5 1. Introduction to User Manual This manual is the primary reference for the IT System of Court Case Monitoring System to CCMS Case Worker. The CCMS System facilitates the Petitioner to register Revenue Cases offline mode at the inward section then it goes to case worker where he updates first hearing date and it will be available in cause list for hearing. District Magistrate/Sub-Divisional Magistrate/ Tahsil Magistrate of the government of Karnataka of their respective courts will hear cases. The purpose of this manual is introducing the system to the new user and to provide sufficient details so that as the users progress through the manual they gain full understanding of the application. 1.1 Audience for this User Manual This manual is prepared for Court Case Monitoring System Caseworker of the Government Department to guide them in Court Case management. 1.2 URL 2. Court Case Monitoring System Court Case Monitoring System is Web enabled application designed and developed using Microsoft Technologies i.e. ASP.NET 4.0. and MS SQL Server This application has been designed and developed by a Team of National Informatics Centre, Bidar. Petitioner can register their Cases offline mode i.e. by person at Inward Section. In Court Case Monitoring System, the Case may belong to various Case Provisions and Section Rules based on these types a case id will be generated by computer. In CCMS Section, Legal Section Officer / Manager is the person who is responsible to manage the Cases where he/she can register the Cases, Update the Court Hall Proceeding i.e case dairy updation, disposal of Cases and Cause list updation etc. Broadly there are four types of users in CCMS. 1. State Administrator 2. District Administrator 3. Case Worker. 4. Public State Administrator maintains various activities of CCMS which are common to all the district of the state such as adding new case types, Provisions, Section Rules, Creation of District Level Users etc. District Administrator maintains various activities of CCMS those are common to their district. Such as adding of Sub-Divisions, Taluks, Hoblies, Villages, Courts, Users etc. Case Worker can modify the case details, generates new case id for public filed cases, updating of case dairy register, generation of cause list, case postponement, taken on board, revoke case, disposal of cases, generation of notices etc. Public can file the petition online, track the petition online. 6 2.1 Advantages of Court Case Monitoring System The following are the benefits of Court Case Monitoring System Web enabled application 24X7 availability On entry of new case by the public, the system will generate unique reference no. Case worker can process case filed by the public to generate CASE-NO. The case number is auto generated and unique for each revenue case. Backlog case entry by the case worker, here case id is manual. Petitioner can track their cases online Petitioner can see the Cause List Details Preparation of Computerized Registers. Preparation of Cause List, Disposal List. Preparation of Notices. Facilities to know interim orders. Provision to Provide judgments The daily proceedings on the case are recorded in brief. 2.2 IT Solution used for Court Case Monitoring System All Revenue Courts of Govt. of Karnataka such as DC Court, AC Court, and Tahsildhar Court can make use of Court Case Monitoring System 2.3 Process Flow The below diagram showss the process flow of Revenue Court Case At present Inward section role has been removed. Now onwards petitioner can file cases online or he may approach case worker for filing and generating of case id. 1. Petitioner Petitioner can file the petition online and he will be given reference no. petitoner/advocate should approach legal section along with necessary documents in order to get Case-ID generated. 2. Legal Section/ Case worker Upon receiving the petition online from the petitioner, he will verify all the columns, if everything is correct then he will update and generate the case id. He will give the first hearing date then case proceedings begins. Updations of court hall proceedings, disposal of cases etc. 3. Petitioner / Lawyer Petitioner can track case status, case dairy in brief, judgment copy if any etc Lawyer can See the cause list, Proceedings etc CCMS 6

7 3. Login The CCMS System is access controlled so each of the officers using the CCMS System shall have username and password through which he/she can login into CCMS System. How to get User Account? The user / court who do not have user accounts, may contact the district level officer in order to obtain the user accounts. District level users may contact the state administrator to obtain the user accounts. For each district, user will be given one district level user account by the state admin to create all other uses within the district. Instructions: 1. Open the CCMS website, the officer/caseworker will get the login screen (Refer: Figure-1 Login Page). Figure-1: Login Page 2. Enter your username and password in the appropriate boxes, enter the catpcha code and click Login button. The CCMS System main menu will be displayed say for CCMS User (Refer Figure-2: Main Page CCMS). CCMS 7

8 Fugure-2: Main Page CCMS Notes: To logout of the CCMS System, click on Logout link To go to the main page of CCMS System, click Back button in every page Don t close the window/page directly Don t refresh the page Other tips Any user who have not got username and password contact district administrator Keep username and password securely. Don t share it with anybody. Ensure that only authorized person should use this to work on CCMS System Change the password regularly and maintain/remember the password CCMS 8

9 4. Case Management 4.1 Fresh / New Case Details This module can be accessed by CCMS Case Worker to enter fresh/new case details in case of pubic case filing are not working. On entry of each case, new case id will be generated. Here filing of first hearing date is optional. The first hearing date can be updated further by the case worker. Case can be called only after giving the first hearing date. Instructions: 1. In the main menu hover the cursor over Case Registration and then select New Case Details Entry from the drop down list (Refer figure-3 Add New Case Details). The ADD New Case Details form will be displayed (Refer figure-4 Add New Case Details Form). (Figure-3 CCMS Details) CCMS 9

10 (Refer figure-4 Add New Case Details Form). 2. The above page shows Registration of new court case information. State and district will be selected automatically based on the user logged in. here you need to select Sub-Division, Taluk Name, Hobli Name, Village Name, Court Name will be selected automatically based on the user login, date of filing, Case Type, provision, Section & Rules are required to select as they are used while generating case-id. Similarly fill the necessary details shown in the above form and then click Save button. Unique case id will be generated upon submission of the case details and the same is displayed on Case No column. 3. Once, Case ID is generated, now you can add RRT Case Details (only in case of RRT Cases), Petitioner Details and Respondent Details by clicking on the respective hyper link provided in the above screen. These links are enabled only after case id is generated. 4. We can have a provision to add multiple advocates/petitioners/respondents for a single case. Please refer figure-5 Add Petitioner Details Form and figure-6 Respondent Details form as follows. CCMS 10

12 4.2 Backlog Case Details Backlog case details are similar to new case details. But Case No should be manually typed whereas case type and year code is generated automatically. The backlog case details are feed by caseworker of the respective court. Refer Figure 9-Backlog Entry form. Instructions: 1. In the main menu hover the cursor over Case Registration and then select Backlog Case Details from the drop down list (Refer figure-8 Backlog menu item). The Backlog Case Details form will be displayed (Refer figure-9 Backlog Entry Form). (Refer Figure 8-Backlog Menu Item.) CCMS 12

13 (Refer Figure 9-Backlog Entry Form.) 4.3 Modification of Case Details This form is used to modify existing case details. Based on the provision and section rules case type will be generated. Here Case Number is manually entered and the rest of the columns are similar to that of new case entry. 4.4 Petitions by Public This form is used to generate Case ID for the petitions filled by public online. After filing the case by Petitioner/Advocate has to approach legal section of the court i.e, case worker. Case worker can process the these petitions using this form. Here, case worker can do all types of modification before generating the case id. Once the case id and first hearing date is given then case proceedings begins. Refer below figure CCMS 13

15 In the above screen case worker will enter reference no and click on show then it shows all the details entered by the petitioner/advocate. Case worker verifies the columns and clicks on update button then he will finally clicks on generate case id buttons to generate new case no for this petitions. 4.5 Case Proceedings Cases Proceedings can be used to update the daily case hearing status such as update first hearing date, case dairy updation, disposal of cases, postponement of cases, cases for orders etc. Update First hearing Date: For the fresh case if first hearing date is not assigned, we can give/update the first hearing of the fresh case from this option. This can be done only once for a given case. Select the case, enter the next hearing date and click update button as shown in the below screen shot. CCMS 15

16 (Figure-6 Public CCMS Details Form) Case Dairy Updation This option can be used by court hall user to update court hall proceedings such as case state, case remarks etc as shown in the following screen. Click Here CCMS 16

17 As shown in the above screen we have to select the case dairy date then it shows all the list of cases. From the list of cases we have to select one of the case for which you want to update case dairy. As shown in the above screen fill the necessary fields such as case stage, next hearing date etc. history of the case dairy for every case is maintained. Disposal of Cases A case can be disposed using disposal of cases option as shown in the below screen. In order to dispose the case first we have to take case state as order while updating dairy. Second update it in the cases for pending option for when to collect the order. Then you have to go for disposal of cases. You can t dispose the case directly. Enter the case to dispose and click on display button then it shows case details along with the case proceedings. Here you are required to enter remarks and scanned copy of the judgment. Postponement of cases Case hearing can be postponed using this option. Single and/or bulk postponement of case is allowed. Select the date then it list outs all the cases which are to be heard on that date as shown in the following screen. Here we have to enter date of postponed and remarks. CCMS 17

18 Cases for Orders This option can be used for those cases for which order has to give and whose stage of case is order. It list out all the cases for which order has been given. Select one of the cases from the grid. Enter next hearing date if you want to call him on that date or put hearing date blank so that it will not be appear in case proceedings. That indicates order has been issued to the party. Enter if there are any case remarks. After that a case can be disposed off. Once the case has been disposed off no further proceedings are allowed. 19 4.6 Taken on Board (Administration Taken on Board) Whenever you want to pre-pone the case hearing to current date then we can use this option shown in the following screen. Here we have to enter Case ID for example RP/32/2006. Then it will display its case history if any. Only district administrator can use this option. CCMS 19

20 4.7 Revoke Case (Administration Revoke Case) Once after case is disposed off, no further hearings are allowed. In some case when you want recall the disposed case for hearing then we can use this option as shown in the following screen. Enter the case no to revoke then it display case details and enter next hearing date for that case. Only district administrator can use this option. CCMS 20

21 4.8 Generate Notices When you want to send notice to respondent/advocate to attend the court hall for hearing then you can use this option. CCMS 21

22 In the above figure you have to select hearing date then it will show all the cases for that hearing date. Then select any of the case for which you want to send the notice as shown in the above screen and date and time of appearance. Copy to field can be use when you want to send notice to additional recipients. The below screen shows notice. CCMS 22

23 4.9 Issue notice/lcr/parawise remarks When you want to maintain history of notices, LCR, Parawise remarks sent to departments/court and received from the departments/court case wise you can use this option. CCMS 23

24 In the above screen, you have to enter case Id for which you have sent notice/lcr/parawise remarks then click show button it will display history if any for that case. Here you can enter sent and received date along with the remarks as shown in the above screen Connected cases When one case/file is connected to another case/file during the case proceedings you can use this option to connect main file/case with one or more other cases/files. Now onwards whenever you have use main file/case to update case dairy or any other operation automatically connected files/cases will be updated. Suppose if you dispose main case automatically connected files/case will also be disposed off. CCMS 24

25 In the above screen, you have to enter main case for which you want connect other cases then click verify case. Now if the case verified then select connected cases button show enabled then click that button then it list all the case which can be connected to main case as shown in the above screen select one or more files from the above list. Enter if there are any remarks then click update button. CCMS 25

Reports 5.1 Search Case Details Using this option we can search for any case to know its details, court hall proceedings etc as shown in the below screen 5.2 Disposed Cases This can be used to show the list of cases already disposed off as shown below. 5.3 Cause List Generation This can be used to generate Cause list for a given date as shown below CCMS 26

27 5.4 Check List for filled cases In the above screen you can see all the cases filled court wise. CCMS 27

28 5.5 Case type report To check cases based on their type and year of filling the case you can use this report. 5.6 Pending petitions from public To check how many applications are pending from public that is those applications filled by public online and yet to process by the case worker. 29 5.7 Day wise Data entry summary To check the data entry statistics court wise and day wise you can use this option CCMS 29
