3 1. Regional System ScopeNotes Growth Capital Planning has no system upgrade requirement. 2. Stations Planning ScopeNotes STATION SCOPE OF WORK No station work is required. BACKGROUND Prese tly, Cargill Ltd s su statio is desig ated as SWP o the BC Hydro syste, a d is o e ted to 60L62 through a tap. Cargill plans to relocate the SWP substation approx. 225m east of the existing location. A new tap connection is also required on 60L62. There is no load increase associated with this work. 3. Performance Planning ScopeNotes There is no requirement from Performance Planning perspective for this project. 4. Transmission Design ScopeNotes Cargill Grain Terminal is planning to build a new substation approximately 225 meters east of the existing (SWP) substation. A new tap connection (POI) is required on 60L62 by May The existing SWP station coordinates are: N 49:18:19, W 123:03:54. BC Hydro replaced the existing wood pole structures of 60L062SWP with FRP ones as part of the Low Level Road project. Figure 1 shows the google view of the project area, where the existing 60L62 tap to SWP is shown as dashed line. The tap line taps off at Str.2-10 of 60L62, and ends at SWP. The tap line consists of 8 FRP poles (Str.0-1 through Str.0-8). Str.0-1 is a disconnect switch structure. Cargill has proposed two preliminary overhead line designs for a tap connection to 60L062SWP: 1. Use existing pole (Str.0-4 on Figure 1) on Low Level Road to connect to New Substation (the little red square next to Str.0-6N on Figure 1).(shown on B , P1.pdf). This tap scenario uses an existing FRP structure with a new tap cross arm. A new structure is avoided; however an oblique crossing of the CN tracks results. An oblique crossing was addressed with CN for the Seaspan 69 kv overhead crossing by placing a marker ball on the centre phase. The span is about 77 m. 2. Add new pole (Str.0-5N on Figure 1) on 60L62SWP to allow for 90 degree crossing (shown on B P1.pdf). This tap scenario introduces a new structure into the existing overhead line so that a right angle crossing of the CN tracks can be accomplished. The span is about 74 m. BC Hydro Power Smart Page 3
4 Option 1 might not be feasible due to the fact that the existing FRP pole may not be able to withstand the load from the tap line. Option 2 seems feasible but a self-support steel pole may have to be used (instead of a new FRP pole as proposed by the client). As a result, the T/L scope of work for BCH will be to modify the SWP tap as below (Figure 1): 1. Install a new self-support steel pole deadend structure 0-5N. 2. Install a new, standard guyed wood pole deadend structure 0-6N (if BCH will own the span from 0-5N to 0-6N that crosses over the railway). 3. The section from 0-5 to the existing SWP becomes redundant, and may be removed if necessary. 4. A permit from CN may be required for the new crossing. 5. A new disconnect switch is not required because there is an existing disconnect switch already for the tap (i.e. Str.0-1). Figure 1. 5 5. Protection Planning ScopeNotes No protection upgrades required SUMMARY OF TELECOMMUNICATIONS REQUIRED FOR PROTECTION There are no telecomm requirements associated with this protection scope. COMMENTS 1. This estimate does not include: a. P&C Design, material procurement, installation and commissioning costs b. Test plans associated with relay settings c. Material costs BC HYDRO SYSTEM PROTECTION WORK No work is required. BC HYDRO WORK ASSOCIATED WITH SWP CUSTOMER STATION Review of proponent s interconnecting documents and entrance protection schemes including underfrequency load shedding. SWP presently has no underfrequency load shedding (UFLS) scheme. If their estimated billing demand is to exceed 5 MVA, then a UFLS scheme will be required as per the Guide and Requirements for Service. 6. Therefore, it is recommended to move the metering on the secondary side of the power transformer. The customer shall reflect this in the SLD. Old revenue metering equipment shall be decommissioned and returned to BC Hydro. 7.1 Revenue Metering Telecom Requirements Telecom to provide communication channel (wired or wireless) to allow bringing revenue metering interval data (load profile) from the POM to BC Hydro MV-90 Server. The Server will dial-up once a day to downloaded interval data to MV-90 Server. For more details, please, refer to Section 8 of BCH Revenue Metering Requirements for Complex Metering published at the Revenue Metering webpage and at the BC Hydro external website. 7 7.2 Revenue Metering The remote read load profile revenue metering installation should be in accordance with Canada federal regulations and BC Hydro Requirements for Complex Revenue Metering. The latest version of this document is pu lished at BC Hydro s e page u der For s a d Guides. The revenue metering responsibilities and charges shall be in accordance with Section 10 (10.1 and 10.2). For details about the specific responsibilities, see table on pages Two points of metering are required. 2-element metering scheme with 2 CTs and 2 VTs connected L-L will be used. Main and backup load profile interval meters are required to measure the power delivered. The meters will be programmed for 5 minutes interval and will be remotely read each day by BCH/ABSU Enhanced Billing Group using MV-90; the POMS shall have a dedicated communications line (landline or wireless BCH approved IP alternative) available for revenue metering use only. If there is digital cell phone coverage for data, BCH will supply the wireless communications. The revenue class meters (main and backup) are Measurement Canada (MC) approved and will be supplied and maintained by BC Hydro. The MC approved revenue class instrument transformers (CTs and VTs units) are supplied by BCH (Stock items w/cat ID). During the planning phase, BCH Revenue Metering department should be contacted to discuss the specifics of the project. The applicant should send drawings to BCH Revenue Metering Department showing the 1-line diagram (SLD) and informing the planned metering scheme, meter cabinet location, as well as any other related document.
