Consideration of a Letter of Design Approval for Exterior Modifications to an Existing Residence Located at 337 Herod Street, as Requested by Adam West, the Property Owner. 5. Adjournment. NOTICE OF ASSISTANCE AT THE PUBLIC MEETINGS The Lewisville City Hall & Community Development Conference Room are wheelchair accessible. Access to the building and special parking are available at the front entrance along Church Street. 2 Minutes Old Town Design Review Committee March 27, 2017 Item 1: The Old Town Design Review Committee was called to order at 4:07 p.m. with the following members present: Casey Dunn, Sharon Ellis, Andrea Fowler, Doug Killough and Advising Architect Bill Peck. Member Amanda Ferguson was absent. Staff present: Richard Luedke, Planning Manager; June Sin, Planner; and Jonathan Beckham, Planner. Item 2: The second item on the agenda was the approval of the minutes from the March 13, 2017 meeting. A motion was made by Doug Killough and seconded by Andrea Fowler to approve the minutes. The motion passed unanimously (4-0). Item 3: The third item was Consideration of a Letter of Design Approval for a Monument Sign and a Window Sign for Lewisville Convention & Visitors Bureau, Located at 247 West Main Street, as Requested by Phyllis Cox, on Behalf of the City of Lewisville. City of Lewisville Marketing and Tourism staff James Kunke and Phyllis Cox were present and gave a brief presentation detailing the reasoning behind the monument sign. There was continued discussion regarding the surrounding area of the sign and how its design fit into Old Town, particularly its proximity to the MCL Grand. The applicant agreed to incorporate some design features of the MCL Grand, and the Committee agreed to allow the natural jagged stone center piece. A motion was made by Doug Killough and seconded by Andrea Fowler to approve the red brick and jagged edge natural stone monument sign and window sign as presented. The motion passed unanimously (4-0). Item 4: The fourth item was Consideration of a Letter of Design Approval for Exterior Modifications to an Existing Building Located at 230 W. Main Street, as Requested by Steve Koehler on Behalf of John Russ Hopkin, the Property Owner. Staff gave a brief presentation indicating the design choices the applicant wishes to implement on the existing building. The applicant, Steve Koehler, was present to answer any questions the committee had.
3 Page 2 Minutes - Old Town Design Review Committee March 27, 2017 There was a brief discussion regarding the windows and window frames colors. A motion was made by Casey Dunn and seconded by Doug Killough to approve the exterior modifications as presented. The motion passed unanimously (4-0). Item 5: The fifth item on the agenda was Consideration of a Letter of Design Approval for Modifications to the Northern Elevation for a proposed mixed use building located at 251 S. Mill Street, as requested by Henry Rahmani, on behalf of HAT Group, LLC. the property owner. Staff gave a brief presentation detailing the changes that have been made to the northern elevation of the building. Henry Rahmani, the applicant, was present and discussed his decision to add more exterior brick embellishments and to sprinkler the building to allow additional windows. A motion was made by Doug Killough and seconded by Andrea Fowler to approve the modifications as presented. The motion passed unanimously (4-0). Item 6: The final item on the agenda was Consideration of a Letter of Design Approval for a New Window Sign for Main Street Mercantile, Located at 156 W. Main Street, as Requested by Ronda Owens the Business Owner Staff gave a brief presentation discussing the placement of the new window sign, and the removal of two existing window signs. A motion was made by Andrea Fowler and seconded by Doug Killough to approve the new window sign. The motion passed unanimously (4-0). 4 STAFF REPORT TO: FROM: Old Town Design Review Committee June Sin, Planner DATE: April 10, 2017 SUBJECT: Consideration of a Letter of Design Approval for a Monument Sign for Lewisville Convention & Visitors Bureau, Located at 247 West Main Street, as Requested by James Kunke, on Behalf of the City of Lewisville. BACKGROUND The property is located at the northeast corner of W. Church Street and W. Main Street. In 2016, The City of Lewisville purchased the building which used to house the LISD Administration Annex. The Lewisville Convention and Visitors Bureau plans to move to this location and erect a new monument sign. The Old Town Design Review Committee approved a monument sign and a door sign on March 27, Since then, the applicant received new information and is seeking approval for an alternative design proposal for the monument sign. ANALYSIS Monument Sign The proposed sign will be a dual purpose sign, displaying a welcome message and the street address. The sign will face the corner of W. Church Street and W. Main Street. The sign will consist of a stone slab sitting on a 24 high base with two columns. The sign will be finished with cultured stone in Texas Cream Color. The letters will be sand blasted into the stone and will be painted black. All the letters will be capitalized and written in a serif font. The sign will read Welcome to Old Town Lewisville, Visitor Information Center and Lewisville Convention & Visitors Bureau. The address will be located at the bottom of the sign. A round metal panel displaying i symbol for information will be installed on the left column. The proposed sign will be a single-sided sign and will be lit with a spotlight on the ground which will be tucked behind landscaping. The sign will be five-feet in height and eight-feet in width. The overall sign area will be 40 square feet. The Old Town Development Ordinance allows one monument sign with maximum sign area of 40 square feet with a maximum height of 4 feet. The Old Town Design Review Committee may approve modifications for sign height. Staff has no objection to the modifications. RECOMMENDATION Staff recommends that the Old Town Design Review Committee grant a letter of design approval for the proposed sign as presented with a modification for sign height.

6 MEMORANDUM TO: FROM: Old Town Design Review Committee James Kunke, Community Relations & Tourism Director DATE: April 6, 2017 SUBJECT: New submittal for monument sign at Visitor Information Center. At its March 27 meeting, Old Town Design Review Committee approved a monument sign for the new Visitor Information Center at 247 W. Main Street, at the western Main-Church merge. Staff is prepared to move forward with construction of that sign as approved. However, new information has come up that has caused staff to bring a second design proposal to OTDRC for consideration. Staff provides routine project updates to members of City Council. After receiving an update on the Visitor Information Center, two Council members independently spoke to the City Manager and questioned the use of red brick for the monument sign. Both asked if stone had been considered instead, and one specifically asked about possibly using the same stone Council approved for new gateway monument signs that will be installed around Lewisville starting this summer. Comments also were made that the brick sign is not visually distinctive as drivers enter the Old Town core, where there are multiple monument signs made of red brick. Based on that feedback, staff is returning to OTDRC with a new sign design proposal. This version has the same shape, dimensions, and content as the brick version previously approved. It replaces the red brick with a smoother stone than was in the original proposal given to OTDRC. An artist s rendering of the sign proposal is provided with this agenda item. The stone used in the rendering is cultured stone in a color called Texas Cream, intended to resemble native Texas limestone. This is the same stone approved by City Council as part of the design of the new gateway monument signs. City staff is asking OTDRC to consider the new sign proposal as an alternative to the brick sign previously approved.

8 STAFF REPORT TO: FROM: Old Town Design Review Committee Jonathan Beckham, Planner DATE: April 10, 2016 SUBJECT: Consideration of a Letter of Design Approval for Exterior Modification to an Existing Building located at 337 Herod Street, as requested by Adam West, the property owner. BACKGROUND The property is located on the southwest corner Herod Street and West College Street. The applicant recently bought this property and is proposing new paint for the existing siding, and new shingles for the roof. ANALYSIS Exterior Modifications The existing building faces Herod Street. The applicant is proposing to paint the siding Mark Twain House Ombra Gray (4004-2A) from the National Trust for Historic Preservation colors (recently renamed Grey Suit). Existing trim and window frames will be white. The applicant is also proposing to reroof the building using a Weatherwood 30 year shingle. RECOMMENDATION Staff recommends that the Old Town Design Review Committee grant a letter of design approval for the exterior building design as proposed.
