The Annual Meetings Announcement 2017 Annual Meetings Governors Statements Procedures for Videos and Text document is attached for information. 2. This document contains information on the preparation and submission of written statements and technical specifications for video recordings for the 2017 Annual Meetings. 1 2017 Annual Meetings Governors Statements Procedures Governors may choose one of three options for delivering their Annual Meetings statements: (1) pre-recorded on video; (2) recorded at the

3 Annual Meetings Governors Statements Procedures Governors may choose one of three options for delivering their Annual Meetings statements: (1) pre-recorded on video; (2) recorded at the on-site studio during the week of the 2017 Annual Meetings; or (3) submitted as text only. This document will help answer questions about Governors Statements, such as How can I submit a statement? ; What types of files are accepted? or When are the files due? Governors Speeches Format Options, Key Dates and Specifications Options Key Dates Specifications/Details (1) Pre-Recorded Video Statements Governors pre-record their statements on video before the Annual Meetings. A written statement should be provided together with the recording. (2) Record video statements at Annual Meetings Governors record their statements on location during the Annual Meetings. Executive Directors offices should request the scheduling of a video recording session. A written statement should be submitted no later than 1 hour before the beginning of the recording session. (3) Written Text (no video recording) Governors submit written statements without video. September 25 October 11 Period for submission of pre-recorded Governors videos. October 12 Videos and statements posted on the external Annual Meetings website. September 25 October 11 Period for scheduling onsite recording (requests should be communicated through Executive Directors offices). October Period for recording Governors videos in Washington, DC. September 25 October 15 Period for submission of written statements, by to docsrecs@imf.org. October 12 Posting of written statements on the external Annual Meetings website. Refer to pages 4 5. Studio Location: IMF HQ A Available October 12 14, 10:00 a.m. to 5:00 p.m., and October 15, from 10:00 a.m. to 3:00 p.m. Recording will take place in 30- minute sessions, during preassigned time slots. Requests should be ed to AMVideoScheduling@imf.org. Refer to page 6 for more information. Refer to pages 7-9.

4 2 Content Specifications for Recorded Videos Governors statements should express the Governors views on economic and financial issues that relate to the agendas of the Annual Meetings. Length of Video Recording Single-Country Statements: Videos should not exceed 6 minutes; text length should not exceed 2 ¼ pages. Multi-Country Statements: Governors video statements on behalf of groups of countries should not exceed 10 minutes; text length should not exceed 4 pages. If multi-country statements are submitted in video format, the speaker should indicate that he or she represents a multi-country constituency view. Broadcasting Governors video statements will be made available to the public during the Annual Meetings. They will be posted on the external Annual Meetings website, and broadcast on screens and accessible on interactive devices throughout the Annual Meetings venues in Washington, DC. Turnaround Time for Broadcasting a) Video recordings that meet the specified technical criteria and are received by Wednesday, October 11, will be posted on Thursday, October 12. b) Video recordings produced at the Annual Meetings studio will be posted shortly after the completion of the recording session. Technical Specifications and Operational Details To ensure consistency, videos should display only the image of the Governor presenting the statement. Videos should not contain Power Point slides, video clips, pictures of events, or any other content. Technical specifications and operational details are set out below.

5 3 Option 1 Pre-Recorded Video Statements A. Specifications Note: There may be delays in posting videos that do not meet these specifications. Recordings should be of professional broadcast quality. Submissions should be as follows: What types of files are accepted? o o o o o Media File with minimal compression that are broadcast quality format, delivered on a Solid State Media device to minimize the chance of damage during shipping. Media File should be native size (16:9), NTSC format and 1920x1080 These file formats are acceptable: mov, mp4 or mxf when using these codecs: ProRes LT, ProRes 422, XAVC, DNxHD, HDCAM The following web-type compressed video file formats CANNOT be used: wmv, flv, asf, avi, mpg, mpeg, ts or m2ts Solid State Media USB Memory Stick, Flash Drive, Memory Card (SD or CF) 2 3 seconds of silence should be recorded at the head of the submission and at the tail of the submission. Do not fade in or out of the video remarks. A lavaliere clip-type microphone should be attached to the speaker s clothing. Speakers should be prompted to begin reading their message after a 2 second video pre-roll. Standard 3-point lighting preferred. No photos, flags, or other décor in the video background. No captioning, subtitles, graphics or text on the video. Statement should be in a single media file with no editing required. Video content cannot be accepted via . B. Submission How can I submit a statement? Governors pre-recorded videos and accompanying written statements may be submitted by courier service, such as DHL or Fedex, to: World Bank Group: c/o Stefan Albert Barney / Carla Henneberry The World Bank Group 1818 H Street NW MC Washington DC Please Note: No submissions will be accepted Videos and written statements must arrive no later than 9:00 a.m. on Wednesday, October 11, in order to be broadcast on Thursday, October 12. For statements delivered in languages other than English, the speaker must provide the written statements in both the spoken language and English. Governors should provide a passport size photograph (portrait) in.jpeg format to post with their statements.

7 5 Option 2 Recording Video Statements in Washington, DC The period for scheduling a recording session in Washington, DC will open on Monday, September 19 and close on Wednesday, October 11. The duration of each recording session is 30 minutes. Executive Directors offices should book recording times for their Governors by sending an to AMVideoScheduling@imf.org. The date and time of scheduled video recording will be confirmed by . Requests should include the following information: To: AMVideoScheduling@imf.org SAMPLE From: (Coordinator in ED Office [Name and phone number]) Subject: Reservation Request for Video Recording of Governor s Statement in Washington, DC. The office of Ms./Mr. requests that a recording session be scheduled for one of the following dates and times, sorted by preference, for Governor (Name) of (Country or Group of Countries). The Governor will be delivering his/her statement in (Language). Option 1 Option 2 Option 3 (Date), (Time) (Date), (Time) (Date), (Time) Prior to the scheduled recording, please provide by to docsrecs@imf.org: The statement text, in Microsoft Word format, to be displayed on the teleprompter (at least 1 hour before the scheduled video recording session) For statements delivered in languages other than English, the speaker must provide the written statements in both the spoken language and English. A passport size photograph (portrait) in.jpeg format to post with the video and written statement. If a photograph is not available prior to the recording session, please send it as soon as possible.

8 6 Option 3 Statements without Video Recording Governors may opt to submit statement text without a video recording. These statements will be posted on the external Annual Meetings website, beginning on Thursday, October 12. Preparation and Submission of Statements The Annual Meetings Template for Governors statements should be used to prepare the version that will be submitted for posting on the external Annual Meetings website. Statements should be formatted in Microsoft Word single space, Times New Roman, 12 point, and submitted together with a.jpeg file containing a passport-sized photo of the Governor or Alternate Governor. Accessing Template Instructions for Bank Executive Directors Offices Launch Microsoft Word From the menu bar (see below), select WBG. Click the drop-down next to WBG Forms and select Divisional Forms

9 7 Select AMGovStatement.dotm and then click OK. Fill in the template information as appropriate and then click OK. Click Cancel in the Notes Address Book Lookup dialog box

10 8 How to Submit the Final Statement for Web Posting the prepared statement to Upload both the Word file containing the final statement and a.jpeg file containing a photograph of the Governor or Alternate Governor whose statement is being submitted. When are the files due? Statements must be submitted to the Meetings Secretariat Documents and Records Office by 3:00 p.m., Washington, DC time on Sunday, October 15. Availability of Final Statements Statements will be posted on the Bank and Fund external Annual Meetings website and on monitors throughout the Meetings venues.
