Richard Rick Myers 29-year veteran of Los Angeles County Sheriff s Department Currently manager in charge of the Custody Automation Unit within the Data Systems Bureau, based at LASD data center in Norwalk Mandate project manager responsible for numerous, largescale, multi-million dollar projects, including support of all IT initiatives of the Custody Division Total of 39 staff in three primary teams 2

12 Our Aging Technology Environment 30 years ago, LASD took an innovative approach Created a central booking system for all County Jail intakes Forced on to all local agencies data capture is reliable (but not efficient) Automated Jail Information System (AJIS) the core of our Custody Automation process runs on a 30-year-old application on our legacy mainframe environment Incapable of meeting evolving needs across the County & other agencies We had good ideas, but lacked true vision for a long-term solution Accessing & using data is difficult for some detectives, DA s Lack of information availability requires repetitive, manual effort 12

15 Intake Volume Arrest & intake volume creates challenges Across the County in 2011, more than 411,000 prisoners taken to LASD Jail & Field Stations (booking numbers pulled) 160,000 remanded to Jail Custody Division Intake volume has fluctuated between 142, ,000 since 2000 Data capture process is immense Every Day in LA County 438 people remanded to Jail Custody 688 people issued field citation 15

16 Inefficiencies Abound Making an arrest remains a paper-driven process with significant manual effort Each agency booking into LA County Jail uses different forms & has different processes All forms are completed by hand If handwriting error occurs on select forms such as Medical Assessment entire form must be discarded & complete again Common information is repeated by hand on multiple forms Estimated time to complete arrest forms at LASD 75 mins per arrest & booking time that the officer is taken out of the field 16

19 The Time It Takes The typical deputy requires 75 minutes to manually complete the paperwork for a single arrest & booking. Annual Arrests & Jail Custody 160,000 Minutes/Process 75 Total Annual Hours 200,000 Total Person Years 104 Average Salary & Benefits $ 136,000 Annual Cost to Process $ 14,166,667 That inefficiency takes a highly trained officer out of the field reducing his time availability for emergency response. 19

23 Everyone Needs Information The growth in information requests is significant & not going away Right across the criminal justice spectrum, all levels of government, media & research In an era of significant cost scrutiny, information is seen as a tool for managing more efficiently It s public information we are obliged to provide it Our systems are incapable of meeting demand in a timely manner We have a single point of truth we just can t get at it efficiently 2-3 weeks response time is typical for all but most basic of requests Agencies turn to their own systems RMS, etc and present incomplete picture of the offender 23

25 A Massive Challenge This is a business problem of extraordinary scope & scale and of highest priority for resolution This is a shared problem, but LASD sits at the center of it thus we are expected to drive the solution This is a problem without a quick fix; successful resolution involves time, a shared vision across dozens of stakeholders, complex funding in a resourced-constrained county, and committed vendors willing to see a big picture This is not a success story yet we are a long way from the finish line 25

26 This Is Our Vision One common, integrated system, used by every booking agency, to produce a single, unified inmate record and history, easily accessible at first point of contact and throughout arrest, booking and custody processes Modern Technology Infrastructure Able to Meet Information Requests High-Volume Intakes from Many Agencies Standardized Processes Flexible to meet everchanging legal and business requirements Equally focused on efficient, high-volume data capture and enabling information accessibility for every stakeholder Focused on solving current challenges, but designed to address demands 5, 10, 15 years from now 26

27 Getting Started Where to draw the scope line is not black & white This is a multi-year project, business analysis & requirements gathering underway Getting buy-in was easier than we thought agencies feel real pain & are willing to adopt a standardized approach We don t know it all Our novel approach: If we are requiring you to use our system, we need to know from you how to make it better We met with command staff & supervisors early on & spoke in detail of the scope & challenge. We want to know what each agency needs to do to support city, county, state & federal requirements so we can do the project more effectively. Detailed interviews & discussions with more than 150 people to date 27

28 How to Achieve Our Vision D E F I N I N G T H E S C O P E Where does the data start? Where does the data end? Who will use it? Who will add to it? We need to understand the beginning and end, and everything in between. 28

29 Extending the Benefit of Our Vision How Broadly Can We Leverage the Data? 40% 40% of the incarcerated population at California Department of Corrections and Rehabilitation come from Los Angeles County Jail. Nearly 70,000 offenders We only supply the body we don t provide the data. 29

30 How to Achieve Our Vision Know who the stakeholders are and involve them in the solution Ask for their opinion and capture their needs they will open up Gain a shared understanding & commitment to the solution Identify the right vendor(s) and engage as strategic partners If vendor says out of scope, we need to push back & help them see a bigger picture solve the problem at a wider level Be honest with the vendor, expect honesty in return Understand the complexities & realities of the funding process plan for the long-term 30

It s the Taxpayers Money At a time when the cost of corrections is under constant scrutiny, we have an obligation to find business process & cost efficiencies whenever, wherever possible Safety Demands It If we don t understand an accurate profile of each offender, the risks increase right across the spectrum: Law enforcement & Jail staff Inmates Public at large 32
