1 1:1 Laptop Program Year The laptop you currently have will be out of warranty at the end of this year (2017) and it is therefore necessary for the College to purchase the next round of laptops. The device your child currently has will be available to you for purchase at the cost of $10 if you wish to purchase it (if not it is returned to the school). It will have all school software removed and will be issued back to you with a certificate of ownership and the base Windows 10 operating system. Once ownership has been transferred to you the device cannot be brought to school as it is no longer able to be connected to our network. It is not possible for the College to maintain devices that have no warranty. Typically all devices will require warranty type repairs from time to time and the school cannot cover the cost of these when out of warranty. For example a new battery would cost approximately $80, new system board $850, new screen $600, keyboard connector $23 (these are likely to occur quite frequently as the devices are ageing). All of these would also incur a $180 per hour labour charge (min of 1 hour per job). These costs cannot be met by the College and would therefore need to be passed on to parents making the maintenance cost on a typical four or five year old device more expensive than entering into a new contract. It will therefore be necessary for you to enter a new hire contract with the school for the remainder of your child s time at the school (see schedule attached). New contracts need to be returned to the office by Monday 6 November 2017 (payments will not begin until Week 2, Term 1 of 2018). If you choose not to participate in the arrangement then your child will have the use of a loan device. This device will be housed in the College s Resource Centre for loan during the day, but will not be available for take home use. Your child won t necessarily receive the same device from day to day. Students who participate in the Take Home Program shall have exclusive use of a commercial grade, specific education built, high end touch screen laptop and software at a fraction of the retail cost of a similar device. The following table outlines the cost to parents and the comparison with a go-it-alone model (the College subsidises each laptop purchased). When a student ceases enrolment or at the end of the asset period of life, the device and its accessories (case & charger) must either be returned to the school or at the end of the three year cycle parents will be given the option of purchasing the laptop for a nominal fee. If this option is chosen then all school software 2
3 will be removed and the laptop will be returned to its factory image. The laptop remains the property of the school until this has taken place. The annual fee must be made in full by Week 2, Term 1 each year (or within four weeks of the laptop being issued if after the start of the school year). If a student arrives/leaves part way through the year and current College payments are up-to-date then a refund will be made on a pro-rata basis. If you wish to participate in this program please provide the signed copy of the agreement document along with the first instalment (due no later than Monday 6 November 2017) or provide the school with credit card details in order to establish an automatic payment plan. The laptop program at Woodvale Secondary College has received extremely positive reviews from external review teams with regard to how these devices are used in the classroom to improve educational outcomes for students. The technical support team work extremely hard at sourcing a device that is affordable to parents, meets the curriculum requirements of teachers in regard to technical specifications and is robust enough to withstand the day-to-day use by students. Government rules state that the devices purchased by the College must come from a reseller who is on a government contract. These resellers/suppliers meet certain requirements such as keeping spare parts for up to five years. The resellers/suppliers do not sell consumer models to schools (models often sold in retail outlets). Schools purchase business-standard units. These business units are supplied with batteries to last a school day, sufficient processing speed to handle future requirements, more robust cases for strength but light weight for easy movement to and from school, stronger components inside and at least three years onsite warranties (not one year return to base). If the school was to purchase cheaper computers, most would run out of power half way through the day and we would predict that the breakage rate would be high and consequently, unmanageable. Our recent research indicates that teachers want students to have a full laptop (in order to run government/school supplied software) as well as touch screen capability for writing. The low-end tablets (eg ipad) do not meet these needs and in fact are almost as expensive as a full laptop. The College IT staff have evaluated new laptops on the government contracts and all devices considered suitable fall in the price range of $1200 to $1800. The College s purchasing power can reduce price. In order to keep costs for parents to a minimum, the College buys computers from a supplier and then hires them to parents with a per year/term payment for three years. At the end of the lease, parents are usually given the opportunity to purchase the laptop by paying a residual amount. Some schools are employing a different approach whereby parents are asked to directly purchase or lease a school-selected model from a private reseller. Typically in schools with a BYOD program the school is specifying a device or range of devices that parents must purchase/lease. Unfortunately, this method adds approximately 50% to the cost of each computer. For example, resellers are offering a typical Apple 13inch Mac for the cost of $1900 with insurance if purchased upfront and $2556 if leased over 36 months these laptops come with no extra software and an insurance excess of $150. Similar prices are seen for higher end Windows devices also. We know from feedback received from other schools that our program of student laptops has been one of the most successful, not only in making improvements to learning outcomes but also in the level of responsible behaviour shown by students in regard to use and care of their devices. This is why we have continued with a model whereby the College provides the device. Not only does such a system reduce cost to parents, it helps reduce many issues for teachers in the classroom and provides students with a consistent environment in which to work. All but two or three students within the College have taken up this program. 4 Woodvale Acceptable Use of ICT Policy The use of ICT at Woodvale College is incorporated into almost every aspect of our teaching and learning program. At Woodvale we believe that it is important for our students to develop the skills necessary to become responsible, reliable and respectful users of ICT. At Woodvale, we expect each student to demonstrate a high standard of behaviour whilst making use of ICT equipment and on the internet. This relates to information and web sites students choose to access, the language they use and appropriate use of equipment. If students choose not to be responsible consequences will be applied. Responsibilities of the student and parent a) General Use The student must bring the notebook fully charged to the College every day stored in its case. The student must take care of the notebook in accordance with College guidelines. The notebook must be kept safe. It must be kept away from contact with food and liquid. If being picked up by a parent, the notebook should be placed in the boot of a car or hidden from sight. Each student is the custodian of one notebook and is to be used only by that student. The notebook is not to be loaned to anyone else. Students are not to deface the computers with pens, engravings or any other marks. Students will not be permitted to attach an external mouse to the device in the first 6 months of use. Students are to back up all data securely. All school work should be backed up to the College online storage system. All personal data including photographs or music should be backed up to an external storage device. Students must be aware that the contents of the notebook may be deleted and the storage media reformatted in the course of repairs. The IT department are not responsible for backing up personal data. Always completely discharge the notebook battery once per week. Completely shut down the notebook at least once per week. Think twice before shutting the screen is there something on the keyboard. Ensure USB device connectors and headphone jacks are safe from damage. Take regular breaks when using the notebook for extended periods of time. Report any issues with the device to ICT staff the same day (or next day if at home). b) Damage or loss of equipment The College will organise warranty and repair work on faulty notebooks. Loan notebooks may be available to students while their notebook is in for repair. If a notebook needs to be replaced, it is replaced with one of similar or older age. All notebooks and batteries are covered by a manufacturer s warranty for three years. The warranty covers manufacturer s defects and normal use of the notebook. It does not cover either accidental or deliberate damage. Insurance organised through the state insurer, Riskcover, will cover accidental damage provided reasonable care has been taken and the notebooks have been used in accordance with the College s Acceptable Use policy. Riskcover have advised the College that they would be reluctant to replace a second lost, stolen or damaged notebook for a student, regardless of the cause of the loss or damage. Any loss, damage or theft should be reported to the ICT Support team as soon as possible. If theft occurs outside of the school, it must be reported to police by the family and an incident report number provided to the school for insurance purposes. Any damage or loss that is deemed wilful or negligent and is not covered by insurance will be the responsibility of the parent, and costs will be recovered from the parent by the school. In the case of loss or accidental damage a witnessed statutory declaration signed by a parent/carer should be provided to the College. Students will be required to replace lost or damaged chargers. c) Stealing The school respects copyright laws and expects students to do the same. The notebook is not to be used for illegally downloading or copying software, games, music, video or other material. There must be no illegal peer-to-peer file-sharing using BitTorrent or other means. You must not present the work of others as your own. d) Games and music Playing games, listening to music, watching video, accessing websites not relevant to the lesson, or any other activity on the notebook which is a distraction will not be tolerated during class time. This policy will be monitored by the class teacher and remotely by other staff, and action will be taken if this policy is breached. The extent to which the student conducts these activities at home is the decision of the parent, but it is to be remembered the notebook is primarily an educational tool. The student is expected to make their password available to their parent if the parent needs to examine the notebook. e) Internet Use and Safety Students and parents need to be aware of and abide by the Department of Education Students Online Use policy located at The basic policy guidelines are outlined below: Never reveal personal information, addresses, phone numbers or those of fellow students and staff via the notebooks or school network. Do not use your notebook to access inappropriate websites. 4
5 Students will not circumvent school Internet access control systems/settings (including using proxy anonymizers) to access unauthorised web sites. Students will not harass, threaten, intimidate or attack others, either through , social network sites, chat sites or other electronic means. If you become victim to this sort of behaviour, inform your parents and the school immediately. Parents and guardians will be responsible for appropriate and safe use of the internet at home. Internet use is monitored by the College by our filter system both at home and at school. f) Privacy Do not store anything on the notebook that you are not prepared to share with staff or your parents. Student activity on the notebooks can be monitored at any time at school using monitoring software, and this may include remotely viewing and taking control of the desktop. School staff may request access to the notebook, including access to the Internet browser history, logs, caches and files and programs stored on the notebook. Staff may also install or delete software. The school cannot monitor use of the notebook outside of the school (except internet use), and it is the responsibility of the parent to ensure it is used appropriately at home. All material on the notebook is subject to review by College staff. If there is a police request, WA DoE will provide access to the notebook and personal network holdings associated with the use of the notebook. g) Specific Onsite College Rules The notebook will be kept in each student s possession at all times while at school or secured in a locker or locked room or managed appropriately in physical education lessons. Care will be taken to prevent the notebook from damage, and must be kept in its protective case when not in use and the case needs to be placed into a suitable school bag large enough to easily hold the notebook (small backpacks and handbags will not be considered a suitable school bag). The notebook is not to be carried independently from classroom to classroom or to and from home it must be in a school bag. The lid of the notebook must be closed when carrying it in a classroom. Teachers must be given access to the notebook when required. The notebooks are not to be used during morning or lunch breaks (unless in a classroom or library with teacher approval). The College technicians will only provide support before school, during recess, lunch time and after school before 4pm. Each teacher will establish rules for use in their own classroom. These are to be adhered to by all students. Checking of in class will only be permitted under teacher direction. Game playing, social internet browsing and indiscriminate communication across the campus will not be tolerated. All students will require their own earphones for use with the computer. Earphone use will only be permitted for College related work. Lockers will only be provided to upper College students who have requested them earlier in the year. If notebooks are being stored in the lockers then the locker needs to be secured with a good quality padlock. The notebooks are not to be left in the lockers over-night. Printing will be supervised by the teacher in charge of the learning area in which the student wishes to print materials. Students must arrange for printing to be conducted during class time or at another time convenient to the classroom teacher. Access to printers is under the direction of each classroom teacher. Students should minimize printing at all times by PRINT-PREVIEWING, EDITING on screen and SPELL CHECKING before printing to printers. Students will need to be aware of the printing device closest to their location students must access printers in the learning area building close to them. On the detection of a virus or the suspicion of a viral infection, the student must inform their teacher who will make contact with the College technician or the student must make contact with the technician first thing in the morning if detected the previous evening. Sanctions Sanctions for violation of this policy will include the following measures - For issues related to the notebook not being brought to school, not being charged for use, mistreated or transported poorly; temporary or permanent withdrawal of the student from the notebook program is to apply. The application of normal behaviour management policies will also apply. For issues related to inappropriate use (eg playing of games, use without permission) normal behaviour management policies will apply. In cases of inappropriate storage of materials the notebook will be re-imaged and normal behaviour management policies will apply. In each of these cases parents will be contacted in order to inform them of the situation. In some circumstance the principal may decide to initiate procedures for lost or stolen notebooks. Take Home Rights In some cases and/or sometimes it will not be possible for a student to take the notebook home. In this case, each student is to return their notebook to the library at the end of the day for overnight storage. They will be required to pick up their notebook before school each day. 5
