6 County Mobility Future State Overview 5 Establishing mobility for all County users is a multi-layered task Users focus on the devices CIOs need to focus on everything else the architectures, the platforms, and the back-end applications/databases

7 Example: Mobility VPN 6 Problem County caseworkers travel from location to location, and require access to County case management systems. Due to County terrain and wireless coverage, they were frequently losing network connections. This resulted in restarts, data loss, and field efficiency impacts.

8 Example: Mobility VPN 7 Solution At a County-sponsored Mobility Day, a product was displayed that keeps the user engaged in an application even if the network connectivity is disrupted. The Land Use and Environment Group piloted this product in 2010 with 7 field inspectors (out of 80 active inspectors). Results 31% productivity increase, or approximately 2,500 additional inspections per year $90,000 a year saved in time travel to the work district 14% in mileage reduction savings Total Pilot Savings: $131,200 for 7 inspectors

9 County Mobile Device Strategy County Owned 8 The County should begin issuing and support of County-owned Android, Windows, and ios phones and tablets with these devices considered growth platforms. The County should continue to support current RIM devices in accordance with technology containment procedures. All County owned devices should be deployed with the sandbox architecture described in Mobile Device Management Vision. All County owned devices will have the full suite of Application Platforms as described in the Mobile Application Vision.

10 County Mobile Device Strategy Employee Owned 9 Employees should be allowed to BYOD for phones and tablets. BYOD devices will have access to the County applications using an HTML (Web) interface. No County data will reside or be transmitted to the devices. BYOD devices could, with the agreement of the County and employee, be configured with the sandbox architecture that allows for the deployment of device resident County applications and data within the sandbox.

11 Mobile Device Manage Policy Bring Your Own Device 10 CIO is proceeding with formalization of a BYOD Policy for employees to use their personally owned mobile devices. Required participating Departments DHR to proceed with reviewing and presenting the policy to the County Bargaining Units. County Counsel for legal review (e.g., FOIA request-handling) If the County receives a request under the Freedom of Information Act and that request involves data that might reside on a user s personal device, that user will have to surrender their device temporarily so the County can comply.
