2 Management System Plan LT19-CTMP-A3 CTMP Appendix 3 - Site Access Points & Traffic Routes Knocknagael Tomatin 275kV Reinforcement OHL Works 1.1 Introduction This appendix has been produced following consultation with The Highland Councils Roads Authority and revisions to the design following project scope changes to minimise impact on the Local Roads Network and to seek to minimise the environmental impact of access tracks through the CEMP. This appendix provides the rationale behind the proposed changes to access tracks where they differ from those originally submitted with the section 37 application prepared in Site Access Tracks Table 1.1 below provides a summary of proposed access route changes as well as the reason for the requested change. See Annex A for Site Access Point & Traffic Route Plans. Table 1.1: Summary of proposed changes to access routes Tower Reference CMA 1 CMA 3 to 9 Access Point ( where applicable ) 13 / AP / AP 04 CMA 9 to 10 CMA 10 to / AP 05 CMA 10 to 11 CMA 11 to 12 CMA 13 to 14 Change from 25 Proposed Access Track Limit of Deviation ( LOD ) Proposed new access moved approx. 200 metres south on Essich Road. The new access track will utilise the existing bellmouth opening which will be improved. The track will run alongside existing fence line to the tower compound site. Proposed new access moved approx. 400 metres south on Essich Road. The new proposed temporary track will then head in a north westerly direction for approx. 450mtrs towards tower CMA 04. The main link route between towers CMA 03 and CMA 09 will remain within the original LOD. Proposed temporary access route from tower CMA 9 extended south by approx. 350mtrs to connect with access track at tower CMA 10. Proposed to extend the upgrade of the existing access track further west by approx. 600mtrs towards Loch Bunachton A further new permanent section of access track will be installed heading south for approx. 550mtrs following the outline of the existing trees to the Loch. The new section of track will link up with an existing access track which will also be upgraded for approx. 1.3kms heading south easterly passing tower CMA 16. Proposed to use the route of an existing track which meanders out with the original LOD to the west by approx. 30mtrs for approx. 150mtr of the track length. The existing track will be upgraded and remain permanent ( previously proposed as temporary track ). The link between the existing track adjacent to tower CMA 12 and tower CMA 11 will remain permanent rather than temporary Proposed to extend the temporary track passing towers CMA 12 and CMA 13 by a further 385mtrs to allow access to tower CMA 14. The extension of the original track LOD will follow the same route remaining within the tree felling swath required for the new overhead line. Reason for Change The amended access avoids an area of groundwater dependant terrestrial ecosystems ( GWDTE ), as shown in Figure 4 of the OHL CEMP, and utilises an existing bell mouth which already has adequate visibility splays and passing places to the north and south. Route altered to avoid crossing of Scottish Water main pipes and to minimise impact on GWDTE within vicinity of tower CMA 03. To facilitate construction of the new overhead conductor cables. The through route will also reduce vehicle movements required on the public roads in the area. This new alternative route replaces the original proposal which was to access towers CMA 16 to 20 from the public road off the C1068 Balnafoich Dunlichity Road based on consultation with The Highland Council Roads Authority. All traffic will now access via access point 10 / AP 05, off the B861, therefore reducing the impact of traffic on the C1068.Future timber extraction in the area will also be able to utilise this upgraded route. Make use of the already established track route. No additional tree felling required. To link already established track route with main access point. No additional tree felling required. This new alternative route replaces the original proposal which was to upgrade approx. 900mtrs of an existing track that was to approach the site from the east. The original route passed through an area with archaeological sites. The new route minimises the impact on sites in this area. The new track will be on the west side of the new overhead line and will run north for approx. 550mtrs within the tree felling swath. Proposed to install a permanent track off the existing upgraded track adjacent to tower CMA16. The new track will be on the east side of the new overhead line and will run south for approx. 650mtrs to connect with the new track originally proposed for towers CMA 18 to 20. Proposed to re route a section of the existing track with a new temporary track section within the original LOD. Proposed to upgrade the existing track to create a link between site compound and the wind farm private haul road. The proposal would include replacing the existing pedestrian bridge crossing the River Farnack with a suitable vehicle bridge for use by site traffic throughout the duration of the overhead line construction phase. Proposed to upgrade the existing track that currently runs along the bottom of the hill approx. 100mtrs west of the existing LOD. New temporary spurs will be installed off the track to access towers CMA 27 and CMA 28. Proposed to install a new temporary road from a new temporary bell mouth from the U1116 Garbole Road direct to tower CMA 32 rather than use the same access point that was originally proposed for accessing tower CMA 31. Proposed new temporary access road moved approx. 130 mts west of the existing LOD along the route to run adjacent with the U1116 Garbole Road. Individual temporary spurs will be installed to each of the tower locations. Proposed new temporary access road moved approx. 50mtrs south of the existing LOD along the route of the overhead line. The new route runs parallel between the existing 132kV and the new 275kV overhead line. Proposed new temporary access road extended south east by approx. 250mtrs from tower RG 136AR within the tree felling swath. This new alternative route replaces the original proposal which was to access the site from the public road off the C1068 Balnafoich Dunlichity Road based on consultation with The Highland Council. All traffic will now access via access point 10 / AP 05, off the B861, therefore reducing the impact of traffic on the C1068. This new alternative route provides a link to the new upgraded access track. This removes the requirement on the original proposal to connect with the C1068 ( as above ). The permanent track can be used for future timber extraction providing a link through via the new section of track passing Loch Bunachton to the access point 10 / AP 05, off the B861. To segregate construction traffic away from private dwellings and minimise impact on those living within. Having a link with the wind farm private haul road provides the option to use transport routes from the A9 access point 1 / AP 09 for towers CMA 21 to 26. This link also provides an emergency route to the B851 if required. The existing track is in more suitable condition at the foot of the hill rather than install a road on the steeper slope. This route is more direct and reduces the requirement of temporary road between towers CMA 31 and CMA 32. This route is more suitable for the undulating ground located within this section and also eases access to the existing 132kV towers that also require to be accessed as part of the overall development.
