Revise, Streamline, and Coordinate the Borough s Land Use and Development Code Ambulance Billing IT Director Eric Wyatt has engaged Resource Data Inc. to assist bringing epcr into its full development. Independent Accountant s Report and Budget Report re PERS for RSAs and FSAs Report was forwarded to you on September 6. Mat-Su Salmon Symposium November at the Palmer Depot. Our meeting with Eklutna executives and Sean Parnell went well on August 29. Eklutna is scheduled to tour Port MacKenzie with Marc Van Dongen, Sean Parnell, and myself on September 28 to discuss future opportunities. ICMA 457 Plan I have made arrangements to offer employees the option of making 457 Roth contributions through ICMA. This will be available October 1. Mat River Emergency Management Homeland Security Emergency Management Director Mike O Hare is coordinating an interagency working group is to assist the Borough in developing a strategic plan on how to address its flooding and erosion issues in a unified and resilient manner, identify resources, and provide technical assistance for planning and mitigation efforts. The working group should provide Borough leadership, our office, and all stakeholders periodic reports on ongoing planning efforts, projects, funding sources, actions, and timelines. See the attached Old Glenn Highway Erosion Report (SITREP) from AKDOT&PF Central Region dated September 7. Mayors/Managers Meeting with REI Valley Mayors and Managers have invited Mary Ann Pease of Resources Energy, Inc. (REI) and Port Director Marc Van Dongen to attend our next monthly meeting on September 15 to discuss opportunities for LNG at Port MacKenzie. Sarah Heath of Governor Walker s Palmer office, and some Valley legislators will also attend. Jim Sykes and Dan Mayfield have agreed to attend as well. Astoria Forest Products LLC/Murphy Overseas (Murphy) On Wednesday, September 7 th we met with Murphy to discuss their interest in entering into a lease with the Borough. Astoria Forest Products LLC/Murphy Overseas LLC (Murphy) is a forest products company based in Oregon that is interested in either sub-leasing from NPI or entering into a new lease with the Borough for a woodchip export operation from the top of the bluff above the barge dock. Murphy would also lease some acreage on the expanded barge dock to stockpile saw logs for export. This project is dependent on Murphy acquiring the Chijuk timber sale contract from Charlie Nash and getting a two-year extension to the termination date of this contract approved by the Borough Assembly. Charlie Nash has been working with Murphy and the Borough to make this project a reality. Murphy would like to start operations this coming winter season and initially work the Chijuk timber sale contract through mid-april However, Murphy has also stated they would like to continue to process and sell forest projects for a longer term provided they are able to access additional timber in the future. The Borough has also been meeting with Resources Energy Inc. (REI) for the past two plus years about locating a LNG plant at Port MacKenzie. Their preferred site is also directly above the barge dock on NPI s leased property. In our discussions with Dale Rich, owner of the NPI lease, and REI, we believe we can accommodate both projects by allowing NPI to initially sub-lease their loading facility area to Murphy for an initial 18 months while REI completes their front end engineering and design (FEED) and makes a final investment decision. If REI s decision is to move forward with their LNG project, then Murphy would relocate to the 7-acre pad at the corner of Lu Young Lane and John Riggs Memorial Way, construct a new reclaimer for loading woodchips, and extend a conveyor approximately ¼ mile to tie into the existing conveyor at the top of the bluff. Murphy could also elect to enter into a formal lease with the Borough s Land Department to initiate their woodchip operation to this same 7-acre site rather than sub-lease from NPI. If REI s decision is to not construct the LNG facility, then NPI can either negotiate the sale of their lease to Murphy or extend the term of Murphy s sub-lease. Wasilla Police K9 Training at Old Iditarod School Building - We granted a permit to the City of Wasilla to use the old Iditarod School building and property for K9 training exercises during the month of September. Old Iditarod School Building Demolition See attached letter from Wasilla Mayor Bert Cottle requesting an opportunity to acquire the property in exchange for demolition. Houston Fire Department Assistance See attached letter from Houston Mayor Virgie Thompson expressing her appreciation for the Borough s assistance while they are without a fire chief National Drug Take-Back Initiative We are once again coordinating with Anchorage DEA, Palmer and Wasilla Police Departments, and our local Fred Meyer stores to provide drop off sites on October 22 from 10am-2pm. MEA again agreed to insert our flyers into upcoming billing statements for 63,000 households, graciously printed at very reduced cost by the Palmer UPS Store. See the flyer attached.
