4 This domestic imagery was collected IAW a valid Proper Use Memorandum approved by NGA, and is not directed at U.S. persons. Next NGA West NGA key initiative to enhance mission capabilities, resiliency, and operational efficiencies by replacing STL 2 nd Street facilities at a to-be-determined location in the St. Louis metropolitan area Is necessary to provide a safe and reliable workplace for ~3,000 intelligence professionals Designed to meet NGA s long-term requirements and vision for GEOINT while aligning its people, processes, and technology Program is aligned with the ODNI IC Facility Management Strategy (FMS) Background: Currently, NGA 2 nd Street has approx. 3,000 intelligence officers working in high risk and functionally obsolete facilities Major concerns include: 1. Anti-Terrorism / Force Protection (AT/FP) 2. Facilities do not meet current seismic standards 3. Industrial accident potential 4. Facilities have exceeded their life-expectancy and are on a run-to-failure trajectory; incur high maintenance costs w/ inefficient space configurations Active Rail Line Anheuser Busch Lyon Park Replacement facility is needed to provide safe/secure work environment and will operate more efficiently; will achieve maximum output and flexibility necessary to meet NGA mission Approved for Public Release NGA Case # Mississippi River Sigma Chemical Plant 4

18 Next NGA West Program Details Description: Design and construct NGA Campus West at a to be determined location in the St. Louis metropolitan area; capable of being master-planned for future expansion Scope: New facilities will include a purpose-built ~800,000 GSF main office building, central utility plant (CUP), visitor control center (VCC), remote inspection facility (RIF) and structured parking Sized for the existing 2 nd Street workforce (~3,000 people) with allowance for future growth Energy efficient, flexible for mission and technology changes in the future Fully-compliant with all regulations, standards, and codes (e.g., EPA, DNI, OSD, OSHA, AT/FP) Excludes: Data Center (Arnold remains) Proposed Timeline: FY 15: Planning: National Environmental Policy Act (NEPA); Customer Concept of Requirements (CCR) FY 16: Concept Design FY 17: Land acquisition FY 22: Deploy, Transition to Operations, FOC, Decommission 2nd Street Approved for Public Release NGA Case #

19 Key Takeaways Next NGA West is necessary to provide a safe and reliable workplace for ~3,000 employees NEPA is well underway and expected to conclude in the Spring of It will identify environmental impacts associated with each site. It has and will continue to generate high public, political, and employee interest NGA will select the final site location (CY2016) and coordinate with Director of National Intelligence and Office of the Secretary of Defense to obtain approval to purchase land NGA will obtain FY16 MILCON authorization and appropriations to proceed with a conceptual design NGA has and will continue to take a deliberate, transparent, and measured approach to this process and will work to keep all parties informed Approved for Public Release NGA Case #
