6 CO2 Project Current Status No caustic has been used since unit has been on ph goal is Current ph is Flows are not meeting engineered requirements pump curve Wrong check valves were installed.

7 CO2 Project Current Status Check Valves Current check Valves are not NSF approved. Current check valves are causing the flow reduction of 16.3 feet of head, compared to the NSF check valve at 1.6 feet of head loss. So 7 psi more resistant. Contactor felt that because the valves are not called out on the prints they are not responsible for the wrong ones installed. The check valves are on the prints as a picture and requirements listed in spec s. HBH has decided to pay the fees to close the project and avoid legal action.

8 CO2 Project Current Status HBH will review and approve the required check valves (size, quantity, etc.). pay the pipe supplier direct (not to exceed $2,000) in a timely manner. If the material needed exceeds $2,000 Stettler will pay for the balance directly. Stettler will order the valves and needed materials once approval of the new check valves are received. will schedule the work with the City and HBH once the materials have arrived and our crew is available. will make every effort to provide a crew in a timely manner knowing that this work activity is important to complete and part of this agreement. will provide the labor to remove the original valves and install the new approved check valves and fittings to correct the check valve issue. City of Manzanita will work with Stettler for any shut-downs and control items. will release and provide full and complete payment including all retainage. Once the check valve work has been completed and accepted, to close out this project.

9 CO2 Project City items to complete Install blower speed control. This will require a small VFD install and PLC programming. Fence around blower and piping. Improve security around blower, pipes and valves. Help dampen blower noise.

13 Water Meter System Current system Reading of the system is done every 3 months Reading takes two workers five days to read system. Current reading equipment for reading. Golf Cart 2 handhelds Radio system 2 meter probes

14 So why the change? Badger is replacing their read center with Beacon. Badger is changing their business model on billing. City required to buy Beacon software. City has to pay per meter read. File transfers between handheld and software are cumbersome and data can easy be lost.

21 Water Meter System Current Issue 162 Radio s (Mueller & Badger refits) Mueller handheld is not compatible with our current Touchread(TR) system. There was confusion on what type of TR system we were using between Mueller and Consolidated. TR probe and the Muller Handheld are not compatible. City currently has 240 Mueller meters and 100 Mueller radios in stock

22 Options Keep current system there is difficulty in reading two different systems Find another meter system there are more expenses in finding a new provider Replace all touch reads with radios there is a larger upfront expense

23 Water Meter System The original replacement plan was: Replace 917 radios over the next 5 years ($66,618) Replace 567 manual meters over the next 2 years ($109,287) Cost total $175,906 The replacement plan would be: Replace radios this year. Replace manual meters over the next 2 years. Cost total $146,266 (saves $29,680 with discount)

26 HIGHWAY 101 Water project

27 101 Water Project Current Status Due to Hwy 101 corner project, water main failed. Nor contractor or ODOT has responsibility to repair or replace as water main was in conflict with depth requirements of ODOT. Water main is a loop line for the system and is a critical water main.

28 101 Water Project Engineering Engineering costs are $39,000 Construction costs will established in the design by the engineer.

30 101 Water Project Construction Water main will be constructed of 8 HDPE as 8 is called at proper size in the Master water plan. Water main is set to be bored in middle of the highway from the water plant to the first home south of the plant. Hydrants will placed at both ends of the new line.

33 Manzanita Ave Project Current Status Asbestos concrete(ac) water mains. No Storm system Storm Gutters that cause local are flooding and road damage. Failed road surface

34 Manzanita Ave Project Current Status Water From gutter feeds and over flows pond Water overflows pond and runs down 4 th St to Laneda causing damage to road edge.

35 Manzanita Ave Project Current Status Gravel was flush jest before the first rains of fall. Last winter we seen this dug out around 18 inches

36 Manzanita Ave Project Engineering Design work is under way with Kyle from OTAK. Project is in early design. City staff are starting talks with other utilities in the area on the project.

37 Manzanita Ave Project Construction Project will consist of new water mains and service lines. C900 PVC Mains. (not HDPE) 950 feet +/- Pex Service lines to new meters and boxes. (19+/-) Some service meters may require to be moved and hooked up by a plumber on the homeowner side. Project will consist of new storm drain system with concrete gutters.
