6 PREFACE The Case Information System (CIS) is an Application for Karnataka Judiciary and this User Manual provides step-by-step procedural guidelines about the functioning of CIS application in various administrative sections of Judiciary. CIS User Manual provides an explanation to each field and describes what kind of data to be fed and how it is to be fed. The Case Information System application consists of various modules viz., Caveat Module, Filing Module, Fee Module, Registration Module, Case Proceedings Module, Litigant Updation Module, Copying Branch Module, Accounts Branch Module, Property Branch Module, Queries, Reports etc. Each Module captures the preliminary and required data for further processing to produce effective information. The information thus produced is output in the form of Reports. It is also ready for use in KIOSKS. The Information delivery to the Litigant Public will also be hassle free and ensure complete transparency. Various Periodic Reports like Daily, Weekly, Monthly, Quarterly, Half Yearly and Annual Statements are generated. There are Graphical reports which can be used to analyze the Pendency and Disposal of cases over the period of time for analysis, monitoring and effective administration of Judicial Proceedings. The CIS User Manual explains about the inputs to be provided in each interface for effective and goal oriented comprehensive output. The CIS User Manual is helpful for Judicial Officers and Staff members of Karnataka Judiciary.

13 LOGIN PROCEDURE Login Procedure The Case Details can be entered by logging into the CIS application. Each User Name is assigned with specific roles. The menus and submenus are loaded depending upon the roles set. Procedure of logging into CIS Application: Type in the Firefox browser to open the CIS login screen. In url xxx.xxx.xxx.xxx indicates the Ip-Address of the Server Ex: 1. CIS Login screen as shown below will be displayed Select the Filing Court from the dropdown box. 4. Enter the User Name in Username box NOTE: User Name is case-sensitive. Ex: Username: Cash Username: cash

14 In the above example, the two Username Cash & cash are different and not same. The first case the Username begins with uppercase C whereas the later case the Username begins with lowercase c Enter the Password in Password box NOTE: Password is case-sensitive Click on Submit Button On click of Submit Button the below screen would appear. On Left side of the screen contents Menu List.

15 There are menu contents depends upon the role set to particular user name. For Ex: If the Copying Branch user is logged in, that particular user will get only the menu concerned with Copying branch and not any other menu options.

16 ADMIN MENU Made Over To Transfer Civil / Criminal cases between from one Court to another court and Courts presents in the same filing Court, Made Over Menu is used. Made i. ii. iii. Over are of 3 types in CIS application. Made Over. Bulk Made Over Establishment Transfer Made Over Menu Made Over Menu is present in Admin Menu Made Over Menu On click of Made Over Menu the below screen is displayed 1) To Transfer the case from one court to another court, first select the Court under which the Case is pending. Under Case Proceedings Menu Select Court menu

17 2) 3) 4) 5) Select the Case type from Case Type List. Enter case number in Case No Box. Enter the case year in Year Box. Click on Go Button. 6) On Click of Go Button the above screen appears where Plaintiff, Defendant, From Court No, Date of Filing, Next Date is displayed. Select Court from To Court No list to which the case is to be transferred. Enter/Select the Made over date in Made Over Date Box. Click on Submit Button to save the details of case transfer. On click of Submit button the message stating The case has been Transferred to New Court would be displayed. 7) 8) 9) 10)

18 Bulk Made Over 'Bulk Transfer of Case' Menu is used to transfer many number of cases from one Court to the another court. 1) 2) 3) 4) 5) 6) 7) 8) Select the Case type from Case Type List. Enter the case year in Year Box. Enter / Select Made Over Date. Click on Go Button. Select the Court from To Court List to which the cases should be transferred. The cases depending upon the Case Type selected and the Year entered will be displayed in the screen. Select all the cases or only the cases which are required to be transferred. Click on Submit button to save the bulk transfer details of all the cases or selected cases.

19 Establishment Transfer The cases filed in one filing court may be transferred to some other filing court. In such cases, the transfer details of cases should be recorded. 1) 2) 3) 4) 5) Select F.R.No. or Case No. option Select filing court from Establishment Name list from where the case is getting transferred. Select the case type from Case Type list. Enter the Case number in Case No. box and case year in Year box. Click on Go button.

20 6) 7) 8) 9) 10) 11) 12) The case details like Plaintiff name, Defendant name, Next Date, Court name will be displayed. Select Nature of Disposal as Transferred from the list. Enter the date of Order for Transfer in Date of Decision date box. Select the filing court from To Establishment Name list to where the case is getting transferred. Select the case type from Case Type list The filing registration number in F.R.No. box is generated automatically. F.R.Year will be the current year and is displayed in Year box.

The Case number is auto-generated and is displayed in Case No box. The case year will be the current year and is displayed in Year box. Enter / Select the date of registration from Registration Date box. Enter / Select the date of transfer from Transferred Date box. Click on Submit button to save the Establishment Transfer details. The message stating The Case is Transferred to the New Establishment will be displayed.

22 Modification Modify Name To Change the Petitioner/Respondent/Extra Party Name Modify Name Menu is used. Modify Menu is present under Admin Menu- Modification Menu Modify Name Menu. 1) 2) 3) 4) 5) Select Case type from Case Type List. Enter the Case number in Case No Box. Enter the case year in Year Box. Click on Go Button On Click of Go Button, Select Pet/Res Name, Select Extra Party Name, Type, Old Name will be loaded automatically.

23 6) 7) 8) 9) Select the Party name from the list or Extra Party name. The selected party name is displayed in Old Name box Enter the new name in New Name Box. Click on Submit Button to save the Modify Name details.

24 10) The message stating Name of the petitioner Petitioner Name changed successfully to New Petitioner Name as in above example in the above figure would be displayed.

25 Modify Next Date and Purpose To modify / update the Next hearing date and Stage for which case is to be posted is done in Modify Next Date & Purpose form. 1) 2) 3) 4) 5) 6) 7) 8) 9) Select the Case type from Case Type List. Enter the Case Number in Case No Box. Enter the Case Year in Year Box. Click on Go Button On click of Go Button details like Petitioner Name, Respondent Name, Next Date, Purpose of Listing is displayed. To modify the case Stage, Select stage from Purpose of Listing list. Enter the new next hearing date in Date of Hearing Box. If the case proceedings is stayed by the higher court, the Stayed option is to be checked. Click on Submit button to save the details. The message stating Modify Next Date and Purpose Successfully would be displayed.

26 Process Branch Master Module Bailiff Master Bailiff master (Add). To add the Bailiff Master details Bailiff 1) 2) Add form is used. The Bailiff Code is automatically generated in the Bailiff Code Box. Enter the Bailiff Name in Bailiff Box.

Enter the Office Address in the Office Address Box. Select the District from District List. Select Town, Ward, Taluka, Hobli, Village, Hamlet, Religion/Caste from the list if necessary. Enter the , Mobile No, Phone, Qualification, Mother Tongue, Date of Service if necessary. Click on Submit Button to save the details of Bailiff. On click of Submit Button a message would appear stating Bailiff Name Added Successfully. Bailiff Master(Modify) To modify / update the Bailiff Master Details Bailiff Modify form is used. The Modify Menu is present under Process Branch Menu Modify. Modify form is similar to that of Bailiff Master Add form. The details of Bailiff Master can be modified and can be saved. 1) 2) 3) 4) Select Bailiff Code form Bailiff Code List. On select of the Bailiff Code if record exist the details is generated. Do the modification/edition/changes in the required Fields. Click on Submit Button to save the changed in Bailiff Modify Form. On click of Submit Button a message appears stating Bailiff Name modified Successfully. Bailiff Master(Delete) Bailiff Master details can be deleted or made invisible in Bailiff Master Delete form. Bailiff Master Delete form is similar to that of Bailiff Master Add form.

To delete the Bailiff Record which is selected, Select Display Option. either Delete / Undelete. Click on Submit Button to delete/ Hide the selected records. 29 Bailiff Master(Query) To view the Bailiff Master details Bailiff Master Query form is used. Bailiff Master Query form is similar to that of Bailiff Master Add form. 1) Select Bailiff Code form Bailiff Code List. On select of the Bailiff Code if record exist the details is generated and all the fields are non editable. 2) View the details using Bailiff Master Query. Bailiff Report To view the Bailiff Report Bailiff Report form is used. The report consist of Bailiff Code and Bailiff (Name).

30 Process Messenger Process Messenger (Add) To add the Process Messenger details Add form is used. 1) Process Messenger Type is generated automatically in Process Messenger Type Box. 2) Enter the Process Messenger Name in Process Messenger Box. 3) Enter the contact address of Process Messenger in Contact Address Box. 4) Enter the contact name in Contact Name Box. 5) Enter the Mobile number in Mobile Box if necessary. 6) Enter the phone in Phone Box if necessary. 7) Enter the address in Box if necessary. 8) Click on Submit Button to save the Process messenger Details. On Click of Submit button as message displays stating Process Messenger is Added Successfully. Process Messenger (Modify) To modify / update the Process Messenger Details Process Messenger Modify form is used. The Modify Menu is present under Process Branch Menu Process Messenger - Modify.

31 Modify form is similar to that of Process Messenger Add form. The details of Process Messenger can be modified and can be saved. 1) Select Process Messenger Type form Process Messenger Type List. On select of the Process Messenger Type if record exist the details is generated. 2) Do the modification/edition/changes in the required Fields. 3) Click on Submit Button to save the changed in Process Messenger Modify Form. 4) On click of Submit Button a message appears stating Process Messenger is modified Successfully. Process Messenger (Delete) Process Messenger details can be deleted or made invisible in Process Messenger Delete form. Process Messenger Delete form is similar to that of Process Messenger Add form. 1) 2) Select Process Messenger Type form Process Messenger Type List. On select of the Process Messenger Type if record exist the details is generated and all the fields are non editable. To delete the Process Messenger Record which is selected Select Display Option. either Delete / Undelete.

32 3) Click on Submit Button to delete/ Hide the selected records. On click of Submit Button a message appears stating Process Messenger deleted Successfully. Process Messenger (query) To view the Process Messenger details Process Messenger Query form is used. Process Messenger Query form is similar to that of Process Messenger Add form. 1) 2) Select Process Messenger Type from Process Messenger Type List. On select of the Process Messenger Type if record exist the details is generated and all the fields are non editable. View the details using Process Messenger Query.

33 Process messenger (Report) To view the Process messenger Process messenger Report form is used. The report consist Messenger ID and Messenger (Name) in the report. Process Area Process Area (Add) To add the Process Area details Add form is used. 1) 2) 3) 4) 5) Area ID is generated automatically in Area ID Box. Enter the Area Name in Area Box. Select the District from District List Select the Taluka from Taluka List. Click on Submit Button to save the Process Area Details. On Click of Submit button as message displays stating Area is Added Successfully.

34 Process Area (Modify) To modify / update the Process Area Details Process Area Modify form is used. The Modify Menu is present under Process Branch Menu Process Area - Modify. Modify form is similar to that of Process Area Modify form. The details of Process Area can be modified and can be saved.

Click on Submit Button to save the changed in Process Area Modify details. On click of Submit Button a message appears stating Area is modified Successfully. Process Area (Delete) Process Area details can be deleted or made invisible in Process Area Delete form. Process Area Delete form is similar to that of Process Area Add form. 1) 2) 3) Select Area ID from Area ID List. On select of the Area ID if record exist the details is generated and all the fields are non editable. To delete the Process area Record which is selected Select Display Option. either Delete / Undelete. Click on Submit Button to delete/ Hide the selected records. On click of Submit Button a message appears stating Area is deleted Successfully.

36 Process Area (Query) To view the Process Area details Process Area Query form is used. Process Area Query form is similar to that of Process Area Add form. 1) 2) Select Area Id from Area ID List. On select of the Area ID if record exist the details is generated and all the fields are non editable. View the details using Process Area Query.

37 Process Area Report To view the Process Area details Process Area Report form is used. The report consist Process Area Type and Process Area (Name) in the report.

38 Bailiff Area Bailiff Area Add To add the Bailiff Area details Add form is used. In Bailiff Area Details Form depending on the Bailiff ID and Area ID the Bailiff Area is located. 1) 2) 3) 4) Select the Bailiff ID which consist of the ID and Name of Bailiff in Bailiff ID List. Select the Area ID which consist of the ID and Name of Area in Area ID List. Two or more Area ID can be assigned to one Bailiff ID by using Ctrl Key option from the key board. Enter the From Date in From Date Box. Click on Submit Button to save the Bailiff Area details. On Click of Submit Button a message displays stating Bailiff area is added Successfully.

40 Bailiff Area (Modify) To modify / update Bailiff Area Details Bailiff Area Modify form is used. The Modify Menu is present under Bailiff Area Menu Modify. Bailiff Area - Modify form is similar to that of Bailiff Area Add form except To Date is and extra feature in Bailiff Area (Modify). The details of Bailiff can be modified and can be saved. 1) 2) 3) 4) Select Bailiff ID from Bailiff ID List. On select of the Bailiff ID if record exist the details is generated. Do the modification/edition/changes in the required Fields. Click on Submit Button to save the changed in Bailiff Area Modify Form. On click of Submit Button a message appears stating Bailiff Area is modified Successfully.

41 Bailiff Area Delete Bailiff Area details can be deleted or made invisible in Bailiff Area Delete form. Bailiff Area Delete form is similar to that of Bailiff Area Modify form. 1) 2) 3) Select Bailiff ID from Bailiff ID List. On select of the Bailiff ID if record exist the details is generated and all the fields are non editable. To delete the Bailiff area Record which is selected Select Display Option. either Delete / Undelete. Click on Submit Button to delete/ Hide the selected records. On click of Submit Button a message appears stating Bailiff Area is deleted Successfully. Bailiff Area Query To view the Bailiff Area Details Bailiff Area Query form is used. Bailiff Area Query form is similar to that of Bailiff Area Modify form.

Bailiff Area Report To view the Bailiff Area details Bailiff Area Report form is used. The report consist Bailiff (Name), Area, From date and To Date details in the report.

43 Un-served Process Un-served Process (Add) To add the details to the master table of unserved Process is needed. 1) 2) 3) cases Unserved Unsuccessful ID is automatically generated in Unsuccessful ID. Enter the Unsuccessful name in Unsuccessful Name Box. Click on Submit Button to save the details of Unserved Process. On Click of Submit Button a message is displayed stating Unserved Type is added Successfully.

44 Unserved Process (Modify) To modify / update the Unserved Process Details Unserved Process Modify form is used. The Modify Menu is present under Process Branch Menu Process - Modify. Unserved Modify form is similar to that of Unserved Process Modify form. The details of Process Area can be modified and can be saved. 1) 2) 3) 4) Select Unsuccessful ID from Unsuccessful ID List. On select of the Unsuccessful ID if record exist the details is generated. Do the modification/edition/changes in the required Fields. Click on Submit Button to save the changed in Unserved Process Modify details. On click of Submit Button a message appears stating Unserved Type is modified Successfully.

45 Unserved Process (Delete) Unserved Process details can be deleted or made invisible in Unserved Process Delete form. Unserved Process Delete form is similar to that of Unserved Process Add form. 1) 2) 3) Select Unsuccessful ID from Unsuccessful ID List. On select of the Area ID if record exist the details is generated and all the fields are non editable. To delete the Unserved Process Record which is selected Select Display Option. either Delete / Undelete. Click on Submit Button to delete/ Hide the selected records. On click of Submit Button a message appears stating Unserved Type is deleted Successfully.

64 FILING MODULE The Civil and Criminal cases which are filed in the Court are identified by the unique number. There are various categories of cases which are filed under different Acts and different Orders / Sections. The case details like Category of case, nature of case, party details, Relief claimed, suit schedule information, Interlocutory applications, Acts and Sections etc are captured in the Filing Module. Each case is identified by the unique number prefixed with category of case and suffixed with year of filing of case. For Ex:- O.S. 1/2012 Here O.S. is the category and 1 is the Case Number and 2012 is the Case year. Initially when the case papers are presented, the case paper is identified by Filing Registration Number. NOTE: 1) Filing Registration (F.R.) number is equal to unnumbered case. Allocation to Court to consider rejection is possible. 2) Filing Registration number is a temporary number which is maintained till the registration of the case. 3) Reason for rejection of case based Registration Number should be recorded. on Filing 4) Filing Registration number is not compulsory for Criminal cases unless it is deemed necessary. When the case is registered and allocated to the Court hall by the Principal Judge, the first hearing date for the case is given by the Principal Judge. In such situations, the cases should be sent before the Allocated Court Hall for further proceedings.

The information to the Against Party is given through various mode viz., Through RPAD, Court Process, Paper Publication etc. The Party who has filed the case has to pay the Process Fee for serving information to the Against Party. Notices / Summons / Warrants can be generated using the CIS application. When the Order is made in the Court Hall by the Presiding Officer for issue of Notices / Summons / Warrants, those cases are listed in Notices / Summons / Warrants Generation module. The Process Fee paid details will also be listed and the same can be utitlised for Generation of Notices / Summons. To generate the Notices / Summons / Warrants, the basic data collected are Case Number, Party Names, Nature of Summons, Provision of Law, Process Fee details etc. Various reports are also generated which are maintained in the Process Branch.

The Copy Application Details will be displayed with options to enter Total number of pages and Status date etc.

Click on Go button. 2) The Copy Application details will be displayed along with the Deficit Amount to be paid. 3) Enter the Deficit amount paying Date in Deficit Date option. 4) Select payment mode i.e., Cash, DD or Cheque. 5) In case of DD/Cheque, Select Bank Name from the list and enter DD/Cheque Number and DD/Cheque Date. 6) Click on Submit button to update the information. NOTE: When the amount paid is in excess, the Refund amount will be displayed in the Refund Amount box. Enter the date of refund of amount and click Submit to save the information.

235 Copy Rejection Administration The rejection of Copy Applications for the reasons recorded should be entered in Copy Rejection Administration form. 1) Select the Register and Enter CR Number and CR Year and Click on Go Button 2) The Copy Application information will be displayed. 3) Select the Receipt No. and Enter Remarks along with Date of Rejection. 4) Click on Reject Receipt to cancel or reject the Receipt number selected. Purposes may be Cost to State, Fine, Penalty, Surety etc. The amount collected may be Judicial Deposits or Non-Judicial Deposits (Administrative matters). The deposits pertaining to Civil Courts and Criminal Courts are maintained. Different Registers are also maintained viz., B-Register, DRegister, E-Register, CCD-CRCD Register, K-Register, Fine Register, Payment Register etc. Different reference numbers like Q Number and RO Number are given depending upon the purpose for which amount collected. Payment details cheque preparation details etc is maintained. Deposits and Payments are made on the Court Orders. Prohibitory Orders if any are also maintained. Cheque realisation, Cheque lapses etc are maintained. Instructions:All required registers for posting should be entered in Master form.

245 ORDERS Order for Deposits (Deposit) To collect any Judicial Deposit amounts from Advocate or Party, there should be a Court Order. For example: As shown in the figure, under From column mails are sent by supuser. To view the mail contents, Click on supuser to view the contents of the mail sent by supuser.

329 PROCESS BRANCH MODULE PROCESS SECTION When an issuance of Notice / Summons / Warrants is ordered by the Court, the same is served to the concerned parties or authorities by the Process Servers or Bailiffs or Amins. Instructions:The details of Process Servers and Bailiffs should be entered in the Master form before using the Process Branch module.
