5 1. Purpose This document is the technical specification for the Voltage Limiting Device (VLD) for use in the MTM 1,500V DC traction system. 2. Scope The specification covers the functionality, technical requirements and communication interface requirements of the Voltage Limiting Device. This specification is to be read in conjunction with the scope of works document for each site which details the quantities and site specific requirements. 3. References & Legislations 6.1 General The Voltage Limiting Device shall be designed and constructed in accordance with all relevant MTM Standards and Australian, Rail Industry and International Standards. The Voltage Limiting Device shall comply with all applicable legislative and regulatory requirements. Engineering Quality and Management 7.1. Compliance with Standards All design, equipment and items covered in this document shall comply with all the relevant Australian Standards, or where these do not exist the relevant IEC or EN Standards. 8. General Equipment Requirements The Voltage Limiting Device shall detect any rise in potential of the connected metallic structures and prevent the potential from reaching unsafe levels by shorting the connected metallic structures reliably to the track negative Application The VLD shall be a recoverable device which is compliant with Class 4.1 and Class 4.2 in accordance with EN The VLD shall be able to operate as Type 1 (VLD-F) and Type 2 (VLD-O) in accordance with EN The operating profile of the Voltage Limiting Device shall comply with the Effective touch voltage limits defined in section of EN (refer section 9) General Functional Requirements The Voltage Limiting Device shall comply as a minimum to the specifications given in Table 1 below: PRINTOUT MAY NOT BE UP-TO-DATE; REFER TO METRO INTRANET FOR THE LATEST VERSION Page 7 of 16

Communication Requirements Indications, Alarms and Control of the Voltage Limiting Device shall be marshalled to a suitable I/O module such as SEL 2505 or similar. The Voltage Limiting Device shall as a minimum have the following indications/control: - Open indication - Closed indication - Blocked indication - Fault Alarm(s), Open Control - Close Control & Block Command. The VLD shall be capable of DNP 3.0 protocol. Communications requirements shall be confirmed and approved by MTM prior to construction Protection Requirements The device shall comply with the requirements of Annex F.3 of EN and shall be capable of programmable setting for voltage pick up characteristic. The Voltage Limiting Device shall be capable of Instantaneous Triggering Voltage of 400V which shall be settable. The device shall be capable of auto-reset for voltages less than the Instantaneous Triggering Voltage. Operation above the Instantaneous Triggering Voltage shall be latched and require a local reset (and the option for remote reset). Additional Requirements The device shall comply with Section 5.4 Minimum requirements of EN The VLD shall become conductive in a time not greater than the permissible values in accordance with EN and EN The VLD shall not open if the current through it exceeds its breaking capacity The VLD shall open at an adjustable time after it has closed unless the breaking capacity is exceeded. If the VLD re-opens automatically and then re-triggers, after a set number of operations in a given time interval, It shall be prevented from re-opening and a warning or an alarm shall be signalled. Testing Type and routine tests shall be performed on the Voltage Limiting Device in accordance with IEC 62590, section Type Test Type test certificates shall be provided from a design which is representative of the Voltage Limiting Device to be supplied. All type tests listed in Table 6 of IEC shall be completed Test Certificates The results of all tests shall be recorded on test certificates. The test certificates shall clearly show the performance of the equipment and shall be accompanied by tables showing the actually measured values and all calculations. The test certificates shall be forwarded to MTM and the results approved by MTM prior to delivery. 11. Documentation and Support Contract Documentation One set of PDF copies of the drawings and documentation should be provided for review and approval by MTM approximately 4 weeks after the contract award date. No manufacture shall commence until the drawings have been approved. An allowance of ten working days should be made by the supplier for the review of submitted drawings Design Documentation A hard copy and a soft copy of the following documentation shall be provided to MTM for every design of Voltage Limiting Device produced at the conclusion of design, and prior to delivery of the assembly: Technical Maintenance Plan Maintenance Manual Installation Instruction Manual Operating Instruction Manual Storage, handling, loading and off-loading instructions Approved drawings Whenever a design change is made, new copies of the updated design documentation shall be provided to MTM. 13 11.3. Delivery Documentation Each delivery shall include a hard copy of the following documents: Technical Maintenance Plan Maintenance Manual Installation Instruction Manual Operating Instruction Manual Storage, handling, loading and off-loading instructions Test Certificates Approved drawings In addition, a soft copy of the test certificates shall be forwarded to MTM Design Drawings The drawings described in the table below shall be provided to MTM at the nominated design stages for review, and at the completion of design. Drawing Concept / Tender Preliminary Design Detailed Design Physical layout and arrangement of the overall assembly including dimensions and terminals. Physical arrangement of all components of the assembly. Installation details for the Voltage Limiting Device including mounting requirements. Physical layout and arrangement of all cable connections. Power circuit diagram and control circuit diagram All other drawings required for Installation, Testing, Commissioning, Operation and Maintenance Technical Maintenance Plan A Technical Maintenance Plan which establishes the maintenance policy for the assembly recommended by the supplier shall be provided. This shall detail the preventative servicing schedules and maintenance intervals for all components of the assembly. The servicing schedules shall reference appropriate detailed instructions in the maintenance manual. The Technical Maintenance Plan shall contain a list of any spare parts, suppliers, indicative pricing, lead times and recommended spares holdings. The Technical Maintenance Plan shall detail safe disposal procedures applicable for when the assembly is no longer serviceable (recycling, hazardous waste etc.). 14 11.6. Maintenance Manual A Maintenance Manual shall be provided which shall detail: The theory of operation of the equipment. All servicing activities. Overhaul instructions. The changing of components for repairs. Fault-finding procedures. The spares support schedule detailing price, supplier and procurement lead-times. The maintenance manual shall also include a complete set of as-built drawings and a comprehensive parts list for the assembly Installation Instruction Manual An Installation Instruction Manual shall be provided The instructions shall enable the transformer to be properly installed, tested and commissioned. This shall include all necessary drawings Operating Instructions Manual An Operating Instruction Manual shall be provided which shall clearly describe the required procedures for physically operating all of the components of the Transformer. The operating procedures shall be consistent with MTM s requirements Tools & Equipment Any special tools or other equipment necessary to operate or maintain the Voltage Limiting Device shall be provided with each assembly. Any special lifting and installation equipment shall be supplied with the Voltage Limiting Device Documentation Requirements All documentation shall be provided in English. Every page of the documentation shall be clearly identified in relation to the document to which it belongs and the version of that document. All pages of multi-page documents shall be uniquely numbered. It shall be possible to readily determine if all pages of a document are present. Manuals shall be A4 size and shall be bound in durable covers or in 4-D ring binders. Electronic copies of the Maintenance Manual, Installation Instructions Manual and Operating Instructions shall be provided in both PDF and Microsoft Word formats. 15 Drawing Format All drawings shall comply with PTV Infrastructure Drafting Standard and shall be submitted for MTM approval prior to manufacturing.
