This location is between the intersections of Birch Drive Northwest and East Beach Drive Northwest. North Portal Drive runs from 16 th Street Northwest in the north to East Beach Drive Northwest in the south. The posted speed limit is 25 MPH. This speed camera was installed in August 212. 2 17 Block North Portal Drive NW Field Assessment Summary North Portal Drive NW is assumed to run in the North-South direction, and is classified as a collector. North Portal Drive Northwest is a bi-directional roadway with no centerline marking. It intersects Birch Drive NW and East Beach Drive NW. This site has the following characteristics: This site is located in a residential and wooded area with houses, driveways, and on-street parking on both sides of the street. The existing pavement is in good condition. There are stop signs and ramps at the intersections with Birch Drive and East Beach Drive. 3 17 Block North Portal Drive NW Looking Southbound Speed Data Analysis Posted Speed Limit (MPH) 25 Mean Speed (MPH) 8 85th Percentile Speed (MPH) 12 1 MPH Pace Speed 4-13 MPH ADT 917 Both the mean speed and the 85 th percentile speed are lower than the posted speed limit at this location. The 85 th percentile speed is 4 MPH lower than the posted speed limit. Crash Data Analysis From the Accident Summary Report provided for the dates between January 1, 21 and December 31, 212, there was only one crash at this location. There was one crash of severity property damage only in the year before the installation of the speed camera, and no crashes the year after the installation of the speed camera. Safety Nexus This site presents the following safety considerations which may establish a nexus between the speed camera and traffic safety: 1. Speed Data The speed data analysis shows travel speeds being much lower than the posted speed limit. 2. Crash Data There was only one crash of severity property damage only in the year before the installation of the speed camera, and no crashes the year after the installation of the speed camera. 3. Field Assessment The following site characteristics suggest a need for a safer travel environment: a. This site is located in a residential and wooded area with houses and driveways on both sides of the street. b. There are multiple bus stops in the area which generate pedestrian activity. c. There is on-street parking at this location. Although the speed data analysis showed the mean and 85 th percentile speeds to be lower than the posted speed limit, the crash data did show a reduction in the number of crashes since the installation of the speed camera. Due to the crash data reduction along with the specific site characteristics of a residential neighborhood, there is a nexus between traffic safety and the speed camera at this location.
