1 SUPPLEMENTARY AGENDA POINTS FOR 496-OCC MEETING SA-1. GUJARAT ADDITIONAL AGENDA ITEMS: Chief Engineer, SLDC Gujarat vide mail dated requested to discuss the following additional points in the Agenda of 496 th OCCM being held on For implementation of automatic switching OFF 400 KV bus reactors in the PGCIL S/S in Gujarat network wherever in service based on voltage level (405 KV) KV ICTs Tap changing as per system requirement at all the Power Grid owned S/S in Gujarat system to maintain downstream voltage. 3. In/Out status indication in SCADA of the A/R switch of all the interstate lines is to be integrated in SCADA for monitoring purpose. 4. URTDSM project it is observed that under this project, PMU S are being installed on 400 KV system only. GETCO S requirement PMU on 220 KV system for analysis of incident in 220 KV system. Matter shall be taken up with implementing Nodal agency. SA-2. : MAPPING OF FEEDERS WIRED UNDER AUFLS IN SCADA-ITEM FROM NPC. Background: In the 4 th, 5 th & 6 th NPC meetings, the feeders/lines mapping of the Feeders / Lines covered under AUFLS, on SCADA systems of SLDC's/RLDC's was discussed, wherein NPC have desired that monitoring of the feeders / loads under the AUFLS shall be done at SLDC's / RLDC's, so as to ascertain that the desired results are ensured during the events, frequency falling below the AUFLS frequency settings. In the 6 th NPC meeting it was informed that SR has already achieved mapping of 84% of loads/ feeders on the SCADA system & online feedback of tripping of these feeders during frequency falling below the AUFLS settings, is available at SRLDC. In NR the exercise/process of mapping such feeders into the SCADA system has started. In the 6 th
2 NPC meeting it was therefore desired that all the loads/feeders wired under the AUFLS is monitored in Western Region also and the progress be submitted to NPC. A list of feeders/loads implemented under AUFLS in WR was compiled at WRPC in 2014 and same was uploaded on website of WRPC under news section and PCM Minutes section. Constituents / States were requested to initiate the process of mapping these feeders in the SCADA System & the data should be made available to WRLDC. States were requested to update the list of feeders under AUFLS and intimate the feeders which have already been mapped in their SCADA System and are being monitored on line by them. Also constraints, if any, faced in mapping AUFLS feeders in their SCADA System may be intimated. In 493 rd OCC meeting it was decided that list of feeders connected with AUFLS, available with WRPC/WRLDC be sent to all SLDC s by WRPC. SLDCs shall update the same and send the updated list of AUFLS feeders to WRPC/WRLDC. Based on the updated list of AUFLS feeders the States shall intimate the feeders that are already telemetered and the feeders that can be telemetered and made available on WRLDC SCADA. Further SLDCs shall identify such substation where SCADA communication is available and AUFLS feeders emanates from these sub stations and take up mapping of these feeders for monitoring through SCADA in first phase by providing necessary hardware. All other AUFLS feeders emanating from substations where SCADA communication is not available shall be taken up for monitoring on SCADA system thereafter in second phase. The update on above shall be compiled by SLDCs and submitted to WRPC/WRLDC at the earliest. Subsequently WRPC sent the list of feeders connected with AUFLS, available with WRPC/WRLDC on The matter was further discussed during 494 th OCC meeting & SLDCs agreed to update. The updated list from SLDC s was not received. Hence SLDCs were again requested to expedite the same. 495 th OCC: Member Secretary (I/c), WRPC informed that in OCC held in Dec 20 at Dahanu TPS, following was decided:
3 If there is a SCADA coverage at sub stations where AUFLS feeders are connected, tripping bit can be telemetered to SLDC/RLDC. Where existing SCADA telemetry is not there then, utilities may plan for providing the necessary hardware and map the feeders for SCADA telemetry. Thereafter he queried the progress on same. CE,SLDC,MSETCL informed that SCADA coverage in Maharashtra network is only upto 220 kv ring. 132 kv and below network is not under SCADA coverage. Majority of loads are in 11 kv side for AUFLS. Hence unless there is a complete coverage of 132 kv/66 kv/33 kv networks, this availability of AUFLS data on SCADA network is not possible. However, very few loads are at 220 kv substation (on lower kv like 33 kv/11 kv) and SCADA, if exists, at such 220 kv substation can be mapped to control room. Gujarat, MP, Chhattisgarh SLDC representatives endorsed the news of CE,SLDC,MSETCL. Therefore OCC recommended the following: (1). Data of feeder wise AUFLS mapping is available and sent to WRPC. Changes are periodically modified. As such NPC requirement is fulfilled. (2). Fibre optic connectivity for all stations upto 132 kv level for states is being prepared at national level for which states have sent the data for DPR. Once that project is implemented, AUFLS real time feeder wise positions can be captured in SCADA. SA-3.: INSPECTION OF AUFLS Member Secretary (I/c), WRPC stated that as decided in the 31 st WRPC meeting held on , at item no 11, the aspect of testing/inspections of the AUFLS was discussed and no compliance from Discoms/SLDCs have been received. He requested that SLDCs shall collect the data of self certification by Discoms/STUs and inspection carried out by intra-circles of Discoms/STUs and submit to WRPC immediately (within days). Also as decided in 478 th OCC meeting, the STUs were required to self certify the healthiness of the
4 UFRs under their jurisdiction and submit the same to WRPC. He requested SLDCs to coordinate for the same and submit the data to WRPC. SA-4. WEB PORTAL ON WEATHER INFORMATION FOR POWER SECTOR As per the MoU signed between Earth System Science Organisation-India Metrological Dept. (ESSO-IMD), Ministry of Earth Sciences and Power System Operation Corporation Ltd.(POSOCO), Weather Website of Western Region has been made operational w.e.f The Link is The objective of MoU was to use the weather information provided by ESSO-IMD by Power System Operators across India for better management of Indian Power System and for the purpose of analysis. The data available is useful for both real time load management (radar imagery) as well day ahead and term ahead load/generation planning (through meteograms). It was reported by M/s Sterlite that towers have collapsed/partially damaged at 5 locations and is yet to assess the damage in totality and tentative restoration plan of this line is to yet be received from Sterlite. PGCIL intimated that tower collapsed in one location and 765kV Bina-Gwalior-3 will be restored within a week and tentatively expected by
7 PGCIL and Sterlite are requested to submit the plan and expedite the restoration of the lines. Though there has not been any load generation loss reported, considering the severity of tripping, the incidents may be deliberated and members may give their opinion for taking precautionary steps to ensure future preparedness for such natural calamities. *****************
