16 REASSESSMENTS: OLD BUSINESS: MOTION: Hill, 2 nd Stothoff; To accept the Reassessment Report for the Month of October 2017 and bill the projects for uncompleted portions as per District policy and current Fee Schedule. MOTION APPROVED BY UNANIMOUS VOTE Solar Agreement for District Update and Solar Subcommittee Report The District Supervisors and Staff met with Jim Brown from EZNERGY to discuss solar possibilities at the District. He presented a proposal to the District that the Supervisors agreed would meet the Districts criteria and fall in our price range. The Agreement was presented to the Supervisors for the District Chairman s signature, which would go into effect upon approval of the PPA (Power Purchase Agreement). MOTION: Hill, 2 nd Manners; To sign and execute Proposal and Power Purchase Agreement based upon Engisch s approval. MOTION APPROVED BY UNANIMOUS VOTE NEW BUSINESS: Dixon Heavy Use Area Protection DePalma reported that he has been working with NRCS to develop a plan and asked the Supervisors if the District should waive the fee for 251 application. After a brief discussion, a motion was made. MOTION: Stothoff, 2 nd Hill; To not waive the 251 application fee and return any remaining fees upon final completion, pending that there will not be any problems during construction. MOTION APPROVED BY UNANIMOUS VOTE It was further decided that this policy is to be utilized on all Agricultural projects that meet Chapter 251 requirements. REQUEST FOR ASSISTANCE NRCS had one Request for Assistance to present. Jeff Agugliaro Franklin Township 15 acres Erosion Control, Farmland Preservation, Irrigation System Mgt., Invasive Plants, Conservation Plan, Surface Water Control, Cropland Protection & Production, Endangered Species, Soil Compaction, Nutrient Management Plan, Forest Management Wildlife Management and Soil Health After a brief discussion, a motion was made: MOTION: Manners, 2 nd Hill; To approve the Request for Assistance and have District Chairman sign the request. NRCS staff will fulfill the request as per the agency s agreement with the District. MOTION APPROVED BY UNANIMOUS VOTE REPORTS: Nothing New to Report 16

17 FINANCIAL: Draft Audit FYE June 30, 2017 Engisch presented the Draft Audit for FYE ending June 30, After a brief discussion, a motion was made. MOTION: Manners, 2 nd Stothoff; To approve Draft Audit for FYE ending June 30, 2017 as presented with the acception of corrections made to the title of Conservation Management Services. MOTION APPROVED BY UNANIMOUS VOTE County Appropriations FY Engisch will be presenting Janet Previte, Chief Financing Officer for the County the Districts County Appropriation request for FY2018 before the end of the year. It was suggested to request additional funds for the additional farms to be inspected to what was requested for FY2017. Treasurer s Report October The Treasurer s Report for October 2017 was discussed. The following motion was made: MOTION: Stothoff, 2 nd Hill; To accept statement of revenue and expenses and to approve the October 2017 Treasurer s Report as presented. MOTION APPROVED BY UNANIMOUS VOTE. ADMINISTRATIVE ISSUES AND UPDATES: Conservation Management Services Engisch made the Board aware that the Independent Contractor Agreement with Conservation Management Services will expire at year s end. He reminded the Board that they could either cancel or extend this Independent Contractor Agreement. After a brief discussion, it was agreed to extend Conservation Management Services for another year and to present agreement at the December Board Meeting for final approval and motion. With no further business to discuss, a motion to adjourn was made: MOTION: Hill, 2 nd Stothoff; To adjourn the District meeting at 8:38 AM. MOTION APPROVED BY UNANIMOUS VOTE.
