1 REQUEST FOR PROPOSAL (RFP) Network Infrastructure Upgrade School/Library Name: Westview School Corporation Issue Date: 2 /20/ #: The purpose of this Request for Proposal (RFP) is to solicit proposals to establish a contract through fair and competitive negotiations for Network Infrastructure upgrades at the following schools: Westview Jr-Sr High, Westview Elementary, Shipshewana Scott Elementary, Meadowview Elementary, and Topeka Elementary Schools. Bidders are advised that this project will be contingent upon the successful obtaining of Category 2 E-Rate funding, and the contract agreement between the Westview School Corporation and the successful bidder must recognize that contingency. The goods and services requested in these documents are part of the E-Rate filings for Funding Year 2017 for Westview School Corporation. Further information can be found at the USAC Website The vendor must agree to comply with rules and regulations of USAC. Vendors must be familiar with billing methods and timelines associated with USAC. Bids and awards related to this RFP are subject to receiving approval for funding through the E-Rate process. In the event projects are not funded, Westview School Corporation reserves the right to modify the scope of the project or cancel the project. The winning vendor must complete the necessary FCC Form 471 templates required for each school/entity, i.e. Internal Connections, Basic Maintenance of Internal Connections and Managed Internal Broadband Services. BACKGROUND Westview School Corporation will be upgrading their network switch infrastructure platform and will consider multiple vendor models, unless a single vendor can perform all needs as outlined in the specifications section of this document. Proposals and responses must meet or exceed all technical criteria listed herein. Where specific manufacturer s names or part numbers are listed in this specification, they are noted only to specify a minimum standard of quality for a particular item. Any alternate equipment must meet or exceed the minimum standard of quality set by these specifications and Ruckus equipment. Bidders desiring to bid a material of equal or better quality as the brand names and part numbers noted in this specification shall submit the name of the manufacturer and the specific part number and quality specifications of the substitution material in the bid. It is the sole responsibility of the bidder to prove their equipment specifications meet or exceeds that of preferred components. RESPONSE FORMAT

2 Each bid should include all labor necessary for staging, installation, testing, and documentation of equipment. Equipment staging will consist of (but not be limited to) ensuring firmware and software version consistency, configuration loading, and hardware preparation for racking. All hardware must be new, and be updated to the most current firmware version available at the time of installation. Software version for switches will be agreed upon at time of deployment, and switch configuration will be coordinated with Westview staff. Installation by the selected vendor shall include the removal of the existing equipment, placement of the new equipment in provided cabinets, and appropriate time for cable management. Equipment testing should verify access to internal resources and the Internet. Documentation should include configuration and summary reports of installations. PROPOSAL DELIVERY The Westview School Corporation reserves the right to reject each and every bid, and to waive informalities, irregularities, and errors in the bidding to the extent permitted by law. This includes the right to extend the date and time for receipt of bids. In the event that a responsible bid is not received or if it is determined that the low bid received is too high, the bid received will be rejected and the project will be cancelled or re-bid. Your response must include the following information: 1. Line-item pricing for each item listed in below. Any discounting applied to your proposal must be reflected at the line-item level. This information must be provided in electronic spreadsheet form. 2. Information outlining your company s certifications and connections regarding the manufacturer s equipment being bid, and the length of time your company has provided equipment from the manufacturer being bid. 3. Three (3) reference sites where your company has performed a similar installation of the equipment being bid, including business name, contact name and contact information. It is preferable that at least one reference should be for a school district within 90 miles of the Westview School Corporation 4. Your E-Rate SPIN Number. (You must have a current SPAC form on file with USAC.) 5. A sample contract which includes the proposal requirements and the E-Rate contingencies outlined herein. The school corporation s review of information will be primarily focused on the substance of the details provided in response to the requirements herein including but not limited to technical details, pricing and terms, experience, references, and adherence to the response format provided. Line-item pricing must be provided for each item listed in the bid (any discounting in pricing on the bid must be reflected at the line-item level). 3 SPECIFICATIONS Listed below are part numbers and quantities for proposal. Vendors may submit alternative equipment as long as the equipment is an equivalent make and model or serves a similar functionality. All equipment, maintenance agreements, licenses and warranties shall be for a minimum of 3 years with an option for 5 years. Basic maintenance for the adequate performance of eligible components listed in this RFP should be included in the proposal. Westview School Corporation reserves the right to adjust quantities prior to purchasing to meet the needs of the corporation. Each line item on proposal should clearly list the following information: o Location (Building Name) o Quantity o Manufacturer o Part Number o Description o Unit Price o Extended Price o Classification (See categories below) o Classification for each line item of products/services in a separate column on the proposal/bid from one of the following categories: Cabling or Connectors Data Distribution (router or switch) Data Protection (firewall or UPS) Miscellaneous (installation or training) For training, please include who is doing the training, who is being trained, and when the training will take place. s Software (Operating System Software of Eligible Equipment) Wireless Data Distribution (Antenna, Access Point, or LAN Controller) Labor pricing for installation of Access Points, communication racks, and any other eligible equipment must be listed separate. Any ongoing subscription pricing must be listed separate. Licenses, software, and basic maintenance for the adequate performance of eligible components should be included in proposal. If applicable, vendor is to specify change fees, freight assurance fees, shipping charges, taxes, surcharges and contingency fees for eligible equipment. If applicable, vendor is to specify the manufacturer s warranty provided as an integral part of an eligible component without separately identifiable cost. While price will be the most heavily weighted factor in our evaluation of the bids, the School Corporation reserves the right to award the proposal to the best-qualified vendor.
