3 2. DEFINITIONS 1. The term 'Purchaser' shall mean The Registrar, Anna University, Chennai-25 or his successors or assigns. 2. The term 'Anna University' shall mean the Registrar, Anna University who is in charge of administration of the Institute, or any other Officers authorized by him for the time being to execute contracts relating to the purchase and supply of stores on behalf of the Purchaser. 3. The term 'Contractor' shall mean, firm or company with whom or with which the order for the supply of stores is placed and shall include the Contractor's representatives, heirs, executors and administrators unless excluded by the contract. 4. The term 'Stores' shall mean, what contractor agrees to supply under the contract as specified in the 'Purchase Order'. 5. The term Bidder shall mean firm or company or business organization who competes with others to get the opportunity to supply the tender specified product and provide necessary warranty/service/support during the period mentioned for the stated purpose for a particular amount of money. 6. The term System Integrator (SI) shall mean professional firm or company or business organization that builds computing systems for clients by combining hardware and software products from multiple vendors. Creation of these information systems may include designing, upgrading or building a customized architecture or application, integrating it with new or existing hardware, packaged and customizing software for specific applications. 7. The term 'Purchase Order' shall mean the communication signed on behalf of the Purchaser by an Officer duly authorized, intimating the acceptance on behalf of the Purchaser of the terms and conditions mentioned or referred to in the said communication accepting the Tender or offer of the Contractor for supply of stores. 3

ELIGILITY CRITERIA The Bidders should meet the following Eligibility Criteria to participate in the Tender and should enclose supporting documents for fulfilling the Eligibility in the Technical Bid. It is the responsibility of the Bidder to satisfy the Anna University norms such as genuineness and validity of the document furnished. Bids accompanied by the documents not fulfilling the requirements outlined in this section will be subject to rejection. Sl. No: Minimum Eligibility Criteria Supporting documents to be submitted for fulfilling the Eligibility Criteria Yes or No 1.1 Bidder should be a Registered company in India and existing for the past Five years in India as on Bidder shall be in the business of supply & Installation of the HPC Hybrid Systems at least for the last three years. Registration Certificate should be submitted. 1.2 i. Copy of the Single Purchase Order to the Value of Rs.25 lakhs or above during the last three years for supply & Installation of the HPC Hybrid System. ii. Copy of the purchase orders for a total value of Rs. 75 lakhs or above during the last three years supply & Installation of the HPC Hybrid System. Annual Report including Balance Sheet and Profit & Loss accounts for the last three audited years shall be submitted. The report should highlight the turnover of the company. Address of service centre and list of technical staffs shall be submitted (Name, Designation, and Date of joining the Firm, Proof of employment such as EPF Number, Area of expertise and responsibilities etc.,). 1.3 Bidder should have an average Annual Turnover of at least Rs. 3 Crores in the previous three audited years. The firm should have at least one service Centre at Chennai. The company or tenderer should have service engineers in the relevant field of quoted item. At the Chennai Centre, the firm should have a minimum of 5 certified engineers Bidder should have valid sales tax/tin/service Registration Number. Valid Documents for TIN/Service Registration Number shall be submitted. Copy of the OEM s Certification authorizing the Vendor as local partner/representative in India for the supply, installation and Commissioning of items indicated in the Tender Documents must be enclosed. 1.6 OEM Certification & Undertaking OEM involving with major component of Rackserver for the HPC solution should have expertise and directly involve during deployment of proposed HPC solution & during warranty/amc period. In this regard an undertaking should be produced by the OEM for an authorized Bidder/System Integrator only. Further, the OEM should give undertaking for product support for five years after completion of warranty period directly or through their authorized dealers/vendors. 5

6 1.7 Additional Eligibility Requirement Criteria for HPC Hybrid System OEM should have at least 3 representations through direct or through the authorized bidder in the current list of Bidder/OEM submitting proposals must previously have experience of setting up of Cluster System computer with a minimum of 128 cores in India. The proposals must be accompanied by details of project of similar scale undertaken by the bidder previously Bidder should be a System Integrator (SI) and should have at-least 5 years of HPC experience and have sold various capacities of HPC Systems in the last 5 years as an OEM partner SI/OEM should have implemented clusters with five or more HPC clusters on IB (Infiniband) network in India preferably in Government, Research, and academic institutions SI/OEM should have implemented at least 3 Hybrid Cluster consisting of CPU/GPU based Nodes in Government/Academic Institutions for Scientific research SI should have local office in Chennai with support engineers available anytime for support. Service call registration & co-ordination should be over dedicated mail Id & phone number. Service escalation structure of SI/OEM should be provided The SI must enclose authorization certificates specific to this enquiry from each of the OEMs whose equipment forms part of the offered HPC solution For any third-party items for which the SI may quote, a back to back arrangement with the respective OEM must be in place and evidence for the same must be submitted along with quote The HPC product solution should be in the lowest footprint and the lowest power consumption (Energy Efficient) Bidder (SI) & OEM should not be bankrupt in last 3 years The Bidder (SI) should have valid ISO certification. The bidder should produce documentary support for the above. Only those who satisfy the above criteria are eligible to bid for this tender and will be considered for further participation. 6

7 5. BID PREPARATION AND SUBMISSION The Bid should be submitted in two parts viz., Technical Bid (Envelope-A) and Price Bid (Envelope-B) as explained below. Each bid will be treated and evaluated separately. TECHNICAL BID (ENVELOPE A) The Technical Bid format as given in the Tender shall be filled / typed, signed and stamped on all pages. Any alterations, deletions or overwriting shall be attested with full signature of the authorised signatory. The Technical Bid shall not contain any indications of the Price. The Bid will be summarily rejected, if there is any indication of price in the Technical Bid. The Technical Bid with all the supporting documents must be arranged in the order of requirment.the EMD should then be put in a separate cover and sealed appropriately. The Technical Bid cover should be superscribed as Technical Bid (Envelope-A) for Supply, Installation and Commissioning of HPC Hybrid System, Tender No.AU/CPC-RCC/HPC/ due on at 1.00 p.m. The FROM address and TO Address should be clearly written in the cover otherwise the Bid is liable for rejection. PRICE BID (ENVELOPE B) The Price of all the items as asked in the Tender should be filled in the Price Bid format as giiven in the Tender. The Bid is liable for rejection if Price Bid format is different, Price Bid contains conditional offers partial offers. The Price Bid shall be typed, signed and stamped in all pages by the authorised signatory of the Bidder. Any alterations, deletions or overwriting shall be attested with full signature of the authorised signatory. The Price Bid shall be put in a separate cover (Envelope-B) and sealed appropriately. The Price Bid cover (Envelope B) shall be superscribed as Tender for Supply, Installation and Commissioning of High Performance System (HPC) Hybrid System, Tender No.AU/CPC- RCC/HPC/ due on at 1.00 p.m. The FROM address and TO Address shall be written without fail, otherwise the Price Bid is liable for rejection. 7

8 OUTER COVER The Technical Bid cover including EMD Cover (Envelope-A) and Price Bid cover (Envelope-B) shall then be put in a single outer cover and sealed appropriately by use of sealant. The outer cover shall be superscribed as Supply, Installation and Commissioning of High Performance System (HPC) Hybrid System Tender No: AU/CPC-RCC/HPC/ due on at 1.00 p.m.. The FROM address and TO address shall be written without fail. MODE OF SUBMISSION OF BIDS The Bid should be submitted strictly as specified in the Tender document. The Bids should be submitted to the Convener, Computer Purchase Committee, Ramanujan Computing Centre, Anna University, Chennai on or before the due date and time. If the Bidder prefers to submit the Bid by post, the Bidder should ensure that the Bid reaches the Convener, Computer Purchase Committee, Ramanujan Computing Centre, Anna University, Chennai on or before the due date and time. Anna University will not be liable or responsible for any postal delay or any other delay whatsoever. If any Bid is received after due date and time or unsealed or disorderly submitted or received by Facsimiles (FAX), the Bid will be treated as non-responsive. MODIFICATION AND WITHDRAWAL OF BIDS The Bids once submitted cannot be modified or amended or withdrawn. No documents would be supplemented after submission of Bids. EMD The EMD amount as specified in the Tender Data Sheet should be paid along with Technical Bid by way of Demand Draft or Banker s Cheque from any Nationalized Bank or Scheduled Bank in India drawn in favor of Registrar, Anna University payable at Chennai. No Bid shall be entertained without EMD. 8

9 6. BID OPENING AND EVALUATION SCRUTINY DURING TENDER OPENING The representative of the Bidder who prefers to attend Tender opening shall bring an Authorization letter. A maximum of two representatives for each Bidder would be allowed to attend the Tender opening. a) The scrutiny during the Tender opening will be held based on the following. i. Whether Tender is submitted in two cover system viz. Technical Bid Cover (Envelope A) and Price Bid cover (Envelope B) ii. Whether required EMD amount is furnished and submitted along with Envelope - A. iii. Whether Technical Benchmark Performance Result Enclosed. b) All the Bids fulfilling the above conditions alone will be considered for further evaluation. The decision of Anna University will be final in this regard. TECHNICAL BID EVALUATION a) The Technical Evaluation will be held on the compliance of the Bid with respect to the Tender requirements. b) The Bids will be held non-responsive and rejected if the Bids do not comply with the Tender requirements. c) The Bidders who have duly fulfilled the Eligibility / Technical requirements in the Technical Bid evaluation as above will be considered as Technically Qualified Bidders and they only be eligible to participate in the opening of Price Bid. d) The eligible bidders will be communicated about the opening of the price bid. 9

10 7. TECHNICAL BENCHMARK a. Benchmark performance submitted by the vendor as per the prescribed format will be the criterion for selection. The Technical Committee s decision regarding satisfactory benchmark performance result will be final for further processing. b. The bidders/oem have to do GROMACS Application benchmarks on at-least 2 nodes (40 Cores or higher) of the quoted models and technical benchmark results should be submitted in the prescribed format along with the technical bid. c. The Benchmark should be done after d. The solution proposed by the bidder as a response to this document has to adhere to the following benchmarking Program GROMACS, which must be recently run on the proposed or similar system and the results must be reported in the prescribed format. e. The Technical details/queries about GROMACS Application Benchmark should be checked at the following link before running the benchmark for updated information. f. The HPC Hybrid systems will be assessed on a point basis as per the parameters specified in the Technical benchmark results. g. The vendor shall conduct acceptance test of the supplied solution at the installation site and demonstrate the functionalities as per specifications including benchmark results after commissioning. h. The decision of the User Department (Centre for Biotechnology (Taramani Campus), Anna University, Chennai-25.) is final in the acceptance of specifications and Technical Benchmark results. 10

TECHNICAL BENCHMARK RESULTS Format for submission of Technical Application Benchmark Results (This document should be submitted along with the technical bid) GROMACS Application benchmarks should be done on at-least 2 nodes (40 Cores and higher) of the quoted models and can be scaled-up accordingly. The benchmark results should be submitted in the following format: 1) OEM Server Model and Details: (Server Model and specification should be same/equivalent as quoted in the tender) 2) CPU : (Dual socket Intel Haswell OR equivalent with 10-Core 25MB Cache 2.3GHz or Higher, Model and specification should be same/equivalent as quoted in the tender) 3) Memory: (4GB memory channels/core should be evenly populated to get 80GB or Higher with DDR4 ECC Unbuffered at 2133MHz or Higher, Model and specification should be same/equivalent as quoted in the tender) 4) Infiniband switch details: (Model and specification should be same/equivalent as quoted in the tender) 5) Arguments and details of GROMACS Compilation 6) Output of stderr.txt File: (Display at least First 25 lines and Last 25 lines of the file) 7) Output of stderr.txt File: (Display at least First 25 lines and Last 25 lines of the file) 8) Output of md.log File: (Display at least First 25 lines and Last 25 lines of the file) Number of Nodes Used Number of Cores Used Performance: Number of nanoseconds/day Efficiency and Achieved Tera-Flops (TF)

12 PRICE BID EVALUATION a) The Price Bids (Envelope-B) of the Technically Qualified Bidders in Technical Bid (Envelope-A) alone will be opened and evaluated. The Price Bids will be opened in the presence of the eligible Bidders at the Office of Ramanujan Computing Centre, Anna University, Chennai. The eligible Bidders or their authorized representatives with authorization letter will be allowed to take part in the Price Bid opening. b) The Price Bid evaluation will be conducted as stipulated in the Tamil Nadu Transparency in Tenders Act 1998 and Tamil Nadu Transparency in Tenders Rules i. The quoted price shall be corrected for arithmetical errors; ii. In cases of discrepancy between the prices quoted in words and in figures, lower of the two shall be considered. c) The lowest evaluated price as per the above evaluation will be adjudged as L1 price. d) The EMD amount of the unsuccessful Bidders will be refunded after finalization of the Tender within a reasonable time. The EMD amount held by Anna University till it is refunded to the unsuccessful Bidders will not earn any interest thereon. BANK GUARNTEE The successful vendor should furnish a Bank Guarantee to the tune of 10% of the total value of the order before release of the purchase order. 12

13 9. SPECIAL TERMS AND CONDITIONS 1. Delivery Period: The delivery should be made within 4 weeks from the date of receipt of purchase order. 2. Warranty: The entire items supplied by the vendor shall be guaranteed against any defects and the vendor should provide time-to-time operational maintenance support (On Site comprehensive Warranty). The said warranty should cover all the Hardware & Software Products. The vendor shall be liable to rectify any defects that may be found in the equipment supplied at free of cost. 3. Installation: The installation should be done at the Centre for Biotechnology (Taramani Campus), Anna University, Chennai-25 at no extra cost. The warranty starts form the next day of successful completion, installation and commissioning. 4. Response Time: The response time of the vendor to attend to any complaint upon receipt of the complaint/information from the user should not be more than 24 hours. Failure to set right the system in full working condition within 48 hours of intimation of service request will result in extension of warranty period twice that of delay measured in number of days. 5. The vendor should provide contact details of offices responsible for escalation of service calls. 6. The vendor must submit their tender document in the given format. Deviations from this format will automatically disqualify the vendor from tender process. 7. Technical Bid with In-complete details in the Technical specifications will be summarily rejected. 8. Make & model of the requested items should be mentioned clearly otherwise, the tender document will be summarily rejected. 9. Anna University reserves the right to increase or reduce the quantity or even withdraw the tender without assigning any reasons thereof. 10. Anna University reserves the right to cancel the contract under repeated violations of the specified and mutually agreed QoS parameters. 11. Anna University is not responsible for any delay in delivery of equipment. 12. The items must be delivered, installed and commissioned successfully to the satisfaction of the purchaser at the required locations at your own risk and cost. 13. Any Proposal or Bid received after Bid submission date and time will not be entertained/ considered. 14. The successful vendor has to provide training for installation and configuration for the items supplied by them to the staff identified by the purchaser. 15. The Rate quoted by the bidder should be in US Dollar. 16. Payment will be made after successful installation and commissioning of the order. 13

Each master Node should have 2 processors with sufficient numbers of interfaces for cluster interconnects as well as cluster monitoring and management. 3) Processor Dual socket each with Intel Haswell OR equivalent with 10-Core 25MB Cache 2.3GHz or Higher. Model and specification should be same as compute nodes 4) Memory 4GB memory channels/core should be evenly populated to get 80GB or Higher with DDR4 ECC Unbuffered at 2133MHz or Higher 5) Hard disk Nearline SAS drive, 10 * 1.8TB-10K rpm or 10 * 2TB-7.2K rpm or higher (for RAID 5 / 6) SATA drive, 2 * 500GB or higher, 7.2K rpm or Greater in RAID 1. 6) Network Dual 10/100/1000 Giga Ethernet ports & Single port QDR Infiniband card. SOFTWARE 1) Cluster Management Software a) The HPC Cluster Management Software must be supported by SI (OR) OEM with desirable that ease-of-use features to efficiently carry out all the cluster administration, resource & workload management. b) The cluster stack should include OpenMPI, MPICH2, Ganglia monitoring tool, GNU C/C++/Fortran compilers, Efficient Open Source Software/Tool to manage the cluster. c) Open Source CMS is preferred for the HPC Hybrid system. 2) Scheduler a) Distributed resource management and job scheduler software with functionalities with High availability, like: job submission/ deletion, job check pointing, status check, policy based cluster queues, allocation of jobs to queues, reorder/ reprioritize jobs, advanced scheduling algorithms, dynamic resource management & balancing, policy based resource allocation & hierarchical dependencies, manage concurrent computing & scheduling of parallel jobs, easy integration with MPI/ OpenMP/ MPICH2/ OpenMPI/ CPUSET/ HWLOCK. b) It should be capable of integrating, accounting and reporting tool by the same vendor. c) Licensing of scheduler should be perpetual and floating licensing based. d) Licensing for Management/Accounting module to be quoted on concurrent users, perpetual and floating users. e) Complete cluster integration with comprehensive 3 years on-site support f) Support to be provided for Submission, Scheduler &Management g) Open Source solutions (like Torque & Maui OR equivalent) for the Submission, Scheduler &Management fully customized for the HPC Hybrid system should be configured. 3) Compilers a) GNU C,C++, Fortran, MPI, OpenMPI b) Parallel Fortran, C and C++ Compilers & Tools for Programming HPC Clusters, c) Intel Compilers for the CPU-GPU Hybrid Cluster (Single User license) d) GPU Compilers (NVIDIA-CUDA Open Source only) 17

18 4) Monitoring Ganglia OR any equivalent application 5) OS 64 bit Enterprise HPC Linux Operating System (Open Source) 6) S/Ws, O/S & support Open source is preferred for S/Ws, O/Ss & Supports.
