2 Page 2 DELEGATION Mayor Stewart and Councillor Robinson arrived atthis time (4:01 p.m.). 2. Walter Passaglia - Damage Deposits for House Building Mr. Passaglia, Passaglia Developments Ltd., appeared before the Committee to express his concerns with the City's proposal to spread the damage costs incurred amongst all the builders involved with home construction in Northeast Coquitlam. He highlighted the following: The approach taken by other municipalities with respectto recovering the costs for damage repair Determining whether or not the damage was caused by construction vehicles That damage deposits should be applied to the property in which the builder is working on, not for property located "up the street" The need for the City to develop alternative methods to pay for these types of damages and to improve City processes Discussion ensued relative to the following: Finding ways to recover the costs associated with damage done to curb returns at the street corners in the Millard/Marguerite area of Northeast Coquitlam The approach taken by the Cities of Surrey and Vancouver The feasibility of raising damage deposits REPORTS Of-STAFF 3. Report of General Manager Engineering and Public Works - Damage Deposits for House Building The General Manager Engineering and Public Works provided introductory comments relative to staff's recommendation to spread the costs amongst all builders involved with home construction. He stated that this is the current practice taken bycity Staff and is a practice supported within "CityofCoquitlam Building Bylaw. No. 3598". He highlighted the process undertaken by the City of Surrey and the fact that City staff are trying to limit the costs, to the City ofcoquitlam, associated with the damage done to the curb returns. 3 Page 3 Discussion ensued relative to the following: Thefeasibility of creating a fund (i.e. by adding an extra fee onto the building permit) to help cover these types of unforeseeable costs The feasibility of putting in sidewalks following the completion of houses The feedback received from other builders regarding this issue The interpretation ofthe wording contained within the bylaw The concerns with spreading the costs amongst all builders involved The Committee referred this item back to staff in order to further review "City ofcoquitlam Building Bylaw No. 3598" and consider including alternative measures to address the issue of damages resultingfrom construction vehicles in the newly developed areas. 4. Report of General Manager Engineering and Public Works - LED and Adaptive Street Lighting Demonstration Project The Manager Utility Programs provided an on-screen PowerPoint presentation relative to the City's LED and Adaptive Street Lighting Demonstration Project. He stated that the LED lights forthis project were supplied free of charge by CWJ Lighting Company Ltd. of Paju, Korea and the dimming devices were provided as part of NRCan's Clean Energy Fund. He further highlighted the following: The scope ofthe project A map depicting the installation locations ofthe Adaptive Street Lights and LED conversions Photos ofthe dimming and LED street lights The Manager Utility Programs highlighted the purpose ofthe pilot project and introduced Mr. Song, representative with CWJ Lighting Company Ltd. Mr. Song provided a PowerPoint presentation relative to the LED Lighting Project and referred to slides titled as follows: LED Lighting for the CityofCoquitlam LED Lighting Collaboration LED Lighting: an Opportunity Now Discussion ensued relative to the following; Receiving feedback from Coquitlam residents relative to the lighting project The associated costs ofthe project The lifespan ofthe LED lights The Committee received the report dated December 8, 2010 ofthe General Manager Engineering and Public Works entitled "LED and Adaptive Street Lighting Demonstration Project" for information. Report of General Manager Engineering and Public Works and Public Works Staff - Lougheed-Riverview Multi-Use Pathway Feasibility Study The Committee expressed appreciation to staff forthe work completed to date and discussed the heritage status ofthe Riverview lands. The Committee received the report dated December 8, 2010 ofthe General Manager Engineering and Public Works entitled "Lougheed-Riverview Multi-Use Pathway Feasibility Study" for information. 6. Report of General Manager Strategic Initiatives and General Manager Engineering and Public Works - Environmental Assessment Review for Proposed Evergreen Line Rapid Transit Project COUNCIL ACTION The Chair recognized the amount of staff time already spent on the Evergreen Line Rapid Transit Project and the amount of staff time still to be expended on this project. The Committee recommends: That Council direct staffto prepare a letter on behalf of Mayor and Council, to the British Columbia Environmental Assessment Office (EAO) to indicate the City supports the Ministry of Transportation and Infrastructure (MoTl orthe Proponent) application foran Environmental Assessment Certificate underthe British Columbia Environmental Assessment Act (BCEAA), for the proposed Evergreen Advanced Light Rapid Transit (ALRT) Line. A letter of support from the CityofCoquitlam should Include a summary of outstanding concerns and/or related expectations regarding hours of work, noise, and the City's desire to be consulted with throughoutthe design, construction and operation of this project In accordance with commitments made In the Proponent's Table of Commitments and Assurances (TOCA) and any related agreements made through the Municipal Access Agreement with the City.
