1 ANSWERS TO CONSULTANT QUESTIONS FOR CITY OF GALT FIBER OPTIC LINE PROJECT Questions from Iteris dated : 1. Page 1 of the RFP lists the due date and time as 2:00 pm noon, Wed. January 4, We understand the actual due date is January 4, Can you clarify the time as being 2:00 pm or noon? City: The RFP due date is January 4, 2012 at 2:00pm. The anticipated Council award is anticipated in March Can the City provide information on the existing fiber link such as the number of fiber strands on the trunk line and lateral lines and communications equipment connected to the facility? City: There is no existing fiber link between the two end points where fiber is being run. This is a new fiber link replacing a dedicated point to point T1. There is existing fiber used to connect the existing Police Building and the Public Works Building. 3. How is the existing fiber link being used? Who are the end users, what types of data is running over it? City: There is no existing fiber link in place that the project would be replacing. This project is for a new link that will be replacing an existing point to point T1. 4. Does the City intend to use the fiber link for their traffic control system or any other ITS strategies? City: There are other potential uses that could eventually be brought into the design. However, the originating purpose of the link is to facilitate more and faster bandwidth between MSC and City Hall in support of WWTP use. The intent of this project is to facilitate existing and future data needs with the current available budget.

2 5. How does the City intend to use the proposed fiber optic link in terms of users, applications, data types, etc.? City: The initial stage will likely include fiber link hosting transmission of data services such as RDP, file and print sharing, , security cameras and VOIP as well as SCADA over separate VLANs. 6. What is the demarcation point for facilities slated for future expansion? Shall the design coil the trunk line in a pull box near the building; splice a later cable onto the trunk line and install a Fiber Termination Panel inside the facility; or something different? City: The short term expansion is envisioned as connection to the corporation yard and the high school. Long term expansion is not know at this time and will depend on future data needs of the City. The City is looking for a consultant with extensive knowledge of similar projects, and can provide matrix of pros and cons of different alternatives to make recommendations to the City. Questions from Iteris dated : 1. The Consultant is asked to provide recommendations on GBIC s. What types of GigE switches are used by the City of Galt currently enterprisewide and on the existing fiber link? City: Currently, the city uses Netgear and Versitron switches. Questions from Kimley-Horn Associates : Proposal Content 1. Item 2) asks for three client references for work performed by each individual under key personnel. Is this three references for each individual, or can we submit three references for the entire project team? City: The references may be for the project team, or an individual working directly with this project.

3 2. Item 3) says to include names and current phone numbers for contacts on the project work quality and performance. Is this request for references different from that in Item 2)? City: Item 2 requires the consultant to list the key individual(s) and their references. Item 3 provides the consultants an opportunity to specifically detail the capacities and representative projects of the key individual(s). Scope of Work 1. Bullet #3 asks to provide GBIC recommendations. Is the City considering a non-gbic solution, or should proposers assume that GBIC will definitely be implemented? City: GBIC fit best within the City s current infrastructure. However, if there is a better solution than GBIC, the City is open to suggestions. The City is looking for a consultant who can evaluate and recommend the best available technology. 2. Bullet #4 asks to prepare recommendations for any future considerations (i.e. expansion). Are there any specific ideas the City currently has in mind for future use of the fiber network once installed? City: The short term expansion is envisioned as connection to the corporation yard and the high school. Long term expansion is not know at this time and will depend on future data needs of the City. 3. Bullet #6 asks for a minimum of 3 alternative route layouts between terminal points, with considerations recent and future street improvements. Will the City be able to provide details for specific street improvements (past and future) occurring in the planned project vicinity? City: The City will provide recent and future street surface improvement projects, and all other available record plans. However, if no record plans are available for the recommended route(s), the consultant will be required to provide the work to research and identify existing conditions.

4 4. Bullet #7 Evaluate construction methods for on and off site. What type of evaluation does the City envision? City: The City is looking for a consultant who can identify standard construction methods for installing fiber line. Two examples are boring and trenching, though evaluation should not be limited to only these two if other methods exist. It is anticipated that the consultant will recommend the best method that is in the best interest of the City. 5. Sub-bullet #1 under Bullet #8 states that all plans will be done in latest AutoCad format. Will AutoCad 2009 be ok? City: AutoCAD 2009 will be acceptable. 6. Will positive utility identification (potholing) be required at the design stage? If so, whose responsibility is it (i.e., designer, contractor, City)? City: It shall be the responsibility of the designer/consultant to identify all obstructions, show all the obstructions with the routes, and recommend the best route. 7. Bullet #15 asks to evaluate location connection at terminal points. What type of evaluation does the City envision for this task? City: The consultant shall evaluate existing facilities to determine how to connect to the existing terminal points (servers) inside of existing buildings. 8. For utility coordination, does this coordination entail sending out letters to the existing utility companies to gather any information on the locations of their existing utilities and then placing that utility information on the plans? If not, would the city provide a more detailed description of the anticipated effort for this coordination? City: The consultant is required to coordinate with existing utility companies, send out letters, gather information, and display the information on the plans. The coordination work may also require

5 the consultant to call and meet with the utility companies. The consultant will be fully responsible for indentifying all utilities, and any other obstructions. Reference the utility coordination bullet item under the RFP Scope of Work section. 9. Would the City provide more information on the anticipated effort under the Railroad permitting item? City: The fiber optic line will be required to traverse the Ione Spur as it crosses Elm Avenue, and as such the consultant is expected to identify any requirements, provide coordination, submit permit application, and detail requirements on the plans and specifications. The cost of the permit will be paid for by the City. 10. Has the city made a determination on the environmental documentation, e.g., Categorical Exclusion? City: The environmental documentation will be determined when the route has been selected. Factors influencing the type of environmental documentation include, but are not limited to, location of work, work within the City s right-of-way, work outside of the City s right-of-way, and any issues associated with crossing the railroad right-of-way. 11. Does the City have standard details and specifications or examples of this for similar type projects? City: The City does not have standard details and specifications of this or similar projects.

6 RFP Revision Please revise the bullet item on page 7 of the RFP from Obtain appropriate environmental documentation and address all required environmental matters and assessments to Prepare appropriate environmental documentation and address all required environmental. CEQA analysis subject to review and approval by the City.
