2 Purpose of COSINE User Survey COSINE is a legacy application that will require a significant investment to modernize and maintain. A survey was distributed to COSINE users in Oct 2014 To solicit the current and long-term needs of users To determine which functions are being used. How frequently? To determine which datums need to be supported To determine the impact of un-planned service outages This feedback will support long-term planning and needs analysis for COSINE 2
3 General Results Survey conducted in Oct 2014 with nearly 200 respondents Just over 2,900 COSINE accounts Planning to delete approx. 800 accounts dormant since Jan 1, 2010 Largest segment of COSINE users (43%) identified themselves as surveyors 93% of respondents are users, rather than contributors 3
4 Map Interface 86% use map interface 78% satisfied with map quality 22% are not Comments regarding the map interface were categorized for analysis Nearly ¼ of comments were asking for functionality that already exists in COSINE. Of the users who use the textual interface, 85% are satisfied 4
5 Data Usage 59% of respondents identify as frequent or moderate users. 17% of users never use OHPN data. 5
6 Common Comments from Respondents the need for GIS compatible output from COSINE short term solution is to edit GeoLab output file to create an input file for GIS the concern that COSINE appears static we have added the New COSINE Networks section to the homepage the need for station labels, the ability to view ortho-imagery and the parcel fabric all visible using MAP LAYERS Tab need more help/faqs/what s New these files updated need to use COSINE on mobile devices demonstrated COSINE On-Line through use of Puffin Web-Browser 6
7 Services Provided by Provincial Georeferencing Independent QA/QC of your data against provincial specifications Mathematical integration/adjustment of your data into the provincial control survey fabric Revision to your data when errors or changes are found in your control survey or a neighbouring control survey Distribution of your data to all your users and clients free of charge Re-adjusting your control survey data in relation to new horizontal or vertical datum When COSINE contributors were asked which services they would continue to expect MNRF to provide in the future, nearly 70% of respondents chose all the above. 7

9 The Difference in Vertical Datums in Ontario The difference is the separation between CGVD2013(CGG2013) and CGVD28(HTv2.0).

12 Ontario Height Modernization Working Group Motion for Consideration/Recommendations Maintain the current CGVD28 elevation values for all benchmarks presently in COSINE until they move to historical status (five years); Create a new vertical datum (CGVD2013) within COSINE; Load all benchmark elevations computed by the Geodetic Survey Division (GSD) of NRCan within Ontario that are related to the new vertical datum CGVD2013 and publish them through COSINE;
13 Ontario Height Modernization Working Group Motion for Consideration/Recommendations Prepare any levelling network observations that are available and adjust networks through a provincial least-squares adjustment process to provide a more homogeneous reference network related to CGVD2013; Provide technical support and advice to partner agencies for existing transformation tools available from GSD and develop as required a transformation tool specifically for Ontario, and Once all of the above activities have been completed or evaluated, move towards proclaiming CGVD2013 as the official vertical datum of the Province of Ontario within five years.
