatory fields cannot be left blank Do not make false entries Browse through each & every Tabs to make data entries Data Entry Using Mobile App/ Web Portal 1. If you are a Mobile App user, you can download the latest version of Mission Antyodaya app from Google Play Store and after click on Get Census Data button, you can get the 2011 Census Data in your phone 2. After that you can enter all the details like Basic Parameter, Location Parameter, Key Infrastructure Parameter, Economic Development and Livelihoods, Health, Nutrition and Sanitation, Women Empowerment, and Financial Inclusion 3. After filling all the data user can upload it online and generate a PDF file for future references. 4. For Web Portal User, to launch Mission Antyodaya Application - ONLINE a. Double click on the or icon to open the browser i. The browser will open with default page or blank page ii. Enter the URL ( and press enter button on keyboard Once the application or required page is open user will enter username and password & continue with data entries procedure. The Main screen of the Mission Antyodaya application is as follows: In case of new user or user want to create a new account, you can click on the Sign Up button: 6

7 User Creation Following fields are available on the landing screen to create a user account: Personal Details Id* Mobile Number* Password* Confirm Password* Title First Name* Middle Name Last Name Gender* Date of birth* Identification Type* Identification Number* Business Profile/Organization Details Organization Name Organization Id Official contact number House/Flat Number Area/Locality Near About Location (Landmark) Postal Area Pin Code State 7

Three buttons are present on the bottom side of the screen iii. Click on Submit, Clear All, Already Register- Sign in button to proceed further Points to Remember Fields marked with * are mandatory to fill Users access rights have been defined in the system Username and Password are mandatory User can use one mobile number and id for only one active session at any given time After successful submission of filled details in Mission Antyodaya, user will get a pop-up message of this type User can proceed further after the approval from concerned officer. 8

9 User Approval Approval of user is done based on the user role as per the table below: Role Approver ( Hierarchy ) State Administrator National Administrator District Administrator 1. Development Block User After the approval of user from concerned authority, user can successfully login into the system by using his/her user id and password. Enter the Captcha Text and click on Sign In button. This screen will open after successful login using user id and password According to their respective roles (as Gram Panchayat User, District User, Development Block User, and State User) there is a difference in the screens and functionalities. 9

10 Gram Panchayat User For a Gram Panchayat User this screen will open: In case internet connectivity is not available during uploading it online using Mobile App, in that case user can upload the same from Web Portal. User can get the backup by clicking on Export Data button and use this Zip. File to upload on Web Portal over Upload/Download Data and download the PDF of completed GP. Special Case for Uttar Pradesh User can download the Survey Form from Download Survey Form Link 10

11 District Level User For a District User this screen will open: User from any State (Including Uttar Pradesh) can make Data Corrections or Modifications using this portal. Click on the dropdown button Modify Mapping of Block and Villages in GP, then this screen will open 11

12 Select the State, District and Gram Panchayat from the dropdown Menu and press the submit button to proceed further. This screen will open then; 12

13 From here user can change the Block and Add the Village. 13

14 And user can finalize mapping of Gram Panchayat After Finalization of Gram Panchayat User will receive a notification like this; 14

15 Development Block Level User For a Development Block User this screen will open: This screen represents the following: Users Registered for Mission Antyodaya Selected GP GP Users Approved GP Users Mobile OTP Verified GP Users Data Downloaded GP Users Data Uploaded Step for making Data Entries Click on the Upload/Download button Download PDF of completed GP is available in dropdown menu on the screen; 15

16 Click on the Data Correction/Modification button Data Entry Survey Form for approval will open like this; User can check the status of 2017 Survey Form from here only. Special Case for Uttar Pradesh 16

17 Click on Upload/Download button Two options will reflect in dropdown menu 1. Download Blank Survey Form 2. Download PDF of Completed GP Download Blank Survey Form Click on Download Blank Survey Form, this screen will open; Download the Survey Form for a particular Gram Panchayat SurveyForm_JILGAO N_272270_ The form will appear like this, and fill the requisite details of Location Parameters, Basic Parameters, Key Infrastructure Parameters, Economic Development and Livelihoods, Health, Nutrition and Sanitation, Women Empowerment, Financial Inclusion 17

22 Fill the desired fields by taking a print out Filled Survey Form will be submitted to the Gram Sabha/Samiti for validation who will either approve each response (by ticking it) or disapprove it (by putting X). In case of Disapproval, they will write the changed response in the next column provided. The members (Gram Sevak/CRP, Gram Samiti Members) will sign the report and submit it to BDO for approval. Once the BDO approves the report (including changes if any) then the changes can be done directly on the portal by the BDO using his/her login. BDO is the designated officer, who can edit evidence for the change. the data subject to availability of proper Data Correction/Modification Click on Data Correction/Modification button Dropdown option will open as 1. 24 User can Save the same as draft if he/she wants to further modify the same Or User can Submit the same Or User can Reset the same Or User can Preview the same, this page will appear on the screen 24

25 Data Entry Survey Form for Approval User can update the already approved data by BDO over there after corrections/modifications (if any) Download PDF of Completed GP User can download the pdf from Upload/Download button with Census 2011 and 2017 data from there. 25
