1 Hackathon Product Spec Sheet Objective: To develop a two-part integrated tool that is web-based and mobile-responsive, reduces barriers to accessing data associated with flooding vulnerability, and enhances decision-making to improve resilience to flooding events in the Greater Charleston Region. By this objective, stakeholders (Charleston residents, businesses, and municipalities) will be empowered to make informed, proactive decisions in the face of coastal hazards and create a more knowledgeable and resilient community. Product Summary: The product should be developed to serve two key components: a. resilience portal and b. data repository for Charleston residents, businesses, and municipalities. Resilience Portal: The first component of the application is intended to answer the needs of the residents by providing a resilience portal that can catalogue the resilience tools (Refer to Appendix A for examples and tools that can be used in Charleston, SC), frameworks, and flood hazard data tailored to the Greater Charleston Region. Users should be able to filter (Refer to Resilience Portal Example Part 1) available tools and associated data based on their individual/organizational interest, i.e. region, issue, coastal hazard, and any other user-defined critical parameters. Through this interface, users will be guided towards the utilization of the most appropriate tool for their specific needs. Example: If a person wanted to determine if they were in a flood zone and would need flood insurance. Data Repository: The second component of the application will create a searchable repository (Refer to Data Repository Examples Part 2) of hazard pertinent data (datasets) (Refer to Appendix B for examples and access to datasets) specifically tailored to the Greater Charleston Region. The repository should provide open source data to individuals and organizations working on resilience issues in the Greater Charleston Region. A repository will be able to provide the communities with readily available critical data regarding infrastructure, hazards, and vulnerable populations allowing them to work on problem-solving issues pertinent to their neighborhoods/businesses/communities. The repository should allow for searchable data sources by purpose, academic discipline or profession, location, and cost (fee or fee-based). Data included in the repository will be comprised of, but not limited to: critical infrastructure, small-business operations, historic and forecasted flooding data, tourism user-capacity assessment data, historic landmarks and buildings, important cultural sites, and all natural and manmade source data related to coastal flooding hazards (i.e. high tides, king tides, hurricanes, and tidal flooding) that is readily available. Through this two-part component, a. resilience portal and b. data repository, the product will address the needs of stakeholders by guiding individuals through resilience issues and

2 providing access to key data needed for improved decision making. The resilience portal and data repository will address the lack of data in the Greater Charleston Region and allow for residents, businesses, and municipalities to collaborate more efficiently and work towards a more resilient community.
