8 Roles and actors An organizational structure based on roles and actors provides the base for CONVERGE! Role Describes a set of actions and the conditions under which these have to be executed ( Behaviour ). Economical roles also include obligations, liabilities, etc.. Technical roles describe functionalities: Provides Interface A. Roles are impartible. Actor Companies/institution/, that fulfills one or multiple roles. A role can be fulfilled by multiple actors (companies/institutions/ ). äftsmodelle. These roles and actors enable flexible introduction and business models. 7

12 Economical role models as requirement for functional solutions for an implementation of new technologies under market-economical conditions: improvingthe level of knowledge of system-and third-party users systematically, according to the technological development status providingexchange of experience creatingtransparencybetween different stakeholder(vehicle driver as system user, vehicle driver as third party, automotive industry, insurance industry, government and others) and reducing the conflict of goals between the different groups. Advantage against operator based models: Enables the development of functional market offers leading to economical benefits for all groups even in case of a market failure. 11

CAM, DENM) can be used for traffic status acquisition. Quality advantages Accreditation/Certification of applications Accreditation/Certification of network operator open distributed over-regional/ international connecting operator-independent scalable flexible secure hybrid communicating The Car2X Systems Network is a dynamical extendable associationfor cooperative systems in ITS, comparable with the internet with open standards and interoperability, which picks up current innovations in the field of ICT and thus provides novel approaches for system- and software-design. 13
