21 Background to Tiered Accreditation The EMC (Engineering Manufacturing Committee) had an outline proposal accepted by Council for Tiered accreditation in 2009 BCECA (British Chemical Engineering Contractors Association) wanted a professional framework that: Captured CEE&P practitioners at start of career Provided progressive accreditation through to Chartered status Both communities wanted the same thing The Association of Cost Engineers 21
22 Background to Tiered Accreditation The fact is that CEE&P skills crosses over a number of established professional frameworks The Association of Cost Engineers 22
23 Background to Tiered Accreditation 2009 ACostE considered the best approach was to use the National occupational standards as a benchmark!! Reviewed the national standards and concluded with minor mods plus a few additional standards we could meet requirements of EMC and BCECA The issue was that UK Government was introducing revised standards under QCF We could not proceed until the new standards were in place This was planned to be mid to late 2010 In reality the Level 5 standards were available mid 2011 The Association of Cost Engineers 23
24 Background to Tiered Accreditation 2009/10 EMC, BCECA and ProVoc worked with ECITB to deliver the new standards Mid 2010 the Accreditation committee was formed to deliver tiered accreditation made up primarily of: BCECA, EMC and Engineering Committee members who had worked on developing the standards Nov 2011 we have : an end to end process with all the associated infrastructure to deliver accreditation of the practitioner through to Certified Professional status Under phase 2 : We are working on Course and Skill framework accreditation We will also address accreditation through to Chartered status The Association of Cost Engineers 24

26 Benchmarking Tiered Accreditation Accreditation is about demonstrating a practitioner can do CEE&P professionally!! The primary standards that we are interested in are the top CEE&P standards at Level 5, some of these were levelled at Level 6 we have called these differentiators The registrant will demonstrate they can achieve 20 level 5 standards (or equivalent ) by the time they reach Incorporated status. To achieve Certified professional status there will be a further 5 level 6 units (differentiators) The whole process is based on completing questionnaires based on these standards and assessed by qualified assessors Prior valid qualifications allows the by-pass of standards The Association of Cost Engineers 26
27 Benchmarking Tiered Accreditation The industry wanted the benchmarking against I Eng and C Eng We have crossed referenced the Eng Council standards to our CEE&P standards such that our Enrolled status aligns to Eng Tech requirements. Incorporated status aligns to UK Spec I Eng requirements and Certified Professional status aligns to C Eng requirements Again this is established using a questionnaire approach, adapting the Engineering requirements to CEE&P requirements The Association of Cost Engineers 27
28 Benchmarking Tiered Accreditation We now have a process that certifies your professional can do ability against both The CEE&P National standards The Engineering council standards converted to CEE&P deliverables That is suitable for both practitioners from an Engineering or Non engineering background And leads progressively or directly to the status of Enrolled, Registered, Incorporated or Certified Professional The Association of Cost Engineers 28

39 Entry into the tiered framework You will need to complete the application forms on the Accreditation website, and send them to with hard copies to the Sandbach Office Direct entry at a level will be dictated by your prior qualifications validity plus your experience Valid Qualifications will be in the following disciplines: engineering, construction, numerate, technical, scientific or commercial/business Non -valid Qualifications (ie not one of the above) Will be accommodated by the candidate dropping a level below the valid candidate to ensure they cover more CEE&P Assessment units, to close the gap The Association of Cost Engineers 39
