2 Akbar Jazayeri Vice President of Regulatory Operations January 18, 2013 ADVICE 2840-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Notice of Proposed Construction Project Pursuant to General Order 131-D, Orangethorpe Avenue and Tustin Avenue/Rose Drive Separation Projects 66 Kilovolt (kv) Relocations (SCE) hereby submits notice pursuant to General Order (GO) 131-D, Section XI, Subsection B.4 of the Construction of Facilities that are exempt from a Permit to Construct. GO 131-D was adopted by the California Public Utilities Commission (Commission) in Decision (D.) and modified by D PURPOSE This advice filing provides a copy of the Notice of Proposed Construction (Attachment A) and the Notice Distribution List (Attachment B) which comply with the noticing requirements found in GO 131-D, Section XI, Subsections B and C. BACKGROUND SCE is proposing to relocate various 66 kv subtransmission lines to accommodate the Orangethorpe Avenue Grade Separation Project and Tustin Avenue/Rose Drive Grade Separation Project. These grade separation projects are being constructed by the Orange County Transportation Authority (OCTA) as components of the Orange County Gateway Project (also known as the OC Bridges Project), the purpose of which is to separate car traffic from Burlington Northern Santa Fe trains in the Orangethorpe Corridor in the cities of Anaheim and Placentia, California. Below is a description of each of the SCE 66 kv relocation projects (please refer to the enclosed map). Orangethorpe Avenue Grade Separation: SCE s existing double-circuit 66 kv subtransmission pole line currently containing the Villa Park-Paper-Placentia and Villa- Park-Carolina-Placentia-Titans 66 kv circuits along the south side of Orangethorpe Avenue will be relocated to a new configuration to avoid conflict with the widening of the P.O. The existing 66 kv subtransmission pole alignment is 4,070 feet; the total length of the relocation measured along the relocation alignment is 4,330 feet. Overall, 20 wood subtransmission poles (ranging in height between 85 and 95 feet) will be removed along with four guy stub poles (ranging in height between 40 and 55 feet). A total of 11 wood and 10 steel subtransmission poles (ranging in height between 70 and 85 feet) are proposed in the new alignment. The relocation description is broken into three segments from west to east: Segment 1 starts along the south side of Orangethorpe Avenue near the western edge of the Miller Basin with the installation of one new tubular steel pole and continues east on six new wood poles toward the intersection of Carbon Canyon Channel. In this segment, the existing 66 kv subtransmission pole line would be relocated up to 30 feet south of its current alignment. Segment 2 extends from the Carbon Canyon Channel east to just west of Chapman Avenue along and south of Orangethorpe Avenue. This segment involves a complete realignment of the existing 66 kv subtransmission pole line, which would range from approximately 20 feet to 200 feet south of the existing alignment. A total of four new wood and six new steel 66 kv subtransmission poles are proposed in Segment 2. This segment initially follows the southern edge of Orangethorpe Avenue on two new wood poles to a point just west of Miller Street, where a new tubular steel pole would be installed. At this point, the relocated 66 kv subtransmission line would travel southeast to a new tubular steel pole on the west side of Miller Street, cross Miller Street and head east to a new tubular steel pole on the east side of Miller Street. The alignment would then head northeast crossing Atwood Channel to a new tubular steel pole, where the relocated 66 kv subtransmission line would then head to the east along the south side of the railroad right-of-way to a new wood pole and continue east to a new tubular steel pole. The alignment would then cross the railroad tracks perpendicularly to a new steel pole on the north side of the tracks and proceed northeast to a new wood pole near the southwest corner of Orangethorpe Avenue and Chapman Avenue. Segment 3 extends along the south side of Orangethorpe Avenue from Chapman Avenue to just east of Traub Lane. The new 66 kv subtransmission alignment would be approximately 22 feet south of the existing alignment and would be installed on three new tubular steel poles and one new wood pole. Tustin Avenue/Rose Drive Grade Separation: This grade separation project is immediately east of the Orangethorpe Avenue Grade Separation Project. On the south side of Orangethorpe Avenue at the intersection of Tustin Avenue/Rose Drive, SCE will convert a portion of its existing overhead double-circuit 66 kv subtransmission pole line containing the Villa Park-Paper-Placentia and Villa Park-Carolina-Placentia-Titans 66 kv lines to an underground configuration to eliminate conflicts between the bridge height and SCE facilities. In order to convert the overhead 66 kv lines to an underground configuration, SCE will install a new 85-foot tubular steel riser pole on the south side of Orangethorpe Avenue approximately 265 feet west of Tustin Avenue/Rose Drive. From
4 ADVICE 2840-E (U 338-E) January 18, 2013 this new riser pole, the 66 kv lines will be installed underground for approximately 900 feet in new ducts and structures through the intersection of Tustin Avenue/Rose Drive to a new 75-foot tubular steel riser pole that will be installed on the south side of Orangethorpe Avenue approximately 635 feet east of Tustin Avenue/Rose Drive. From this point, the 66 kv lines will transition back to an overhead configuration and connect with the existing overhead 66 kv subtransmission pole line on the south side of Orangethorpe Avenue. 1 Pursuant to Commission GO 131-D, Section III.B.1, projects meeting specific conditions are exempt from the Commission s requirement to file for an application requesting authority to construct. This project qualifies for the following exemption: f: power lines or substations to be relocated or constructed which have undergone environmental review pursuant to CEQA as part of a larger project, and for which the final CEQA document [Environmental Impact Report (EIR) or Negative Declaration] finds no significant unavoidable environmental impacts caused by the proposed line or substation. The Orangethorpe Avenue Grade Separation Project and Tustin Avenue/Rose Drive Grade Separation Project were initially analyzed in the Orange County Gateway Project Final EIR (State Clearinghouse No ) approved by the City of Placentia in November 2008 and the Orange County Gateway Project Final Environmental Impact Statement (EIS) certified by the Federal Highway Administration (FHWA) (FHWA-EIS- CA21) in June Subsequent to the certification of the Final EIR/EIS, and pursuant to the provisions of the California Environmental Quality Act (CEQA) Statutes and Guidelines and National Environmental Policy Act (NEPA) Reevaluation requirements, each grade separation project underwent a separate CEQA Addendum/NEPA Revalidation process for project modifications and to update the Administrative Record. The Final EIR/EIS for the Orange County Gateway Project and related CEQA Addenda and Administrative Record Updates for each grade separation project reviewed the relocations of SCE s 66 kv facilities pursuant to CEQA and found that the relocations cause no significant and unavoidable environmental impacts. 2 1 Note, in addition to the above work associated with the Tustin Avenue/Rose Drive Grade Separation, SCE will need to replace one 66 kv subtransmission pole on the south side of Orangethorpe Avenue near Traub Drive west of the new 85-foot tubular steel riser pole. 5 ADVICE 2840-E (U 338-E) January 18, 2013 GO 131-D, Section XI, Subsection B.4, requires that this advice filing be made not less than 30 days before the date such construction is intended to begin. Construction of the proposed project is scheduled to begin on or after March 4, 2013, and is expected to be completed by June No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other rate schedule or rule. TIER DESIGNATION Pursuant to GO 96-B, Energy Industry Rule 5.2(4), this advice letter is submitted with a Tier 2 designation. In accordance with EMF Design Guidelines filed with the CPUC in compliance with CPUC Decisions and , SCE would implement the following measure(s) for this project: Utilize subtransmission structure heights that meet or exceed SCE s preferred EMF design criteria. Utilize underground subtransmission construction per customer request. Arranging underground cables of proposed subtransmission line for magnetic field reduction. Protests must be filed by February 7, 2013, and should include the following: 1. Your name, mailing address, and daytime telephone number. 2. Reference to the SCE Advice Letter Number and Project Name Identified. 3. A clear description of the reason for the protest. The letter should also indicate whether you believe that evidentiary hearings are necessary to resolve factual disputes.
