2 1.0 Intrductin The Capital Reginal District s (CRD) Reginal Planning department is requesting prpsals fr the develpment f a Reginal Transprtatin Demand Management (TDM) Strategy. The CRD is seeking the cnsulting services f a qualified team t prepare a cmprehensive strategy that: builds n wrk dne t date thrugh the regin s TravelChices Strategy prcess; clarifies the apprpriate rles fr the reginal district in TDM;, identifies pprtunities fr partnerships and funding; recmmends strategies t supprt, and encurages sustainable transprtatin thrughut the regin. The cnsulting team will need t g beynd the basics f cmmute based TDM appraches by addressing measures that can be applied t the full spectrum f trip purpses. We wish t craft a reginal level strategy that recgnizes and addresses the diversity f cmmunities thrughut this regin, underscring the different needs and capacities f rural, urban, and electral area cmmunities. The strategy shuld extend beynd cngestin cncerns int issues relating t health, access and equity issues fr an aging ppulatin, climate change and ecnmic sustainability. 1.1 Study Area The study area includes the jurisdictinal bundaries f the Capital Reginal District which includes the thirteen member municipalities and three electral areas. The CRD encmpasses an area f 245,593 hectares, the majrity f which is cntained within the Juan de Fuca electral area. The study area has a ppulatin f apprximately 364,108, with the majrity f the ppulatin residing within the District f Saanich and the City f Victria. The annual grwth rate fr the regin has averaged 1% ver the last 10 years; hwever, there is cnsiderable variatin in the average annual rates amng the sub regins, with the West Shre cmmunities attracting tw t three times the verall reginal rate f grwth. 1.2 The Prject The Capital Reginal District requires the develpment f a cmprehensive Transprtatin Demand Management Strategy as part f a wide range f initiatives t shift travel behavir frm autmbile dependency tward mre sustainable mdes such as shared vehicle, public transit, walking and cycling. The main purpse f the CRD Transprtatin Demand Management Strategy is t establish a reginal framewrk fr TDM that links and respnds directly t ur visin fr a sustainable, livable regin. The TDM Strategy fr the CRD will prvide pprtunities fr the regin, the member municipalities, and majr emplyers t increase the effectiveness f existing prgrams and fr the implementatin f new prgrams. The CRD is lking fr guidance n addressing a number f unique and nt s unique challenges facing the regin that wuld require the cnsulting team t lk beynd a basic cmmuter riented TDM prgram and cnsider the fllwing: CRD TDM RFP September 1,

3 Climate change. Hw can TDM strategies help t reduce GHG emissins and supprt cmmunities wrking twards carbn neutrality r energy efficiency? What strategies shuld the regin supprt t prepare fr a peak il envirnment? Land use planning. Hw can TDM strategies be used t better supprt cmpact and cmplete cmmunities, centre develpment, transit riented develpment (versus just transit adjacent develpment) and ther grwth patterns identified in the RGS. The regin als attracts and accmmdates amenity riented migrants t this regin wh seek ut unique, rural and waterfrnt riented residential areas. These lcatins are challenging t address thrugh cnventinal, urban riented TDM appraches, hwever, many residents are seeking alternatives t single ccupant vehicle travel. Scial sustainability. Recent ppulatin and demgraphic prjectins shw a changing regin with significant increases in the ver 65 age chrts ver the next 30 years. While cmmuter riented travel will remain a pririty ver the next decade the TDM strategy will need t cnsider a much brader range f travel needs that extend beynd the cmmute trip and address quality f life bjectives and meet the needs f senirs and nn drivers as a way t ensure independence and equity. Ecnmic Sustainability: Is there a rle fr TDM in mre business and turism ventures? Can TDM play a rle in enhancing/supprting turism in this regin? Des supprt fr TDM help mre cnventinal gds mvement activities? What range f appraches might be applicable t this regin? T this end, the prject will require the cnsulting team t: Review existing prgrams and plicies t assess their effectiveness and benefits t the regin as a whle, review and recmmend prgrams frm ther jurisdictins which can be adpted by the CRD; Design a cnsultatin prcess t btain input frm member municipalities, electral areas, key stakehlders and relevant transprtatin rganizatins; Identify apprpriate TDM rles and respnsibilities fr the CRD; Develp and recmmend regin wide initiatives and strategies: Prepare a cmprehensive reprt abut initiatives and strategies and develp an actin/prject pririty fr implementing these recmmendatins. Prepare a resurce guide r tlkit t assist the member municipalities and electral area cmmunities t mve frward n TDM initiatives relevant t their cmmunity needs; 1.3 Reginal Planning Cntext The CRD has develped a number f plans and strategic dcuments which may infrm the develpment f the reginal TDM strategy. They include: The Reginal Grwth Strategy (RGS) apprved by the Bard in 2003 and which prvides guidelines t direct grwth tward sustainable develpment. One f the key RGS CRD TDM RFP September 1,

4 initiatives is reasnable and affrdable travel chices resulting frm a balanced transprtatin system which supprts alternatives t autmbile use. Travel Chices is the CRD s lng range transprtatin plan, apprved by the CRD Bard in 2005 and cntains targets t significantly increase the prprtin and number f residents using sustainable means f travel. A TDM Sub Cmmittee f the TravelChices Select Cmmittee was frmed in 2007 and delivered a reprt in April 2008 titled A Reginal TDM Strategy fr the CRD Recmmendatins n Scpe and Strategic Directin. This reprt develps a framewrk fr a reginal TDM strategy with a number f plicy and strategy recmmendatins. A summary f the reprt recmmendatins is in Appendix A. The CRD initiated the Reginal Pedestrian and Cycling Master Plan this year. The cnsultants are in the early phases f the prject. The TravelChices Strategy established mdest mde share targets designed t accmmdate a significant share f the prjected ppulatin within the existing transprtatin netwrk. (Nte the mde share targets were established well befre Bill 27 and the prvincial GHG emissin reductin targets, and transit targets, were established). CRD TDM RFP September 1,

5 2.0 GENERAL SCOPE OF WORK 2.1 Tasks Stage I Backgrund Research The cnsulting team s rle in this prject will be first t: a.) Cmpile and analyze existing dcuments, including: The Reginal Grwth Strategy The TravelChices Strategy & relevant wrking papers The TravelChices Select Sub Cmmittee reprt n TDM Municipal & Electral Area OCPs and transprtatin plans (The CRD will supply all CRD prduced dcuments t the cnsulting team) b.) Cmplete the inventry f existing reginal and municipal plicies, guidelines and regulatins which supprt the peratin and implementatin f TDM initiatives. Staff within the CRD have initiated wrk n the inventry and will supply the infrmatin cllected frm the municipalities t the cnsulting team. The cnsultant will be expected t review the inventry and identify any gaps r needed mdificatins. The cnsultant will cnduct interviews with representatives frm municipalities t identify municipal bjectives and pririties pertaining t TDM; and t assess areas where the CRD can add value. The CRD crdinates a series f meetings with municipal planning directrs the Develpment and Planning Advisry Cmmittee (DPAC) which the cnsulting team will be able t access in this prject. c.) Review and cmpile infrmatin n effective reginal appraches t TDM frm ther jurisdictins in Nrth America and Eurpe which can effectively be adapted t the CRD. Key Stage I Deliverable: Cllate all the abve infrmatin int a Backgrund Reprt and rganized in a way that prvides the fundatin material fr the develpment f the TDM strategy in subsequent phases. Example headings include: histrical cntext, existing cnditins and best practices. Stage II Opprtunities and Challenges Scan Building n the infrmatin gathered in the backgrund research phase, the cnsultant will be asked t crdinate and facilitate reginal discussins regarding the rle that TDM can play in the varius planning disciplines (transprtatin, land use, health, climate change, etc.) and identify areas where a reginal apprach is necessary and apprpriate in mving TDM frward. During this phase, the cnsultant team will explre ptins and pssibilities fr strategy cmpnents, and test the level f interest and supprt. This infrmatin will prvide the necessary framewrk fr the next step in develping a strategy. Key Stage II Deliverables: Interviews r fcus grups with key stakehlders CRD TDM RFP September 1,

6 Prvisin f a wrking paper which captures the pprtunities and challenges and articulates where the CRD can add value t its member municipalities by recmmending a preliminary apprach t the cmpnents f a reginal TDM strategy. Stage III Recmmended Reginal Apprach In this stage, the cnsultant will identify and make recmmendatins fr prgrams, services and measures that are apprpriate fr a CRD TDM Strategy. Althugh this strategy fcuses primarily n establishing the regin s rle in prmting TDM, the recmmendatins must als acknwledge the crucial rle that lcal gvernment plays in supprting the larger visin, and t that end, the strategy shuld assign the area f respnsibility fr each f the cmplementary actins and plicies identified in the plan. The recmmended strategy shuld als include the fllwing cmpnents: Identificatin f strategic partnerships. Identify the required partnerships between the CRD, member municipalities, public sectr rganizatins and private sectr emplyers t implement prgram expansin and the implementatin f new initiatives. Pririties Identificatin. Priritizatin f the strategy cmpnents in cnsideratin f ease f implementatin (easily d able t mre challenging) and expected level f impact n mde share utcmes. Reginal Rles and Respnsibilities. Recmmendatins regarding the apprpriate rle f the CRD in planning, develping, implementing and delivering TDM services, prgrams and measures. Key Stage III Deliverables: Prvisin f a Draft TDM Strategy dcument Presentatin f Findings and review f the Draft plan t stakehlder cmmittees (see Sectin 2.2 fr a descriptin f the available cmmittees) and the Transprtatin and Planning Cmmittee (a Standing Cmmittee f the CRD Bard. Stage IV Implementatin & Actin Plan Upn receiving apprval and supprt fr the draft plan, the cnsultant will identify rder f magnitude csts t implement the identified strategy cmpnents, and make recmmendatins (based n precedents set by ther jurisdictins) n budgets and funding ptins. The actin plan shuld fcus n measures that can be undertaken in the shrt term, under ur current mandate (i.e.: research, infrmatin, educatin) with a view t a medium and ultimately a lnger term apprach that may r may nt require an enhanced capacity, resurces, a pssible change in gvernance, mandate r authrity. 7 The creatin f a final reprt which cllates all f the infrmatin and utcmes f the previus three stages will culminate in a final reprt which will functin as a TDM Strategy. TDM Tlkit / Resurces Guide: In additin t the final reprt, the cnsultant will be tasked with develping a resurce guide, fr member municipalities and ther stakehlders (emplyers, schls, ther service prviders), which prvides practical resurces in supprt f the specific cmpnents identified in the TDM Strategy. The purpse f the tl kit is t give very clear guidance as t the ways and means ur partners can supprt TDM in general, and the reginal TDM Strategy specifically. The Tlkit shuld cntain practical tips, templates and easily transferrable plicies, bylaws r measures. Examples include, but are nt limited t: A travel ptins tl kit describing varius measures which can be implemented in the CRD and directin fr rganizatins wishing t develp a TDM prgram. Varius Hw t guides, as needed r dictated by the ultimate cmpsitin f the TDM Strategy. Sample templates such as emplyee surveys r plicies. Key Stage V Deliverables: Final reprt/ TDM Strategy TDM Tlkit Summary dcument suitable fr Web pst and publicatin as a cncise infrmatin flyer 2.2 Cmmittee Structure The CRD will establish a Prject Steering Cmmittee t guide the prgress f the strategy. The Prject Steering Cmmittee will review prject materials and draft reprts prir t presentatin t the public, any cmmittees and/r the Planning & Transprtatin Cmmittee. The cnsultant will have access t the expertise n tw reginal cmmittees the Reginal Planning Department crdinates: Develpment & Planning Advisry Cmmittee (DPAC) is made up f the Planning Directrs f each f the member municipalities and meets regularly (every 6 weeks). The Inter jurisdictinal Transprtatin Engineering Cmmittee (I Trans) is made up f the regin s transprtatin engineers and als meets with regularity This prject falls under the purview f the Planning and Transprtatin Cmmittee, which is a standing cmmittee f the CRD Bard. 8 3.0 Submissin Requirements 3.1 Persnnel The prpsal must specify the team members wh wuld d the actual wrk, the estimated hurs invlved, charge ut rates, and the qualificatins f these individuals, including a summary f their experience with related wrk. 3.2 Timing and Budget It is anticipated that the prject will cmmence upn awarding the cntract with a prjected cmpletin date within 15 mnths f award f cntract. We anticipate the ttal cst fr this prject will be $65,000 including taxes, disbursements, printing and all ther csts and charges. 3.3 Prpsal Dcument Cmpsitin The fllwing items must be included in the prpsed submissin and will be used as the basis fr evaluatin f the successful prpsal: Qualificatins f the team members, level f effrt and direct experience with transprtatin demand management. Methdlgy a wrk plan including the prpsed methd f accmplishing the tasks identified in the General Scpe f Wrk sectin abve with a timeline fr the prject The ttal cst t cmplete the wrk including all taxes and disbursements Identificatin f relevant firm experience in TDM. Please nte: The successful cnsultants shall have the expertise and experience in undertaking prjects f this nature and will submit evidence f this.
