1 Caribbean Technical and Advisory Support Facility (TASF) on egovernment UNDESA/ CARICAD MISSION REPORT Technical and Advisory Support Facility (TASF) Development of E-Government & ICT in the Public Sector: Government of Grenada June 21 st - 22 nd, 2006 Background The TASF conducted an E-Government Policy Workshop in Grenada from February 21 st - 22 nd, This in-country workshop not only provided the opportunity to build capacity at the senior management level, with respect to the advancement of the E-Government Agenda, but also provided the TASF the opportunity to have invaluable discussions and exchange of ideas with senior public sector officials on the work of the Facility and e-government in the Caribbean. These included; Dr. Keith Mitchell, Prime Minister of Grenada and Mr. Agar Alexander, Cabinet Secretary, Grenada. At the meeting between the Knowledge and Information Manager (KIM) and the Hon. Prime Minister, a request was made for assistance from the TASF with respect to the development of the institutional framework required for E-Government in Grenada. A letter was subsequently received from Ms. Beryl Isaac, Permanent Secretary in the Office of the Prime Minister in this regard. Activities Held during Mission: June 21 st 22 nd The KIM conducted meetings with the Cabinet appointed Committee established to integrate all of the IT Units across the Public Service and update the National ICT Policy: A workshop was also held with Information Technology Personnel from across the Public Service. 1

2 The following Agenda was: Overview of CARICAD, UNDESA and TASF Objectives of the Meeting: As requested by the Hon. Prime Minister Introduction of Participants and Overview of IT initiatives in the Public Sector Group Activity The group activity with the IT personnel included the use of a participatory methodology whereby key issues, as well as the strategies to address those issues are generated by the participants themselves, with guidance from the facilitator. The application of this methodology entailed extensive group work by the participants and focused on the Public Sector IT functions that should be centralized and those which should be performed at the Ministry/Agency level (Decentralized). LAN Backup The above activity provided a useful guideline with respect to the setting up of the institutional framework which would be required for the effective management of the IT function in the Public Sector. It was agreed however, that some specific next steps would need to be completed in order to arrive at the optimal configuration for the institutional framework (see Appendix 1). It was also agreed that extensive training and redeployment would be required and the IT training must be ongoing, using in-house options (brining in trainers); collaborative, cost sharing basis, across Ministries/Public Sector Agencies and Islands. 3
