2 IT IN POWER Mission The adoption of IT by utilities in the power sector has been growing over the years. This has primarily been driven by the need for efficiencies in business operations, loss reduction, customer service, and minimising failures in the system. Distribution utilities are using IT systems for various aspects of their operations, including metering, billing, load forecasting, managing outages, asset mapping, network management and customer service. Reduction in AT&C losses has been one of the key drivers for IT adoption by this segment. Distribution utilities attach maximum importance to applications related to customer interface, revenue protection and work management. Many of them are implementing major IT applications in energy monitoring and accounting (for example, SCADA/automation). The flagship government programme, R-APDRP, has enabled the deployment of IT and SCADA systems to establish baseline data for energy accounting under Part-A. The key objectives of the programme include AT&C loss reduction and improved reliability of supply. Lack of domain knowledge, delays in meter procurement and GIS implementation, poor network connectivity, etc. were the key challenges faced during implementation. Notwithstanding these challenges, Part-A of the programme is nearing completion in many towns, and its benefits are expected to be seen in the near to medium term. The impact of the R-APDRP will determine the next phase of business transformation in distribution utilities. The large scale and complexity of the transmission system in the country demands extensive use of IT to manage it. The need for real-time monitoring of the system has necessitated the setting up of a wide-area measurement system (WAMS) using phasor measurement units (PMUs). IT deployment in transcos has been focused on energy monitoring and accounting tools, in addition to ERP and business optimisation solutions. Substation automation is another major area gaining importance, and is leading to unmanned substations. The generation sector has been facing its own set of issues over the past few years. Challenges in fuel sourcing and declining PLFs have made it crucial for utilities to automate processes such as fuel management, and optimise plant performance through monitoring and diagnostics. The use of IT is also enabling developers to execute projects effectively and avoid time and cost overruns. IT applications for power generation companies are broadly divided into those for plant automation and control, and those for streamlining business processes. In this regard, systems such as PADO and DCS are key applications for performance monitoring for thermal power generation companies. In most utilities, there is a preference for a customised approach to IT implementation, while there is no clear preference in terms of IT architecture. Owing to a large percentage of legacy systems in their IT portfolio, more than two-thirds of utilities prefer customisation over off-the-shelf offerings for implementing IT projects. A beginning has been made in the direction of smart grids with the launch of the Smart Grid Vision and Roadmap, and award of 14 pilot projects. The outcome of these projects will be critical in shaping the future course of smart grid initiatives in the country. The mission of this conference is to identify the opportunities and future potential for IT deployment in the power sector. The conference will showcase the project experience, recent initiatives and best practices. The conference will also seek to examine the impact of the R-APDRP and discuss the way forward.
