3 1. Outage Management System 1.1. Overall Objective UPSLDC has initiated implementation of a web-based application for managing outages (shutdowns) of transmission network elements for maintenance or other purposes. This system will facilitate UPSLDC in receiving shutdown requests from division offices, processing and approving such requests, generating code for shutdown, restoration and keeping track of elements which are out of service at any specific instance. The following Transmission Elements are to be covered in this system (1) Lines, (2) Transformers, (3) Circuit Breakers, (4) Reactors, (5) Bus, (6) Bus couplers & Transfer Bus Coupler Outage Categories The following are four types of outages/shutdowns incorporated in the system: Arranged shutdown, Tripping, Emergency shutdown and Work Permit Division User Responsibilities ASD ESD Tripping Work Permit Step 1 Step 1 Step 1 Step 1 Creating new outage request Creating request for shutdown code Creating request for restoration code Creating request for work permit Step 2 Receive information on approval of outage Step 2 Receiving code for outage & entering outage details Step 5 Step 2 Receiving code for restoration & entering restoration details Step 2 Receiving information on work permit Step 3 Step 3 Creating request for shutdown code Creating request for restoration code Step 6 Step 4 Receiving code for outage & entering outage details Step 4 Receiving code for restoration & entering restoration details Step 5 Creating request for restoration code Step 6 Receiving code for restoration & entering restoration details Page 2
4 2. Arranged Shutdown Process 2.1. Step-1: Creating New Outage Request 1. Upon login from Division User ID, user would be directed to outage module home page. Click on the Create New Request as shown below 2. Select Type of Equipment, Voltage Level for which request is to be created and proceed to next page. Select Substation from the Dropdown menu and fill up the Start Date & Time (request can be created only 5 days in advance) and End Date & Time for Outage. 3. Division user can take shutdown for multiple time lines as mentioned below Page 3
5 4. Select element(s) and proceed to next page. 5. Click on Enter Outage to fill-up details of request and submit the Application (User can review the application by clicking Review Application ). Page 4
6 6. Division user also is required to upload relevant documents like Discom approval by selecting Upload New Document 7. Select document to upload 2.2. Step-2: Receive information on approval of outage from SLDC/ALDC 1. Division Users would receive information on approval of outage requests through , SMS & Messages in the Outage Management System dashboard. Page 5
7 2.3. Step-3: Option to Review draft/submitted/approved applications 1. Division user needs to select Application from the menu and the select the appropriate option to review the draft/submitted/approved applications 2. Review Draft Applications by selecting process Page 6
8 3. Review submitted Applications & option to withdraw submitted application 4. Provide reasons for withdraw & submit 5. Review submitted applications & option to withdraw the same 6. Provide reasons for withdraw & submit 2.4. Step-3: Creating request for shutdown code 1. Division Users would be able to see requests once they are approved from SLDC/ALDC. Click on Request for Shutdown Code to request for code for Shutdown. Page 7
9 2. Enter the Anticipated Shutdown Time and submit Step-4: Receiving codes & entering outage details 1. Login from Division User ID, Click as shown below to view Code granted by SLDC and ALDC. Page 8
10 2. Enter the actual time of shutdown to complete this process Step-5: Creating request for Restoration code 1. Division users shall raise request for restoration before restoring the element taken for outage. Click on Request for Restoration Code to request for code for restoration. Page 9
11 2. Enter the Anticipated restoration Time and submit Step-6: Receiving code for restoration & entering restoration details 1. Login from Division User ID, Click as shown below to view Code granted by SLDC and ALDC. Page 10

13 3. Emergency Shutdown Process 3.1. Step-1: Creating request for shutdown 1. Division Users need to click on Request for Shutdown Code to request for code for Shutdown under Emergency shutdown. 2. Select Type of Equipment, Voltage Level for which request is to be created and proceed to next page. Select Substation from the Dropdown menu and fill up the Emergency shut down Date & Time and Anticipated restoration Date & Time for Outage. 3. Select element(s) and proceed to next page. Page 12
14 4. Select reason for shutdown & submit application 3.2. Step-2: Receiving codes & entering outage details 1. Login from Division User ID, Click as shown below to view Code granted by SLDC and ALDC. 2. Enter actual outage details & submit Page 13
15 3.3. Step-3: Creating request for Restoration code 1. Division users shall raise request for restoration before restoring the element taken for outage. Click on Request for Restoration Code under Emergency shutdown to request for code for restoration. 2. Enter anticipated restoration date & time and submit form Page 14
16 3.4. Step-4: Receiving code for restoration & entering restoration details 1. Login from Division User ID, Click as shown below to view Code granted by SLDC and ALDC. 2. Enter actual restoration date & time Page 15

18 4. Tripping 4.1. Step-1: Creating request for Restoration code 1. Division users shall raise request for restoration before restoring the element taken for outage. Click on Request for Restoration Code under tripping to request for code for restoration. 2. Select Type of Equipment, Voltage Level for which request is to be created and proceed to next page. Select Substation from the Dropdown menu and fill up the tripping Date & Time and Anticipated restoration Date & Time for tripping. 3. Select elements & click next Page 17
19 4. Enter reason for tripping & other checklist and submit 4.2. Step-2: Receiving code for restoration & entering restoration details 1. Login from Division User ID, Click as shown below to view Code granted by SLDC and ALDC. 2. Enter actual restoration date & time and submit Page 18

21 5. Process for Work permit 5.1. Step-1: Creating request for Work permit 1. Division users shall raise request for work permit. Click on Create new request under Work permit. 2. Select Type of Equipment, Voltage Level for which request is to be created and proceed to next page. Select Substation from the Dropdown menu and fill up the tripping Date & Time and Anticipated restoration Date & Time for tripping. 3. Select element for which work permit is requested & click next Page 20
22 4. Enter details of work to be undertaken and select appropriate check boxes and submit 5.2. Step-2: Receiving information of approval of work permit and entering actual time 1. Login from Division User ID, Click as shown below to view Code granted by SLDC and ALDC. 2. Enter actual start date & time and actual end date & time and submit the form Page 21
23 6. Reports 6.1. Report Types Following types of reports are available for Division user: 1. Running Outages 2. Completed Outages 3. Approved codes Division user can access reports on the various outages by accessing the following option in the Division dashboard 6.2. Report generation process 1. Division user can access the respective report by selecting from the menu. For illustration, report for approved codes is done as follows: Page 22
24 2. Select from date & to date, substation, voltage & outage type to generate the customized report 3. Report will be displayed after clicking on show data Page 23
25 7. Transmission Elements 7.1. Add/Edit Transmission elements 1. Division user can add/edit transmission elements in their Division. Select transmission elements option in the menu 2. Select substation 3. For modifying information of any element shown, click on the Enter Remarks and please fill in the remarks. Save the remarks. E.g. a. Transformer has been upgraded to 63MVA (132KV/33KV) b. Any correction in Voltage Level, Line Name or details of breaker, coupler, reactor etc. appearing. c. Maintenance Division of Line to be modified or 2 nd maintenance division to be added 4. For adding any new element not appearing in the list, record the comments in the Remarks box at the end of the page. a. Change of name of sub-station or division to be changed Page 24
26 b. Add new transformer, line, bus, coupler, breaker or reactor (please record all the details for each element as shown in the tables) Page 25
