1 ENERGY PERMIT SUMMARY REPORT PRIVATE BUILDING CONSTRUCTION The Energy Permit Summary report contains detailed building permit data by category for all 58 counties and reporting cities pertaining to change-outs and solar installations. The summarized version by county of the Energy Permit Summary is released with the monthly CCR, but detailed versions of this report (as seen in the following sample) are available upon request. 3 CIRB California Energy Permit Summary Proposed Definitions New Single Family Dwellings I. Single Family Housing This definition encompasses detached, semi detached, rowhouse and townhouse units. Rowhouses and townhouses are included when an unbroken ground to roof party or firewall separates each unit from the adjacent unit. Condominiums are included in single family when they are of zerolot line or zero property line construction; when units are separated by an air space; or, when an unbroken ground to roof party or firewall separates units. New housing permits can be used as a possible baseline to determine the installation of new /mechanical systems that are otherwise not indicated with a separate permit. (Heating, Ventilating, Air Conditioning) I. Change Out // A change out of an system (also referred to by CalCERTS s 2013 Updates as an Altered Space Conditioning System ) is defined by whether the change out involves or affects refrigerant containing components; including ductwork in an un conditioned space, a furnace or FAU, or an AC Condenser or Evaporator Coil. A compressor replacement is not considered a repair by the 2013 standards and will not be included in the scope of this report. This report includes calculations of the equipment changeouts based upon the descriptions found in the Title 24, California Code of Regulations. II. Each permit indicating one or multiple equipment types will be counted as one permit, located in the Change Out category. If the permit encompasses more than one change out, the calculations will be reflected in the Change Out category. / This category is designated for the unidentified residential or non residential mechanical work on building permits which simply list the construction as. work can include, but is not limited to, construction performed on a structure s cooling, heating or exhaust system(s). Solar Installations I. / (solar) installations are defined here as systems or arrangements of electrical components which utilize and maintain sunlight as a power source. Solar permits and valuations in this report include installations of photovoltaic modules, or solar panels, on both residential and non residential structures. describing solar plants or large solar arrays exceeding $1 million in value are included in the Public Works category of our CHF CIRB Detailed Non Residential Report. 4 Limitations of the CIRB Energy Permit Summary: All information included in this report is received directly from statewide jurisdictions and municipalities in their own unique reporting formats and styles. CIRB interprets this received data to meet the criteria established by our reporting standards and capabilities. Because the majority of incoming building permit reports do not distinguish residential from commercial energy projects, The CIRB California Energy Permit Summary will not separate and Solar categories by Residential and Non Residential change outs or installations. Calculations located in the / categories are described as such on the city/county building reports with no additional detail or indications of construction. While permits may indicate change outs, it is not of our knowledge or understanding to conclude that in our research.
