1 Child Care Services Assciatin Request fr Prpsal Durham PreK Website Prject Summary Child Care Services Assciatin (CCSA) (Agency) is seeking prpsals frm a firm r individual designer/develper (Vendr) t develp ur Durham PreK website t prvide the Durham cmmunity, parents and prviders with infrmatin abut Durham PreK and serve as a parent applicatin prtal. The website design and functin shuld reflect ur psitin in the Durham cmmunity as a nnprfit wrking t ensure affrdable, accessible, high-quality child care fr families as well as an early childhd resurce fr families in Durham with yung children ages 0-5. The gal f this prject is t design the website s cntent int a frmat that will be easily navigated, easily updated, that cntains dwnladable dcuments, and that will psitin the website fr further grwth and develpment in the future. Objective Our primary bjective is t build brand identity, awareness, and interest in Durham PreK. The new website is expected t cnsist f a main Durham PreK site with separate pages as required t incrprate all the cntent and infrmatin fr all the stakehlders. Separate pages may include but nt limited t a parent infrmatin page, parent prtal t ur schlarship database (read paragraph belw fr mre infrmatin and requirements), prvider infrmatin page, teacher infrmatin/resurce page, cmmunity partners page, family resurce page and a research/reprts page. The architecture that is the basis fr the new website must be able t handle increased cntent and additinal features thrugh the use f cntent management system (CMS) templates and add-n cmpnents/plug-ins. Additinally, CCSA is currently in the prcess f building a mdern web applicatin t manage a Durham PreK Schlarship database that will be hsted in a clud envirnment. One f the functins f Durham PreK Schlarship database is t track client applicatins and the assciated data fr these clients. Since the new system is designed t cnsume client applicatin data, a public secured https URL will be available fr which ther systems r websites will link. The styling f this web page will be generic in nature and nt specific t any partner r referring website. In rder t allw partners t create and style their wn client applicatins but still submit data t the system, the new web applicatin will be set up with a REST API. CCSA will be able t prvide a partner with secure access t submit data thrugh the REST API and dcumentatin f what data is expected and required t submit a cmplete applicatin t the system.

2 T be effective, the new web site must be: Easy and intuitive fr users Fresh, mdern and visually pleasing Mbile-friendly Infrmative, cmprehensive, cnsistent Safe and secure Easy t maintain and update Scpe f Services The Vendr must deliver t CCSA a new fully peratinal website based n the fllwing scpe f wrk. Develp a prject plan fr the entire scpe f wrk with input frm CCSA. DESIGN Design f Durham PreK Website (durhamprek.rg and/r durhamprek.cm) t include at a minimum: Cnsistent lk and feel fr the website, including clr schemes and graphic elements t unify the website based n cllabratin with the Agency abut its branding. Prvide tw (2) different design prttypes f a new hme page fr the Agency t cnsider. Then t ensure agreement n the design cncept, the Vendr will design a minimum f five (5) pages as determined by the Agency, based n the selected prttype. The Agency will sign-ff n the design befre the Vendr prceeds with the develpment f the new website. Vendr will prpse a navigatinal layut fr the entire website. The Agency will sign-ff n the design navigatin befre the vendr prceeds. Design must cnfrm t a lk and feel that wrks with mbile and tablet brwsers using respnsive website design (RWD). This is t prvide an ptimal viewing experience easy reading and navigatin with a minimum f resizing, panning, and scrlling acrss a wide range f devices. Website architecture design, including recmmendatin fr use f pen surce sftware, web templates and plug-ins. Website shuld hk int Ggle Analytics and utilize Ggle Webmaster Tls. Website that meets ADA/508 standards cmpliance. Website must display crrectly in all majr brwsers, minimally including IE, Firefx and Chrme, Safari and Opera. Website must link int ur Durham PreK Schlarship database fr parents t submit applicatins. DEVELOPMENT/IMPLEMENTATION f the New Website using the prpsed Cntent Management System (CMS) Install and cnfigure the website CMS sftware.

3 The prpsed CMS must be pen-surce and released under a free sftware license. Develp the Website based n the agreed/signed-ff design. Develp the Website and CMS templates t allw Agency staff t easily update and maintain all website cntent and dcuments. Wrk with designated Agency staff t incrprate CMS permissins and cntent apprval prcesses. Cmplete all ther wrk necessary t develp and fully test the website. Ensure that the website is fully peratinal, withut prblems r brken links. The Agency will signff when satisfied. PORTING - Cnversin f all cntent and dcuments frm the existing website int the new CMS-based website/templates. TRAINING - Prvide Cntent Management System (CMS) training t a minimum f ten (10) Agency staff that will be respnsible fr updating website pages. TIMELINE - Withut delays due t extrardinary circumstances, develpment and deplyment f the new website shuld take place n later than five (5) mnths frm the cntract date. ONE YEAR SUPPORT - Prvide ne (1) year f website and CMS supprt frm the date the new website is live. This invlves 9 am-5 pm, M-F phne supprt and a minimum f 30 remte and nsite supprt hurs in creating new CMS templates, web pages and general supprt as needed. LONG TERM PROPOSAL - Prvide a prpsal fr website supprt, CMS maintenance and hsting beynd year ne (1). Prpsal Submissins Submissins shuld cnsist f the fllwing: Letter f interest Overview and backgrund f the firm r individual submitting this prpsal. Prpsal narrative, including yur understanding f the Scpe f Wrk, yur visin fr the prject website hsting and ther infrmatin yu wuld like t include. Detailed timeline f creatin, implementatin and training. Infrmatin abut the cntent management system (CMS) that will be utilized. This shuld include functinal specs, licensing prvided in prpsal and links t websites that yu have develped that use this CMS prduct. Samples f r links t previus design wrk relevant t this prject. Reference cntacts fr similar prjects. This including names and cntact infrmatin fr individuals wh can speak t the team s qualificatins.

5 Finalist Presentatins Prject finalists may be required t give a presentatin that minimally includes the Vendr s backgrund and experience, verview fr the prpsed, visin fr the new website, and samples frm ther similar prjects. Selectin Criteria Applicants will be judged based n the fllwing criteria: Qualificatins f the design/develpment team Past experience n similar prjects Demnstrable web design skills Vendr s hlistic apprach t Agency s web presence (integratin f scial media, fundraising) References Stability f Firm Ttal cst The successful firm r individual will demnstrate that capacity exists t develp an exciting lk and feel fr the new website, a reasnable prcess fr develpment f the website s infrmatin architecture, and ability t transfer and maintain up-t-date web cntent. Past experience with nn-prfit rganizatins is a plus. Timeline Prpsals are due n later than 12:00 Nn EST, Mnday, January 7, Submissins will be evaluated immediately thereafter.
