Peripheral Devices Define here all interfaces for the desired system responses (see section Peripheral Devices on page 26). Time Profiles Set time profiles for the control of vehicle profiles, which are then used in the configuration (see section Time Profiles on page 13). Vehicle Profiles In a vehicle profile vehicles are summarized, which should be treated equally after recognition by the system. The licence numbers of the vehicles are entered in the vehicle list (see section Vehicle Profiles on page 18). Lanes For each lane cameras are defined, whose video data are to be used for the licence number recognition and optionally provide images to the event (see section Lanes on page 30). For the licence number recognition is to specify which licence number are from which country expected preferentially (see section Licence Number Recognition on page 31). It is set in the properties of the lanes which vehicle profiles for the individual lanes are used and what reaction will follow on the recognition of a licence number (see section Lanes Properties on page 36). User Management The rights of the users are set in user groups. There are predefined users and user groups on delivery status (see chapter User Management on page 42). 7

6.2 Profiles For a SEDOR ANPR system, there are two types of profiles: 1.Time profiles 2.Vehicle profiles With time profiles the activity of vehicle profiles is controlled. It defines when a vehicle profile is active. In the vehicle profiles licence numbers are summarized, which have the same permissions for driving in and out. In principle, a profile should summarize a set of configuration data and enable a multiple use. Change and definition effort will reduce the central maintenance of this configuration data and increase the security changes. For the commissioning it is recommended first to define the required time profiles, which already can be used in the next step in the definition of vehicle profiles Time Profiles In a time profile the periods will be specified when access is allowed for vehicles. A time profile can apply to several vehicles (specifying at the vehicle profile, see section Vehicle Profile Properties on page 20) or even for individual vehicles (specifying at the licence number in the vehicle list, see section Vehicle List on page 22). The possible timing of a time profile are: Date, Time, Weekday(s), dwell time. Not specified time limits apply as not restricted (TRUE). Therefore only the timelines must be specified which are to be restricted actually. When specifying a dwell time this will be checked at the exit of a vehicle and the exit is denied for exceeding the maximum duration. In the event of the match of all time requirements at the time of licence number capture, inspecting a time profile evaluates to TRUE, this means unblocking. Processing Of Multiple Time Profiles The system also supports a graduation of multiple time profiles (see examples on the following pages). So, a time profile can be specified for the vehicle profile as well as for the licence number. In this case, both time profiles must be TRUE in order to get for example a release of access or exit (AND link). 13

Example 1: All employees have basically monday to friday from 6:00 until 18:00 access permission: Profile Name: Employees_TIMER daily from: to Weekday: Mon, Tue, Wed, Thu, Fri Fig. 6-3 Example time profile In addition, an employee is hired for a limited period of 3 months. After the deadline, the access permit shall automatically expire: Specifying the time limit (Limitations) in vehicle list individually for the licence number of employee: Date: valid from 01/05/xxxx to 31/07/xxxx Fig. 6-4 Example temporal limitation for specific licence number When specifying multiple time profiles at one vehicle profile the release will be enabled, when only one time profile is TRUE (OR link). 14

Example 2: The logistical process in a company requires that suppliers and shipping services may drive only at certain times on the premises. Deliveries must be carried out on weekdays only in the time from 6:00 to 8:00 and transfers only between 14:00 and 16:00. A parcel service should get access for the delivery times as well as for the pick up times. Two time profiles are defined: Profile Name: Delivery_TIMER daily from: to Weekday: Mon, Tue, Wed, Thu, Fri Profile Name: Pickup_TIMER daily from: to Weekday: Mon, Tue, Wed, Thu, Fri In addition, three vehicle profiles must be defined with the corresponding time profile data: 1.SUPPLIER with time profile Delivery_TIMER 2.SHIPPING SERVICE with time profile Pickup_TIMER 3.PARCEL SERVICE with time profile Delivery_TIMER and Pickup_TIMER Fig. 6-5 Example vehicle profile with time profiles Add Time Profile In order that a user can define a time profile at least one time profile must be created in the configuration and this must be marked in the User Management (see below) as editable. This function can be found in the Timeprofile tab and is the DEFAULT profile. The DE- FAULT profile must not be deleted! 32 Detection Default setting: Automatic Setting can not be changed Detectionfilter The Detectionfilter function (1, 2 and 3) is designed to reduce the incorrect reading of a licence number, for example caused by light reflections. The higher the filtration setting, the greater the probability that authorized licence numbers will be refused by system-related filtration, however. Expand Detection Area The Lane option makes it possible to group several cameras (channels can be freely selected) to form a detection area. Grouping channels makes it possible, for example, to monitor even excess width entries using two or more cameras. If a licence number is detected by a group camera (for example camera 1), this licence number will be disabled for detection by the other group cameras (for example camera 2 and camera 3) for ten seconds. Other licence numbers will continue to be detected normally by the group cameras, however. The Lane option must be selected for all the cameras in a group. Example 1: Fig Lane 1, Lane 2 and Lane 3 are defined as group cameras with the Lane option. The Detectionfilter is not set for these cameras. Lane 4 is not a member of the group; the Detectionfilter is set to 1 for this lane. 32

Example 2: Fig Lane 1, Lane 2 and Lane 3 are defined as group. The Detectionfilter for Lane 1 is set to 2 (2+Channel) and for Lane 2 to 1 (1+Channel). The Detectionfilter is not set for Lane 3 and Lane 4. Default setting: Detectiontime The Detectiontime specifies the time within a licence number must be read before it is reported as detected for further processing. The Detectiontime can be set in addition to the Default option of 300 ms to 3000 ms in 12 steps. Starting of 25 frames / sec. at 40 ms / frame each image can be used at a setting of 1000 ms for evaluating licence numbers. Default setting: Detection Direction This setting allows to decide whether the detection system will work on vehicles moving towards the camera or moving away from the camera. A combination of the two is also possible. By correctly setting the trafic direction you can avoid undesirable entries in the database and therefore incorrect evaluation. However, in this case the terms In and Out do not provide information as to whether a vehicle is actually entering or exiting. The entry and exit information, in other words whether the vehicle on the appropriate lane is actually entering or exiting, is not currently relevant. These settings are made in the Configuration dialog of the corresponding lane. 33

If there is only one lane for the entrance and exit, depending on the location of the camera at the entrance, for example, it will read the front licence number. At the exit the vehicle will again pass through the detection zone and the rear licence number will be read. This means that the same vehicle will therefore have two entries in the database. In order to prevent this, it is possible to suppress the evaluation process when the vehicle is moving in a certain direction, by selecting the Detectiondirection. Fig Camera In The vehicle moves towards the camera. On the screen this corresponds to a movement by the licence number from top to bottom. Fig Camera Out The vehicle moves away from the camera. On the screen this corresponds to a movement by the licence number from bottom to top. Relationship between trafic direction and message: Detection for direction Setting forward camera away from camera Undefined Yes Yes In+Out Yes Yes In >> camera Yes No In << camera No Yes Out >> camera Yes No Out << camera No Yes Default setting: In+Out 34

Speed The selection under Speed allows the detection to be adjusted to the place of use and the speed of vehicles at that point. Default setting: Normal Normal This parameter must be considered in conjunction with Detectiontime. Example: Detectiontime = 1000 ms, the licence number is read 12 times in an evaluation cycle, the read resulted are compared and a decision is made. If the time is reduced, fewer licence numbers (read results) will be available for evaluation. A maximum of 12 frames are used for an evaluation. Times longer than 1000 ms will only result in the remaining time being disabled for a further reading. Fast Not suitable for barrier entrances! If the Fast setting is used, the Detectiontime has no effect on the read cycles. In this case a maximum of three frames will be evaluated. If all three frames of the licence number are identical and if the licence number syntax is correct, the licence number is accepted as such. If you use this setting you must expected a higher error rate, but it will also be possible to record faster vehicles (urban traffic). Very Fast Only suitable for very fast traffic (expressway). The Very Fast setting reduces the read cycle to a single frame. There is no comparison with other frames and the licence number syntax is not checked Licence Number Form If also two row licence numbers, usually on trucks and motorcycles, should be read correctly, the appropriate setting must to be made. The analysis (recognition) of the licence number is carried out on a line by line and additive basis. This means that if the licence number has two lines, the first line is analyzed first and then the second line. The analysis period will be extended accordingly. Default setting: OneRow Settings options: OneRow (OneRow+Invers) Fig

TwoRow (TwoRow+Invers) Fig Reflective licence numbers should be recognized as well as possible Min. Character Height This value denotes the minimum height of a detected character on a licence number in pixels. If the setting is No limit, the size will not be evaluated. A good licence number recognition is guaranteed from a character height of 12 pixels (minimum). Depending on the used camera equipment different video resolutions are supported (min. 2CIF up to max. 720p). The setting for the minimum licence number height affects the quality of the recognition results significantly and should be selected according to the video resolution. Note the information in the white paper documentaries about camera settings Max. Character Height This value denotes the maximum height of a detected character on a licence number in pixels. If the setting is No limit, the size will not be evaluated. Default setting: No limit Lanes Properties In the Lanes dialog is set for every singel lane: Which vehicle profiles should be enabled. Which relay contacts are to be connected. Which messages are sent. Note that, the options depend on which criteria at the vehicle profiles were selected before. 42 8 User Management In the user management, a distinction is made between three user groups for system configuration, management and operation. Menu structure, representation of events and operational controls are defined in a user group. Appropriately configured user groups are assigned to a user in order to control its permissions. For the above three areas of the system, it is each pre-defined a user group with the permissions required for each area. In each of these user groups a user is also pre-defined. In addition, it is possible to create new user groups and users. 8.1 Delivery State The user management differs between users and user groups. For each user, the access data name and password are maintained. The rights are awarded exclusively through the membership in specific user groups. In the delivery state four user are defined: 1.installer for the installation of the system 2.operator for the operation of the system 3.manager for detailed evaluations 4.admin for full access to the system For the management of user rights three user groups are defined accordingly: 0.Administrator 1.installer_group 2.operator_group 3.manager_group The Administrator group can not be changed or deleted. 51 9 Regular Expressions Regular expressions (called later REG ) can be used as filter criteria in the search by matched the characters against the regular expression pattern. So, for example, all the licence numbers can be picked out of a vehicle list starting with R and end on 1, without that the intervening letters / numbers or their quantity specifically had to be given before. Regular expressions are a way to formulate a search for license numbers which goes beyond the normal wildcards % and _. 9.1 Description The easiest REG contains no pattern: The search pattern S123HB, for example, will only match S123HB. The search pattern R-EJ344, for example, will only match R-EJ344. Complicated REGs use special search patterns so that they can match more than just one sequence of characters: The search pattern S123HB S456BH, for example, will match the licence numbers S123HB and S456BH. The search pattern R-EJ344 R-EJ108, for example, will match the licence numbers R-EJ344 and R-EJ108. Since, for example on german licence numbers the city code is always followed by a hyphen, it is very easy to search for a specific licence number: Example search using the normal wildcards: R-% Result: all licence numbers from Regensburg M-% Result: all licence numbers from München If the characters after the city code are grouped as well, the search with normal wildcards will be inadequate: If, for example, from the licence numbers R-A123 / R-A1234 / R-AB12 / R-AB123 these licence numbers should be filtered out, which according to the local licence number have either two letters or two numbers or have one letter and three numbers, the facilities provided by the standard search process with normal wildcards will be inadequate. 51

9.2 Conventions ^ The searched sequence of characters must start with the expression after ^. Example: ^S = The first letter of the licence number must be a S. $ The searched sequence of characters must end with the expression after $. Example: $F = The last letter of the licence number must be a F.. The placeholder dot stands for any character. Example: Identical to the _ used in standard queries with normal placeholders. [ad] Placeholder for a or d array Example: ^[GS] = all licence numbers that start with the letters G or S. ^[G-S] = all licence numbers that start with the letters from G to S. [0-9] = a number from 0-9 may be positioned at this point in the licence number. [A-Z] = a letter from A-Z may be positioned at this point in the licence number. [^ad] Placeholder for any character but not ad. Example: ^[^GS] = all licence numbers that do not start with G or S. a b Either a or b. The pipe character can also connect an expression with another, which means this or that. * The previous character must occur no times or an arbitrary number of times. + The previous character must occur at least once or an arbitrary number of times. {n} The previous character must occur n times. {m,n} The previous character must occur at least m times and at most n times. The following patterns are used more for a full text search. They must be entered in the search criterion in the following form: [[:alnum:]] [:alnum:] Any number or any letter [:alpha:] Any letter [:digits:] Numbers [:upper:] Capital letters 52
