2 Introduction This aim of this proposal is to rationalise the network connectivity required for provision of Datalink services by using Currently, ANSPs have dedicated gateway X.25 connections to global networks of SITA and ARINC These connections are primarily used to provide: Pre-FANS services: DCL, D-ATIS, D-VOLMET FANS services: FANS CPDLC, ADS-C Now, there is a requirement for an IP network to provide the connectivity required to deliver CPDLC services PENS can be used to provide the network connectivity required for provision of extant and new datalink services
3 Current Datalink Network Connectivity
4 Datalink Connectivity in Europe Currently, each ANSP typically has two separate gateway connections to each CSP
5 Inter-connection of CSP and ANSP Networks ANSPs have already invested in a pan-european IP network and are looking to maximise the return on their collective investment There is a requirement to connect ANSPs national IP networks, through PENS, to the CSPs networks to: provide more resilient connectivity to SITA & ARINC networks using existing infrastructure reduce connectivity costs and/or enhance connectivity without any additional leased lines/costs utilise PENS as an alternate path between the two CSP networks (if required) Initially, secondary paths should be provided over PENS Eventually, both primary and secondary paths to be supported over PENS
6 Network requirements for Datalink Systems Datalink systems require connectivity though their national, or regional (FAB), IP networks to the CSP networks This may be achieved by having new dedicated IP connections to each CSP, as with ACARS Alternatively, PENS can be used to provide the required connectivity CPDLC services can be provided using dedicated and secure VPNs over PENS PENS is capable of supporting the Aeronautical Telecommunications Network, which will be interfaced through G/G and A/G routers

8 Using PENS for FANS Datalink Services The integration of national IP networks, through PENS, to the global networks of ARINC and SITA will: simplify connectivity for datalink services provided over both ACARS and VDLM2 infrastructure ease deployment of new datalink services such as reduce connectivity costs incurred by CSPs and ANSPs (i.e. charges paid to Telcos) Some ANSPs are planning to accommodate FANS aircraft in their airspace PENS can transport FANS and pre-fans services, currently provided over ACARS, as well as /VDLM2 The AOC traffic to be routed to the CSP host systems as necessary

10 Proposed Way forward & Next Steps Conduct a Cost Benefits Analysis to demonstrate the wider benefits of this proposal Seek agreement of CSPs and ANSPs for the proposed solution to support datalink services over PENS Validate the proposed solution through a proof of concept phase, followed by a pilot phase, as necessary Put in place the appropriate commercial and institutional arrangements to support Datalink Services over PENS Discuss and agree the Contractual framework Formulate the charging mechanism for using PENS Deal with any issues raised by the stakeholders
