This addendum shall supersede any conflicting provisions in the original RFP. 1. The deadline to submit the proposal has been extended to 3:00 pm on May 12, 2016 and the deadline to submit questions has been extended accordingly to 4:00pm on April 29, Response to consultant questions submitted: 1. The term adaptive has become a bit of a marketing term used by many manufacturers as they are not adaptive systems but responsive systems which do not operate in real time. For the purposes of this RFP, please define what does the term real time specifically means? And what source document supports your definition? A: Adaptive traffic control is a traffic management strategy in which traffic signal timing changes, or adapts, based on actual traffic demand. A real-time system has been described as one which "controls an environment by receiving data, processing them, and returning the results sufficiently quickly to affect the environment at that time. 2. Is the City and its consultants aware that there are adaptive traffic control systems that are not dependent on a software overlay to specific controller? A: Yes 3. If so, was this taken into consideration when designing the RFP? Culver City Employees take pride in effectively providing the highest levels of service to enrich the quality of life for the community by building on our tradition of more than seventy-five years of public service, by our present commitment, and by our dedication to meet the challenges of the future.
2 Page 2 of 8 A: The RFP lays out the Concept of Operations and key functionalities. It doesn t include or preclude any specific means of achieving the functionalities. Proposers are welcomed to propose the necessary hardware/software to achieve the results. 4. Does this statement on page 5, under objectives: With the upgrade vehicle detection, real-time performance data will feed back into the ATCS for real-time signal adjustments and network optimization. and this statement under Concept of Operations, 1. Scope, 1.2 Project Purpose and scope: An Adaptive Traffic Control System (ATCS) is one in which some or all the signal timing parameters are modified in response to changes in the traffic conditions, in real time, mean that systems that do not operate and provide data and feedback for real time signal adjustments will be disqualified from this RFP? A: Proposers need to specify how their system meet or not meet the RFP requirements. Those functionalities that do not meet the RFP requirements will be taken into account during the proposal evaluation process. 5. If initial reduced cost and lower ongoing maintenance costs are presented, will a private Ethernet wireless network be acceptable to the City for communications between intersections and the TMC? A: The City desires to use its existing hardwire communications network. Proposers who differ from this have to explain the benefits and drawback of its communications network and the cost implications to the City. 6. Will additional points be considered if the proposer uses a more efficient and accurate means of the before and after studies other than floating car? (i.e. Bluetooth, wireless and/or license plate recognition) A: No. 7. And will these alternate measurements be accepted by the City? A: N/A. 8. When the RFP states that if the MOE target is not achieved, the consultant team shall continue to provide traffic engineering assistance on-site to further fine tune and improve the operational parameters until the MOEs are achieved. Is this assistance for a set time period or is it indefinite?
3 Page 3 of 8 A: The objective is to have the Consultant be on-board to fine tune the adaptive signal timing parameters to achieve the target results. It is up to the proposer to determine how much time it takes based on their prior implementation experience. 9. Under the Pre Commissioning Test statement is says The Consultant Team shall conduct a Pre Commissioning Test following approved procedures in a simulated environment. What are these approved procedures? And please define simulated environment as it relates to full adaptive set up. A: Consultant shall propose a set of test procedures to be reviewed and approved by the City and its representatives. 10. This was on the addendum: Payment retention corresponds to 10% of overall project cost. Retention shall be partially reimbursed based on percentage of 3 performance measures (for three time periods for each of the 11 corridors) that achieve Minimum Acceptable Improvement. Has the City changed this from the previous stated 15%? A: Yes, retention is 10% according to Addendum #1 11. Since the City has a specific manufacturer for it s controller and central system, will upgrade or discounted price not be allowed so as to not give these current manufacturers a completive advantage? A: There are no limitations on which vendors can participate on this RFP. 12. Since manufacturers/vendors are specifically named in the RFP, will these named manufacturers be prohibited from responding to the RFP? A: There are no limitations on which vendors can participate on this RFP. 13. Does the City know the current performance of the corridors that will be evaluated? The performance improvement requirement seems to be arbitrary across all the corridors and potentially impractical without information as to the current condition and baseline for evaluation. Corridors that are completely oversaturated (i.e. Sepulveda Bl during PM Peak) are impossible to reach the required levels of performance improvement during the peak period.
4 Page 4 of 8 A: The performance requirements listed in the RFP are based on general experience of achievable MOEs on other adaptive signal systems. 14. Will the City consider removing Performance Requirements as many corridors are likely oversaturated during peak periods and percent improvements described may not be practical in all scenarios? A: See answer to Q In the Adaptive Strategies section several requirements have alter the state of the signal controllers as a functional requirement. What is meant by this requirement? What state is this referencing? A: State can mean: cycle length, splits, offsets, phase sequences, free operation, etc. 16. Requirement requires the operation of Traffic Responsive Mode. Do traffic responsive timing plans and selection tables currently exist? Or will we need to create the plans, and system tables to create responsive operations as part of this project? A: Traffic Responsive Mode is not currently set up. Plans, system tables, and responsive operation shall be set up only if they are an integral part of the adaptive algorithm. 17. Requirement The ATCS shall meter traffic into user-specified bottlenecks by storing queues at user-specified locations. Contradicts the statement in section 2 of Addendum 1 Adaptive system shall not artificially constrain traffic on other approaches in order to achieve performance requirements. A: describes a tool to meter an upstream intersection in situations where this is advantageous to the overall operations of the corridor. The intention of the Addendum language is to prohibit Consultant to artificially constraining side street traffic to achieve performance requirement on the corridor. 18. Requirement When small and large changes in traffic demand are detected, the ATCS shall respond in real time. What is considered realtime and how will this be measured and verified?
5 Page 5 of 8 A: A real-time system has been described as one which "controls an environment by receiving data, processing them, and returning the results sufficiently quickly to affect the environment at that time. We will not measure or verify the realtime actions, but will verify the overall results based on the performance of the MOEs. 19. Requirement 4.1 The ATCS shall conform its operation to an external system's operation. What is the external system? Is this an external traffic system or is this another data input source such as blue tooth travel time system? A: This section applies to adaptive systems that need to work within another non-adaptive network, for example, implementing adaptive system within a corridor that intersects with non-adaptive corridors. The other system could be a non-adaptive coordinated corridor. This section does not apply to this citywide project except for intersections at city boundaries. 20. Requirement 4.2 The ATCS shall alter its operation based on data received from another system. What is the other system? A: See answer to Q Section 1 of the Addendum states System detectors shall be able to collect Volume, Occupancy and Speeds, per Section 5.2 of Concept of Operations. Detection does not collect speed data with a single loop detector. Is it desired to install two loop detectors for speed data collection? Speed can be estimated with volume and occupancy and an assumed vehicle length. Is this acceptable for this requirement in the addendum? A: Proposer shall determine what detector best fit their adaptive system needs. 22. Can the City describe their IT environment at their facilities? We understand that the City wishes the consultant to procure Ethernet over copper switches, However, can the City describe what other equipment may be required at their TMC in order to properly connect servers and traffic control systems to field devices, such as hardware firewalls, aggregation switches, etc. A: The current TCS system is a closed dedicated system. The servers connect to the control head device and monitor/update it as required. Workstations act as convenience connections over the City s network to view operations and make
6 Page 6 of 8 updates without having to go to the server control room. The convenience stations are not required for the normal functioning of the system. In the event the server goes down the control head and intersections remember their last programming. The system is not reached through the Internet. The upcoming Traffic Monitoring CCTV project will provide Layer 3 switches and aggregation switches at TMC. 23. In the determination of signal timing parameters, are force offs and offsets, to be determined through analysis, such as a Synchro analysis? A: Proposer shall provide its methodology for calculating Force-offs and Offs 24. As an alternative to standard GPS before-after studies, would the City consider the consultant providing Bluetooth travel time devices? A: No. 25. Can the City confirm that the will require ASCT all intersections as part of this project? Or will the City scale the project if all consultant costs are outside of the budget? A: Answered in Addendum 1, section 6 Project Budget. The proposers should provide their best-value proposal for citywide ATCS implementation 26. What emergency vehicle preemption system is utilized by the City? A: Opticom model 721 with M138 detector cable to opticom discriminator inside controller cabinet. 27. Are advanced detectors currently separated by lane on independent DLCs to the signal cabinets? A: It varies by location. Proposers need to refer to the as-builts. Per Addendum #1, proposer shall assume: 30% of locations will require new DLC and replacement of traffic signal conductors, in existing conduit; 5% of locations will require new DLC and new traffic cable in new conduit; 65% of locations will require added DLC in existing conduit.
7 Page 7 of On page 7, the City describes the Network-wide Signal Sync with VID & Performance Measurement System. At the end of this description, the City states that with the performance measurement system, the real0tim performance data will feed back into the ATCS for real-time signal adjustments for network optimization. Does the City have a plan on how this will operate with the selected vendor? Will they eventually require custom development for this time of operation? What performance measures do they anticipate feeding to the ATCS? A: This will depend on the PeMS selected at a later date. No need to take into account any custom development at this time. 29. Will the City provide remote access 24/7/365 via a secure VPN or other application once the ASCT servers are online? A: The present TCS does not have this feature. If required it will have to be designed as part of the overall design. The ATCS system is intended to be a closed system that will not rely on the City s network or convenience workstations to operate. The City has access to a VPN infrastructure to access its internal network. However it is for transitory connections for remote diagnosis and episodic support only. No permanent 24/7/365 connections are supported. 30. In requirement 4.9.8, what are some of the custom features utilized by the City? A: No custom features are used currently. 31. It was pointed put at the pre-bid that Requirement 18.1 requires that the ATCS integrates seamlessly with the Central. The City staff clarified that the current Central could be replaced as part of the ATCS project. Please confirm. A: Central System can be replaced as part of the ATCS project. 32. The City confirmed at the pre-bid that the existing Type 170 controllers must be replaced by Type 2070 or ATC controllers under this procurement. Please confirm. A: Controllers must be replaced with Type 2070 ATC.
8 Page 8 of The City was to confirm if bike detection would have to be included at those intersections where detection is changed/modified. Please confirm. A: As stated in Addendum #1: Bike lane detection shall be required where new Limit Line detection is being added. 34. Because of the large unknowns for the construction portion of the project, which are likely to exceed the City's budget, is the City open to alternate proposals for hardware and field devices that meet the overall intent of the grant application (or project)? This may include retaining the City s existing signal controllers, controller firmware, central software and conflict monitors to provide a cost-effective solution. A: Proposers are encouraged to submit proposals that meet the overall intent of the project in a most cost-effective manner. In an effort to allow an open procurement, we have developed a set of functional requirements that is achievable by different systems, but we recognize that each system has its own hardware and software needs. It is therefore up to the proposer to develop a best value proposal based on these functional requirements. However, it is a requirement to replace all controllers with 2070s. See also answer to Q Is the City open to dividing the project to multiple phases and contracts to minimize the uncertainty and cost in construction by performing upfront due diligence and design? A: Proposers can suggest to divide up the project in multiple phases, but there will only be one contract. 36. We do not find any page limit for our response document listed in the RFP. Is there a desired number of pages for our response? A: There is no limit on number of pages. The proposal should be complete and concise. 37. Would you be willing to provide the systems engineering document as an editable Word or Excel file? A: PDF should be sufficient for the RFP. End of Addendun No. 2
