1 Aligning Public Funding with Priority Vocational Qualifications in England in 2008/09 - Update February 2008

2 Introduction 1 This document provides an update to the Addendum to Statement of Priorities - Aligning Public Funding with Priority Vocational Qualifications in England in 2008/09 1, published in December Included in this update is: Clarification of the timetable for implementation Further details of the desirable characteristics for reformed qualifications to be eligible for public funding Clarification of the implications for vocational qualifications identified within apprenticeships Update on funding of units, including clarification of the removal of funding for National Qualifications Framework (NQF) and non-nqf units Update on the development of a Credit Success Rate Details of changes to the initial indicative lists. Transition timetable 2 The Learning and Skills Council (LSC) is developing a high-level strategy to be integrated with the business cycle and to cover the three year period to December This aligns with the timetable signalled in the recent consultation from the Qualifications and Curriculum Authority (QCA) on the Qualification and Credit Framework (QCF) regulatory arrangements, that there will be no vocational qualifications with an accreditation end date (within the existing NQF) beyond 31 December The key points to note in relation to the timescales include: a. 2008/09 will represent the first full year of the operation of the QCF outside of any test and trial phase. b. The LSC has signalled the need to build momentum for full implementation from c. The process for aligning public funding will be a staged process. During 2007/08 the LSC is working with a small number of Sector Skills Council s (SSCs) to trial the process, assess the impact and develop capacity. d. From 1 August 2009, the LSC will start to turn-off funding for predecessor NQF qualifications and lower priority qualifications. 3 continue to be funded to complete their programmes. Details of the qualifications will be published at the end of summer e. The LSC will publish a full 3-year transition plan as part of the annual Statement of Priorities. Desirable Characteristics 4 The LSC wishes to not only support the objectives of the qualification reform but also to maximise the use of funding and to focus funding where it clearly meets the needs of employers. The LSC would therefore expect reformed qualifications in receipt of public funding to have a number of desirable characteristics which would stimulate both inclusiveness and responsiveness in the design and delivery of qualifications. 5 The QCF technical specification allows the use of three types of units within qualifications: shared units available for use by any organisation recognised to award credit and qualifications in the QCF restricted units available for use only by those organisations that have agreed to share the unit. For example five organisations who award credit and qualifications in the sport and leisure sector private units available for use only by the organisation that submitted the unit to the QCF and no-one else. 6 This has resulted in a mixed economy model of these unit types. 7 From 2008/09 the LSC intends to apply the following funding conditions to specific qualifications: all the mandatory and optional units within a full 2 and and other qualifications agreed as part of priority qualifications must be shared and where possible developed through collaboration all entry and 1 qualifications eligible for inclusion within any Progression Pathway must consist of shared units. 8 In all other qualifications the LSC would expect the majority of credits to be achieved through shared or restricted units. 9 Qualifications developed solely through the use of private units may be eligible for public funding, particularly where they meet the needs of a specialist sector or are linked to employer/provider recognition. 4 Apprenticeships 10 In order to support the alignment of Apprenticeships and vocational qualification reform, it is proposed that work will be taken forward within the context of UK Vocational Qualification Reform Programme to explore: a) the need to ensure new framework structures within the QCF satisfy the four mandatory requirements outlined in the Apprenticeship Blueprint (taking into account any amendments as a result of the outcomes of the recent Apprenticeship review) b) if structured as a single qualification then the purpose and nature of Apprenticeship qualification would need to be explicit. At the moment it is not possible to differentiate qualifications within the QCF according to purpose. However, given there is a consultation on the regulatory criteria for the QCF; the notion of the Apprenticeship as a type within the QCF may have to be considered in due course c) the timescales and transition period from Key Skills to Functional Skills d) the relationship between Apprenticeships in the QCF and any rearticulation of a full 2 (and in time full ) in the context of the QCF. 11 It is intended to adopt the following parameters in order to inform the approval and funding of Apprenticeships using QCF provision. These parameters will assist both the LSC and SSCs in ensuring that a robust model for QCF Apprenticeships: QCF provision should replace NQF (aligned with the LSC proposal to switch funding to QCF provision from August 2009) New pathways within the QCF must form new frameworks Approved frameworks must be available for national delivery and cannot be approved on a test and trial basis. Funding for Units 12 Paragraph 23 of the Addendum signalled that from 2008/09 the LSC would only fund units from QCF accredited provision. As more provision becomes available in the QCF the LSC wishes to expand and enlarge the current working trials of unit funding. 13 Part of the extension of the working trials will be to better understand the rationale for enrolling learners on a programme built up from units of QCF provision and how such programmes might better enable progression to further training, learning or employment and take account of the individual learners needs and meet the rationale for offering the identified programme. In addition, we would expect the extension of working trials to also take account of SSC and employers needs for short packages of learning Publication Reference: LSC-P-NAT Page 4 of 27

5 emerging through sector compacts within Train to Gain and through the Skills Pledge. 14 The implications of this is that the currents codes available on the Learning Aims Database (LAD) for units of approved provision in the NQF and nonaccredited provision will cease to be available for adult learners from 2008/09. This will affect codes prefixed by the letters ZUNA and ZUNE. A new set of learning aim codes for QCF units delivered from 2008/09 will be made available on the LAD and will be detailed in Annex H of the 2008/09 ILR Specification, which will be available on the Information Authority website: Credit Success Rate 15 The work on the funding of units will also be aligned with the piloting of an additional credit success measure. From August 2008 two new fields will be added to the current Individualised Learner Record (ILR) used by providers to record information about adult learners on LSC-funded provision. These fields are titled: Planned credit value to capture the credit value of the learning aim that the learner is planning to undertake Credits achieved to capture the number of credits achieved by the learner when the learning aim is completed or when the study ceases. 16 The Credit Success Rate (CSR) will sit alongside the existing Qualification Success Rate (QSR) measure, which will continue to be used by the LSC and Ofsted. As qualifications move from the existing NQF to the QCF, or are developed as new qualifications in the QCF, leaner achievements will continue to be recorded through the QSR. The definition of the QSR will remain unchanged in this transition from the NQF to the QCF. 17 Effectively, the implementation of the QCF will offer the LSC two potential measures of success, the CSR and the QSR, in comparison to the single success measure (QSR) available within the NQF. During 2008/09 the LSC intends to pilot the use of the CSR, with the specific purpose of understanding and evaluating the practical issues for providers in relation to entering and collating CSR data as well as identifying the potential future uses of the CSR. For example the pilot may consider the value of the use of a CSR to measure: progression towards a qualification partial achievement of a qualification achievement towards a learning goal other than a whole qualification in certain circumstances. 6 Indicative Lists of Qualifications as at 15 February 2008 Changes to initial indicative lists 18 As signalled in the Addendum the qualifications listed in Annex B to the Addendum are initial indicative lists which were to be treated as working lists subject to change as development got underway. The following types of changes have been made to the lists published originally in December 2007: Clarification of timescales and titles indicated in bold and italics Removal of qualifications indicated by strikethrough Inclusion of additional qualifications indicated by shaded boxes Up-to-date information will published on the LSC s website at the following address Discussions are continuing between the LSC, DIUS, SSDA and QCA with regard to full 2 qualifications in the context of the vocational qualification reform programme. 8 e-skills UK e-skills UK are part of Phase 3 of the Sector Qualification Strategies (SQS) process. They are due to submit their SQS in March 2008 and subsequent Action Plan in July e-skills UK have identified qualifications within the IT User and IT and Telecom Professional sectors at s 1 to 4. For IT users, the ITQ has been further developed as part of the QCF Test and Trials. The ITQ now encompasses all appropriate existing IT user qualifications within its flexible structure. It will therefore be possible to deliver units of ITQ using existing learning programmes such as ECDL and CLAIT without the need for separate qualification and unit codes. e-skills UK will extend the QCF trials in the domain of IT and Telecoms Professionals. This will include a new suite of competence-based qualifications to replace the existing suites of National Vocational Qualifications (NVQs). These qualifications will include vendor and other industry recognized units, along with trialing a new flexible assessment designed with employers. The table below summarises the planned development activity. Providers are asked to note that the eligibility of these qualifications from 2009/10 will also being reviewed. Paragraph 23 in the Addendum confirmed that from 2008/09 funding for units will be re-focused to support only those units from accredited vocational qualifications in the QCF. Provider may wish to consider the delivery of units from either the 1 and/or 2 IT Users (ITQ) qualifications instead of the existing qualifications referenced below. They have identified a range of qualifications at s 2 and 3 which include qualifications from each of their sub-sectors which they plan to develop for the QCF either through direct one to one replacement of existing NQF qualifications or through up-dating/merging existing qualifications. In addition they have identified one new qualification from the sports and recreation sub sector to be developed at 2 whilst also flagging that 3 QCF Test and Trial qualifications relating to Playwork will be reviewed and further developed as appropriate. 17 Skills for Health Skills for Health are in Phase 1 of the SQS process and have recently submitted their SQS. Their Action Plan is due to be submitted in January They have identified a range of qualifications from 2 to 4 including qualifications which they plan to develop for the QCF either through direct one to one replacement of existing NQF qualifications or through updating/merging qualifications. There is scope for further rationalisation of qualifications within the planned developments. There are a number of qualifications which Skills for Health are signalling will be developed for the QCF within the fast track timescales which are shared with Skills for Care and Development hence development work will necessarily involve both SSCs. In addition Skills for Health have flagged 5 QCF Test and Trial qualifications relating to Substance Misuse which will be reviewed and further developed as appropriate. This choice has been informed by the fact that new occupational standards in this area have recently been approved. There is potential for further rationalisation of qualifications as work progresses to develop the qualifications which have been identified for up-dating. In addition, Skillfast plan to develop a Leather and Footwear Qualification framework at s 2 and 3 which will involve existing qualifications being redeveloped and merged. Within the group of new qualifications which are planned for development the Skillfast Portfolio is identified at s 1 to 3. These will be credit based qualifications covering a wide range of skills required by those who work in the sector. There are also 3 QCF Test and Trial qualifications which will be reviewed and further developed as appropriate. The table below summarises the planned development activity.
