1 VOICE RECOGNITION PROJECT PROPOSAL NUMBER: A D D E N D U M NO. 1 This addendum is in reference to the Voice Recognition Project Request for Proposal (RFP) issued by the Guelph Police Service on Wednesday, April 11, The following shall form part of the proposal documents issued by the Guelph Police Service. 1. It is stated that the maximum upset limit for the project is $100,000 Canadian Dollars including all travel and other expenses and taxes, does this include hardware such as servers, handheld devices, foot pedal and headsets? The Guelph Police Service will assume responsibility of the IT infrastructure to run the system, such as servers and service O.S. licensing etc. Any end user equipment such as handheld devices, foot pedals and headsets will need to be included in the bid. 2. How will the officers dictate? Telephone, Recorders, Smart Phones etc.? Telephone and or smart phone is the preferred method for dictation. Any smart phone clients will need to be vendor agnostic (ie, support ios, blackberry and/or android). We do not want to issue any devices to officers that cannot be secured or centrally managed. 3. How many Transcriptionists (editors)? We have 7 transcriptionists however if possible we would like all of the officers to be able to edit their own reports. 4. Will all the officers require a speech recognition license? The RFP lists 200 officers and also lists 10 concurrent officers. Speech recognition is licensed by the user. All officers will need to be able to dictate and have their speech recognized by the system 5. How many transcriptionists will be typing concurrently? In a worst case scenario, 5. April 24,

2 6. Can installation and training be done remotely, online, using WebEx? Yes it can, however should an issue arise that cannot be resolved via remote connection it would be expected that the vendor attend to the Guelph Police Service headquarters without the GPS incurring any costs (travel, accommodations or the like) 7. Do the officers have computers at their desks? If so, can end-user software be installed on those computers? Officers use two distinctly different types of computers for their daily duties. Desktop computers installed inside Guelph Police Service facilities and Mobile Workstations in cars. End user software can be installed on the desktop computers within the divisions but any client to be installed on Mobile Workstations will need to be thoroughly tested to ensure that no existing applications are adversely affected and to ensure that the application performs well with limited computing and network bandwidth resources. How many telephone ports do you have currently or will want to use with the new system? There are currently 8 ports into our existing system and we see no reason to increase this number at this time. 2. How many smart phones will be used? Please designate number by type: Android Blackberry iphone Other Currently the GPS has approximately 100 blackberries. We do not however wish to be tied to this platform and any solution provided should support all three types with little to no configuration required by the supplying vendor. 3. How many users will be dictating to a workstation? Potentially all of the users could dictate into workstation however if the software is being licensed per machine then a cost/cal must be included. (not for release but if pressed for a ballpark number there are 8 computers in uniform, 4 in traffic, 2 in tactical and perhaps 4 of the computers in CIB that we would install on, however we would much rather license/user or per/site so that we are not juggling client access licenses to ensure that we are compliant) 4. Because we are in California, we have no method of collecting and remitting sales tax in Canada, when we send proposal, we cannot include tax or brokerage fees in the total. Can we submit a bid less the estimated tax and brokerage fees? May 4,

4 The brokerage fees have to be included in the total if applicable and the HST should still be calculated as per Form Proposal (FP2). If the successful bidder is non-resident in Ontario, they shall not commence work or order any materials or equipment for the Contract until they have obtained from the Canada Revenue Agency a Business Number (BN) for the HST. The successful bidder shall ensure that all subcontractors whom they propose to use for carrying out any of the work required by the Contract and who are non-resident in Ontario have obtained from the Canada Revenue Agency a Business Number (BN) for the HST and have complied with the requirements of the Canada Revenue Agency before they commence any such work. Added to the Form of Proposal FP2 and FP3 all prices must be quoted in Canadian funds I/We, the undersigned, have read and understood, and herewith agree to supply, install, deliver all labour and material in accordance with specifications issued by the Guelph Police Service, at the following price. All prices must be quoted in Canadian funds. 6 SCHEDULE OF PRICING The Schedule of Itemized Prices below will be used for the addition/deletion of these items. These prices are to remain firm for two years. The Guelph Police Service reserves the right to purchase a different number of licenses etc. If additional space is needed, please use an attachment to this form and include it and this completed form in your proposal. All prices must be quoted in Canadian funds. All sales tax must be excluded. HST is extra.
