4 Summary of Solicitation Procurement Method: Best Value tradeoffs Estimate: Up to $5,000,000 over five years. Performance Period: Three (3) years base period Option Years: Two (2) one year options, at the discretion of the Airports Authority Anticipated Contract Award: First quarter, 2018 Contract Type: Combined firm fixed price and fixed unit price Term and Conditions are not negotiable in any material way. Contractors are encouraged to ask questions or clarifications during the Q&A period 4

5 Proposal Requirements Proposals are due December 13, 2017 NLT 2:00 PM (EST) at the address identified on the solicitation Refer to Section X, Attachment 02, Evaluation Criteria and Proposal Submission Requirements 5

6 Proposal Submissions Part 1 Representation Package Submit an original and one (1) copy of the following documents in the Representation Package envelope: a. Solicitation Offer and Award b. Representations and Certifications (Section IV) c. LDBE Certification Exhibits as applicable: Exhibit A, Voluntary Efforts to Obtain MBE/WBE Participation d. Insurance Affidavit (Section X Attachment 03) 6

7 Proposal Submissions Part 2 Price Proposal Submit an original and one (1) copy of the following documents: Price Schedule, Section III Contract Participation Form, Exhibit D1 7

9 Proposal Submissions Part 3 Technical Proposal Submit an original and five (5) copies: Do not include any reference to price Submit on typewritten 8 ½ x 11 plain white paper Assemble in a three ring binder or staple. No other binding methods are acceptable Do not exceed fifty (50), double spaced, single sided pages. Exhibits and samples of previous work are not included in the 50 page limit Address the evaluation criteria in the order they are presented 9

11 Contract Scope Must be a primary datacenter colocation provider. Provide 1,000 sqft of enclosed space at a colocation facility. Facility must comply with SSAE 16 Type II or ISO 2700X. Otherwise the facility will be subject to Airports Authority audit prior to award. Datacenter must be between 50 and 150 miles from current colocation site located at UUNET Drive, Ashburn, VA Airports Authority must be able to place GPS antenna on roof of the facility. Facility proposed must comply with fire suppression, security, connectivity and uptime specified in the SOW. 11
