BOX 2808 SANFORD, FL PHONE: (407) FAX: (407) CPH PROJECT No. P To: Prospective Bidders and Other Concerned Parties This Addendum No. 2 to the Contract Drawings, Specifications, and Contract Documents for the Cigar Lake: Reclaimed Water Distribution Pump Station (ITB - U ) is hereby declared a part of the Original Contract Documents (as defined in the Project Manual dated November 2006), and in case of conflict, the following Addendum No. 2 shall govern. Bidders shall acknowledge on the Bid Form that their work is in conformance with Addendum No. 2. This Addendum consists of six (6) pages and ten (10) attached PDF files. CHANGES TO THE PROJECT MANUAL 2. Section Instructions to Bidders a. Delete Article 1.23(F), in its entirety, from this specification section. 1

2 2. Section Bid Form a. Delete this Section in its entirety and replace with the attached Section 00300, Bid Form which is in a PDF format. 3. Section Agreement Form a. Replace all of the text in Article 1.03(A), in its entirety, with the following: The Contractor will commence the work required by the Project Manual/Contract Documents within ten (10) calendar days after the date of the Notice to Proceed and shall substantially complete the work within two hundred ten (210) consecutive calendar days, or, 2007, and finally complete the work within two hundred forty (240) consecutive calendar days, or, 2007, unless the period for completion is extended otherwise by the Contract Documents. b. Replace the second sentence of Article 1.03(B)(2) with the following: Accordingly, instead of requiring such proof, the Owner and Contractor agree that as liquidated damages for delay (but not as a penalty), the Contractor shall pay the Owner the sum of One Thousand Five Hundred Dollars ($1,500) for each calendar day that expires after the time stipulated in Article 1.03(A)(1) above for project substantial completion for the various portions of the Project until the Work is substantially complete. c. Replace the first sentence of Article 1.03(B)(3) with the following: After Substantial Completion, if the Contractor shall neglect, refuse or fail to complete the remaining Work within the time specified in Article 1.03(A)(1) for final completion and readiness for final payment or any proper extension thereof granted by the Owner, the Contractor shall pay the Owner One Thousand Two Hundred Fifty Dollars ($1,250) for each calendar day that expires after the time specified in Article 1.03(A)(1) for completion and readiness for final payment. d. Replace the text in Article 1.05(C)(1-3), in its entirety, with the following: 1. Ninety percent (90%) of the value of Work completed, with a ten percent (10%) retainage until the Project Work is fifty percent (50%) complete, at which time the retainage will be reduced to five percent (5%). The point at which Project Work is fifty percent (50%) complete shall be defined by the Engineer. 2. Ninety percent (90%), with the balance being retainage of the value of materials and equipment not incorporated in the Work, but delivered, suitably stored and accompanied by documentation satisfactory to the Owner as provided in the General Conditions and amended by the Supplementary Conditions. When the Project work is fifty percent (50%) complete, the retainage will be reduced to five percent (5%). The point at which Project Work is fifty percent (50%) complete shall be defined by the Engineer. 2

Upon Substantial Completion, the Owner may, at his option, increase total payments to the Contractor to ninety seven and one-half percent (97.5%) of the Contract Price, with the balance being retainage, less such amounts as the Engineer shall determine, or the Owner may withhold, in accordance with the General Conditions and amended by the Supplementary Conditions. e. Replace the text in Article 1.06(A)(2), in its entirety, with the following: 2. The Contractor has visited the site and become familiar with and is satisfied as to the general, local and site conditions, including surface and groundwater conditions, that may affect cost, progress, performance or furnishing of the Work. f. Replace the text in Article 1.07(A)(9), in its entirety, with the following: The Contractor s Bid Proposal (pages to , inclusive). 4. Section Measurement and Payment a. Replace the text in Article 1.02(L)(1)(a-b), in its entirety, with the following: a. Certificate of Registry # for tax-free transactions under Chapter 32, Internal Revenue Codes. b. Replace the text in Article 1.01(A-B), in its entirety, with the following: A. This Specification Section covers work associated with engineering, furnishing, installing, testing, calibrating, documenting and placing in operation two Remote Telemetry Units (RTU) at the following City of Palm Coast facilities: 3

The RTU at the Reclaimed Water Distribution Pump Station shall interface with the Programmable Logic Controller (PLC) in the pump station s Pump Control Panel via a serial data link using Modbus RTU protocol. b. Insert the following Item into the list, in Article 2.02(A): 3. Override the Pressure Sustaining Valve at the Lake inlet and force it to close or open in regulating mode. c. Replace the text in Article 2.02(B)(2), in its entirety, with the following: B. Add the sites to the polling PLC s polling sequence. When the operator selects the manual mode of operation for either site, automatically modify the polling sequence such that the sites are polled at least once every five (5) seconds. d. Clarification: The survey information present on the Contract Drawings was provided to the Owner and Engineer by Palm Coast Holdings, Inc. They contracted with Singhofen & Associates who hired Tomoka Engineering to generate topography for Cigar Lake. The Owner and Engineer do not assume responsibility for the accuracy or completeness of this information. GENERAL QUESTIONS 1. Question No. 1: What type of roof is being supplied by the prefabricated, factory-built pump station manufacturer? 5

6 Response: The prefabricated, factory-built pump station manufacturer shall account for, in his Bid Price, the cost of providing a prefabricated aluminum roofing system over the entire reclaimed water distribution pump station building (pump/electrical room, air-burst (purging) room and chemical feed room). The roof shall have metal trusses, be able to withstand a 140 mph wind loading (tropical events), soffit, facia, downspouts, gutters, splash pads, etc. and all of the metal components of the roofing system shall be a finished color that is to be selected by the Owner and Engineer during the shop drawing review process. 2. Question No. 2: Are skylights or hatches preferable in the roof of the prefabricated, factorybuilt pump station? Response: The City of Palm Coast Utility Department would prefer weathertight, hatches with removable tops for ease of pump removal during maintenance periods. Skylights, although preferable due to the ability to let light into the building are also very notorious with respect to potential leaks. The prefabricated, factory-built pump station manufacturer shall integrate the installation and design of the roof mounted pump removal hatches for installation onto the exterior roof and through the interior roof (provided by the prefabricated, factory-built pump station manufacturer) for access to the vertical turbine pumps within the building. 3. Question No. 3: Is the RTU to be located within the Reclaimed Water Distribution Pump Station Building? Response: The Bidder is referred to attached Contract Drawing E-05 (PDF). The RTU and antenna have been moved and as the note indicates will be field located at the Preconstruction Conference. The final location will most likely end up on the interior western portion of the pump station site. 4. Question No. 4: Will the Contractor have to obtain a Tree Removal Permit. Response: The Contractor will be required to obtain a Tree Removal Permit from the City of Palm Coast and provide for the removal and disposal of all trees within the limits of the Reclaimed Water Distribution Pump Station and Lake Water Supply Valve Station limits that are to be cleared and grubbed. The limits of the clearing shall be a minimum of fifteen (15) feet beyond the fence line associated with the Reclaimed Water Distribution Pump Station and Lake Water Supply Valve Station and ten (10) foot on either side of the centerline of the associated project pipelines.
