Purpose This is the technical specification for the supply, installation and testing of the control and indication cabling between the SCADA Remote Terminal Unit (RTU) and an item of equipment (the point ) in Substations. 2. Scope This document applies to all traction substations, tie stations, switching stations, signal power supplies, industrial substations and other substations where the MTM Electrol SCADA system is utilised. 3. References & Legislation 5.1 Standards The SCADA Cabling and installation shall comply with all relevant Standards, including: AS S009:2013 Installation requirements for customer cabling (Wiring rules) Note: All materials and components shall comply with the relevant Australian Standard or, where these do not exist, with the relevant IEC or EN Standard. 5 5.2 Latest Issues and Amendments Reference to all standards shall be read as a reference to the latest edition of that standard and amendments available at the time of tendering. 6. Background MTM Substations are controlled and monitored from Electrol through the SCADA system. At the substation the SCADA system consists of an RTU, connected via cabling to various pieces of equipment which send indications to and receive control signals from the RTU. 7. Cable Type 7.1 The Specification for the cable is: Cable Conductor Conductor Insulation Insulation Nominal Voltage Insulation Withstand Voltage Insulation Colouring 6-core and earth robust and flexible sheathed cable 0.5mm 2 Copper PVC 300 V 4 kv, 1 min 6 cores black with white lettering at 20 to 50 mm intervals 7 th earth Core green yellow Lettering Each of the 6 cores labelled with a number 1-6 Twisting Sheath Sheath Fire Resistance Sheath Colour Cores twisted in layers Resistant to oil, dampness and chemicals, Flame retardant Grey 7.2 A proprietary cable which meets this specification is Lapp Kabel brand, type Olflex Classic 100, 7 G 0.5, though other types which comply with the above specification are acceptable. 7.3 In the MURL, PVC Cables may not be used. A similar, non-pvc cable shall be used, which complies with MFSP Technical Specification for Electrical Wiring Systems in the Melbourne Underground Rail Loop (MURL). Installation 9.1 The cable shall be installed in accordance with the AS S009. This shall include segregation and the use of white conduits and consideration of the requirements of other standards relevant to substation installations such as AS 3000 Electrical installations. 9.2 One cable shall be run for each point that is to be controlled and indicated, and one for each indication point, and one for each analogue point. 9.3 Each used core of the cable shall be lugged with a Phoenix Contact AI 0,5-8 WH ferrule (part ), Weidmuller H0,5/14T W BD ferrule (part ), or equivalent terminal. 9.4 In all cases the cable shall be terminated on the equipment terminal strip. 9.5 At the RTU, the cable shall be terminated on the marshalling terminal strip inside the RTU cubicle. 9.6 If the RTU is in service, the cable shall be run to the nearest point outside the RTU cubicle and cut with a 3m excess for later termination. 10. Cable Labelling 10.1 The cable sheath is to have a permanent label attached to it at both ends. This includes any un-terminated cables The label shall be the designated identification of the item of equipment that the cable is installed for. Refer to MESP Substation Device Naming, Numbering and Labelling and site specific drawings. 11. Cable Testing 11.1 Insulation testing shall be performed on all cables in accordance with TS PR The cable shall be fully tested to prove its function. This can be by end to end testing of the cores and simulated operating of the SCADA interposing relays on operate circuits, and a loop resistance tests of the indication circuits. 7 11.3 A testing schedule showing the results of all insulation and function tests performed shall be submitted to MainCo at the completion of the tests, and prior to any SCADA System testing. 12. SCADA System Testing 12.1 After the cabling has been proven, MTM will perform local testing and full functional testing of the SCADA System and the RTU.
