1 TO: Recipients of C-TRAN Solicitation # Farebox System Enhancement DATE: SUBJECT: Addendum #3 C-TRAN is extending the proposal due date to August 15, 2013 by 11:00 a.m. Proposers must refer to Addendum #2 for a complete list of revised dates for this Request for Proposals (RFP). C-TRAN has also received the following questions regarding this project: 1. We understand that some of C-TRAN s tickets and transfers are valid on TriMet and Portland Street car. How do you envision such inter-agency policy be supported by the new fare collection system? The basic requirement for this project is to provide a paper transfer printer per Appendix B Farebox Replacement Technical Criteria in the RFP document. The concept is that these transfers would have sufficient information printed on them to allow acceptance and visual inspection if presented on another service (e.g. TriMet or the Portland Street Car), in the same way that this is done today with the tear-off transfers. 2. Should Price Proposal Form not be sealed separately from the rest of the proposal? As stated per Section 5.7 Price Proposal of the RFP document: All Price Proposal information shall be contained within a separately sealed envelope clearly labeled as PRICE PROPOSAL with the Proposer s name, RFP number, and RFP title on the outside.

2 Page 2 3. Do you have any planned date that you wish the new fare collection system to go live? Refer to Section 5.5 Installation, Testing, and Training Approach of the RFP document. Proposers shall present a schedule that is realistic, achievable, and expeditious. C-TRAN would prefer that this work be completed by early 2014, but has not established a required completion date at this time. A successful Proposer will be expected to abide by its scheduled commitments as negotiated in the BAFO. 4. RFP Page 4: in the lower left-hand corner of the envelope with: We will be including binders, each of which containing one set of proposal, in a box. Can the location of the label RFP # FAREBOX SYSTEM ENHANCEMENT be anywhere on the box? Yes. 5. RFP Page 15: Proposer shall also provide a schedule of fully-burdened hourly rates..... from time to time be executed as a change. Would you clarify whether we should add hourly rates under 10 OTHER of the Price Proposal Form or add a table at the end of the Price Proposal Form? Either approach is acceptable. 6. RFP Page 15: C-TRAN is required to pay Washington State Sales Tax WSST shall be indicated as a separate line item in the Price Proposal. We assume that WSST amount to be indicated is based on the grand total of Item # 1 to 8. Please confirm. Yes. 7. Appendix B, Section 2.2, Table 1: a. Could we have photos around the driver seating area of all bus types listed here? Please see photos attached.

3 Page 3 b. Could we also have photos of the vault, garage computer, and central computer installation areas? For security reasons, C-TRAN is unable to provide photos as requested. The installations however are typical of most farebox installations where the revenue transfer equipment is installed at the fuel/wash island. Also, refer to Appendix B Farebox Replacement Technical Criteria, Section 12.2 of the RFP document, which requires the contractor to conduct a survey of C-TRAN s vehicles and facilities once a contract has been awarded. 8. Appendix B, Section : Test Procedures or data shall be submitted demonstrating a. We assume that they will be submitted during design reviews. Please confirm. This information should be submitted as part of the material selection documentation described in Appendix B Farebox Replacement Technical Criteria, Section 12.4 of the RFP document. 9. Appendix B, Section 5.4.4: Would you provide a contact for INIT so that we can include their engineering cost in our proposal? C-TRAN cannot provide a specific contact, but would note that this company s general contact information can be found through an Internet search. 10. Appendix B, Section 5.4.5: Does C- TRAN s current Cisco 1310 based garage Wi-Fi have a full coverage over the garage including parking area? C-TRAN believes the coverage to be adequate; however, as part of the site surveys described in Appendix B Farebox Replacement Technical Criteria, Section 12.2 of the RFP document, C-TRAN will be available to discuss any coverage concerns that the farebox contractor may have. Any reasonable updates to the garage area wireless network to provide full coverage would be C-TRAN s responsibility.

4 Page Appendix B, Section : This section references directional transfers. Is it assumed that the route direction is being obtained from the on-board INIT system? Current C-TRAN transfers are nondirectional. If directional functionality were implemented, the direction information would be provided by the Automatic Vehicle Location system currently provided by INIT. 12. Appendix B Section, : This section references the ability to manually input data in the form of new fields or records within the database. a. Since this could negatively impact the integrity of the data, will C-TRAN accept a user interface that allows users to enter the associated information? A user interface that allows users to enter the associated information would be an acceptable means of meeting this technical criterion. 13. Appendix B, Section : Is it acceptable if fare table updates are distributed via wireless LAN? This way the traffic at the probing station can be reduced. This would be an acceptable method of meeting this technical criterion, provided that the system was able to positively confirm that the table updates have been made across the fleet. 14. Appendix B, Section 8: Proposers are not required to respond to this section should they so choose, and the information will not be scored as part of the evaluation. a. We are happy to provide information to address Section 8. We would like to make sure that neither of information in the proposal and price in the Price Proposal Form will not be part of the evaluation. Please confirm. This understanding is correct. Proposers are encouraged to respond to Appendix B, Section 8, but this will not be included in the evaluation.

5 Page Appendix B, Section 9: As part of its proposal, proposers shall include a network architecture diagram.integration with C-TRAN s network. a. Would you provide your existing network architecture diagram? C-TRAN s current network is based primarily on 10/100mb Ethernet technology with some physically segregated networks for specific business applications. That network is currently being redesigned and reengineered to become more of a multi-tiered, layered network using Gigabit Ethernet technology. On the bus, it is anticipated that all onboard devices will exist within a common local area network and IP addressing scheme using a combination of statically and dynamically assigned IP addresses (a schema has not yet been developed). The farebox will reside on this network and communicate through the MAR and wireless access points to the associated farebox servers and workstations through C-TRAN s shared corporate Ethernet network. The Proposer should describe any specific assumptions for the network to support farebox system communications and operations. b. Please confirm that garage access points and router on the bus will be provided by C-TRAN. Yes. Both the garage access points and onboard router will be provided by C-TRAN. The onboard router currently does not exist on the buses, but will be provided under a separate project. c. Is the router on a run switch timer? Does it power down with the vehicle or x minutes after the vehicle run switch is turned off? This has not been determined at this time, however it is expected that the device will need to power down after a configurable period of time.

6 Page Appendix B, section : the contractor shall be responsible for providing the necessary network connections Similar to the previous question, please confirm that C-TRAN will be providing the WLAN system, mobile access router and C-TRAN Ethernet network connection between the garage computer and the central system. C-TRAN will be responsible for all three of these items. 17. Appendix B, section 13.5 and 13.6: It is not clear how FFT and OPT must be a separate test. Can you provide a clarification? The FFT is a point in time functional test designed to demonstrate that all the system functions are operating once the fleet has been installed. The OPT is designed to demonstrate that the equipment can perform as required over time (the OPT test period) and also uncover bugs and defects that may not be immediately obvious until the system is placed into service. 18. Appendix B, section : Required sessions here are: a. Farebox System (2 sessions), b. Central Software (1 session), c. IT Training (1 session), d. Operator Use Train the trainer approach (2 sessions), e. Maintenance Train the trainer approach (1 session) Are sessions in a to c expected to be general sessions for C-TRAN staff who are not trainers? Sessions a through c will be attended by C-TRAN operations and technical personnel who are responsible for the day-to-day operation of the farebox system. There are no trainers for these staff members. 19. Can you please provide the C-TRAN IT/Network policy? C-TRAN s IT/Network policy is under development. The Proposer should describe any specific assumptions for the network to support farebox system communications and operations.

7 Page Multiple times in the RFP, it references run switch power. Is it acceptable to C-TRAN that the farebox goes into a sleep mode with limited power draw at a configurable period of time instead of using the run switch? As a general concept, this is an acceptable approach that is consistent with Appendix B, Section ; however C-TRAN would need to understand better what the quiescent current drain is before considering sleep mode versus full shutdown. Coaches may be out of service for multiple days (e.g. over a long weekend) so even what might be considered a nominal power drain could impact the power systems. If the Proposer wishes to propose a sleep mode as a way of satisfying Appendix B, Section , the farebox quiescent power drain should be identified in the Proposal. 21. Is there a DBE goal set for this procurement? C-TRAN has an overall goal of 4.54 percent that been established with the Federal Transportation Administration (FTA) for DBE participation. Because C-TRAN is raceneutral, we encourage DBE participation and offer a level playing field for DBE participation, but it is not mandatory that the contractor or its subcontractors be considered DBE s. Section 7.19 of the RFP document outlines in more detail the DBE requirements for all parties involved. 22. Appendix A, section 7.6: a. The updated Compliance Matrix distributed as part of Addendum 1 has a row for item however; Appendix B, Page 30 ends at The numbering of Appendix B governs. Does C-TRAN have the J1708/J1587 requirements for the INIT system? Can this be provided at this time? Detailed specifications cannot be provided during this procurement phase; however a list of messages required is contained in Appendix B, section of the RFP document. The Proposer should state any assumptions regarding the interface messages in their proposal. 27. Appendix B, page 29, Sections 7.5/7.6: a. The RFP indicates the request for mobile vaults along with the receivers. Does C-TRAN currently use a receiver that is installed through the wall of the counting / money room or are the receivers in the middle of the transit garage and the vaults need to be wheeled to the counting / money room? The receiver is installed in a frame in the fuel island area. It is separate from the main building, which is why mobile vaults are needed.

9 Page 9 As well, the first sentence of the last paragraph of Section 2.6, RFP Evaluation Schedule is revised to read: Proposers who submit a proposal in response to this RFP may be required to attend an interview or give that includes an oral presentation of their proposal and on-site interactive demonstration of proposed equipment to C-TRAN. Please acknowledge the receipt of this addendum in the transmittal letter accompanying your proposal submittal. C-TRAN looks forward to receiving your proposal no later than August 15, 2013 by 11:00 a.m. Thank you for your continued interest in providing these services to C-TRAN.
