8 NCOA Link & CASS Cycle O R777 Phantom Route Matching for NCOA Link USPS allows a COA from R7 addresses when mail regularly arrives at the non-delivery address. The COA is used primarily for the redirection of mail and will only be accepted and included in NCOA Link when the new address DPV confirms. Retain +4 code for NCOA Link processing ONLY. +4 must not be returned to the customer if no NCOA Link match. 9 NCOA Link & CASS Cycle O Single Trailing Alpha Current Rule When a Primary Number is numeric with a Single Trailing Alpha (with no secondary on input), DPV confirmation is performed using the Primary Number as returned from the ZIP+4 match. If the primary number does not confirm, software returns the input or normalized output and must return an N for DPV confirmation. 9

13 NCOA Link & CASS Cycle O Single Trailing Alpha Updated Rule When a Primary Number is numeric with a Single Trailing Alpha Exception (with no secondary present on input) and it does not DPV confirm as returned from the ZIP+4 match, the Single Trailing Alpha should be dropped for DPV confirmation. If the Primary Number then DPV confirms, software must return a new DPV Code of T (Address was DPV confirmed for the primary number only by dropping the trailing alpha) and Footnote TA (Input Address Primary Number Matched to DPV by dropping trailing alpha). The returned Primary Number must be the one returned from the ZIP+4 match (which includes the trailing alpha). This only applies to Street style records. This does not change ZIP+4 matching rules. NCOA should query using the trailing alpha and again after dropping it 13

NSL = No Secure Location Software must return Y when No Secure Location address is found on the table. NDD = Non-Delivery Days Software must return a Y when the address is found on the table. NDT = No Delivery Type Software must return a Y if a delivery type is not present for this address. 29

30 NCOA Link Reporting Changes The following Reporting changes will be required for NCOA Link Mailer ID / CRID information for the list/mail owner o MPE Licensees and CLOUD Processing Populate with the MAILER ID used in the IMb for this mailing o FSP, LSP, & EU Licensees o Populate with the anticipated Mailer ID that will be used for this mailing list or o Populate with Mail Owner CRID used for the mailing o PAF will be updated to incorporate the mail owner CRID o NCOA Link MPE Licensees must submit Monthly Reports via EPF. reports will no longer be accepted. 30
