Smart Spectrum Sharing Dr Fisseha Mekuria CSIR
Need for Spectrum Innovation Radio frequency spectrum is a scarce national resource that wireless devices use to realise connectivity & services! Presently spectrum is statically allocated & under-utilised. Spectrum is also proportional to bandwidth and network capacity &.. Most expensive! Smart spectrum sharing to provide enough bandwidth for wireless connectivity of the next billion broadband subscribers + 50 Billion devices + 7 Billion cellular connectivity? Network
Spectrum Allocation: Static & Ineffcient! Network
The Broadband Conundrum Future wireless RDI to get the Terabytes/sec submarine cable bandwidth inland! Affordability?
Motivation: Icebergs Ahead The mobile revolution, need to meet broadband as a basic necessity for all. ~ 21 % Broadband Connectivity in Africa (ITU)! 1000x Increase in Traffic by ~2020! o Internet of things (IOT) & the 50 Billion Devices M2M connectivity o Increased Bandwidth Requirement for Wireless Services (e-health, e-edu, e-bank, e-gov,. o Increased number of broadband Subscribers + Devices: Smart phones & Tablets
Dynamic Spectrum Sharing! A solution to increase network capacity! Network Capacity = X X Spectral Efficiency Amount of Spectrum Number of Base Stations Smart Spectrum Sharing The CSIR Intelligent Spectrum Database & Co-existent Tool.
A Model-based Smart Spectrum Allocation System The System View A Tech Demo & Patented Solution Location aware Smart Spectrum Allocation Technical Standard for Smart spectrum access by network devices using the PAWS (IETF: Protocol to Access White Spaces) Cloud Hosting at the CHPC :
Dynamic spectrum access, management and regulation Enabling smart identification and sharing of unused frequency channels without causing interference. The CSIR has developed a national geo-location spectrum database (GLSD) for South Africa. A technology developed under the CSIR National ICT RDI & Future wireless research roadmap.
TVWS Networks: 1 st Step to Global Spectrum Sharing : Impact Story: TVWS trial : Western Cape & Limpopo: Broadband connectivity of 10+6 schools. Serving over students with 4Mbps (average) Shared Spectrum (TVWS-N & TV Broadcasting) Network Operated for > 2 years without causing any harmful interference to TV broadcasting services. Referred by US FCC & UK OFCOM, and many more GL-DSA TVWS- BS: TV white space Base station GL-DSA Geo-location based dynamic spectrum allocation. T Terminal White space devices (WSD). Clients from other African Countries.
A School in Western Cape Benefiting from Spectrum Sharing Broadband Services - TVWS Socio Economic Impact!
A Vision for Africa-wide Spectrum Database with a Cloud Infrastructure TRX Ifo. Frequency Band (VHF,UHF,..) Digital Terrain,... SADEC Regional Database 1 SA, BoT,AnG,Moz,.. African Telecom Union- ATU ECA Regional database 2 TZ,KeN,EtH,. Licensing Authority Database IP Access WAC Regional database 3 NiG,GNA,CaM,IvC,.. Hosting Infrastructure CHPC, HPCx,. NAC Regional database 4 EgY,MoR,AlG,TuN,.. Cloud Based Access & Services: (a) Portal based Access (b) PAWS based Access Figure: Showing an infrastructure for a Continental Spectrum Database
International Recognition and Excellence in Dynamic Spectrum Sharing EU OFCOM Participation in Development of the Tools, Standards & Policy for Dynamic Spectrum Access & Sharing in Future Wireless Networks
Conclusion The full potential of spectrum as a national resource can be unlocked by the National Geolocation Spectrum Database (N-GLSD) associated tools. National demand for broadband connectivity to all (2020) can be realized using affordable dynamic spectrum-tvws broadband networks, enabled by the N- GLSD : Two Test-beds: 1- in Western Cape & 2- in Limpopo. Also Supporting Ghana & Botswana and other African Countries. Network Device Manufacturers Such as Carlsson Wireless, 6-Harmonics & Redline are using the CSIR spectrum database through PAWS standard protocol. Future work on: Co-existence between white space networks (TVWS) and WIFI /5G. Spectrum sharing in all frequency bands of interest to meet the 1000x traffic increase. International Recognition & Participation in the EU OFCOM-lead Qualification Process. Confirming CSIR s key position in Future Wireless ICT Research Development & Innovation. CSIR IP & Ventures Involved: Business Model Development : Potential industrial partners, job creation potential for rural operators and local Wireless Broadband ISPs. Stake-holder engagement and capacity building locally (Redline, WAPA, ICASA, SENTECH, Internet Solutions, Accenture,..), Internationally (GTUC-NCA, TCRA, BITRI, Ofcom, KTH, Google, Microsoft, 6Harmonics, Carlson Wireless.
