1 REQUEST FOR PROPOSAL CITY OF WARRENSBURG 102 SOUTH HOLDEN STREET WARRENSBURG, MISSOURI PROPOSAL CLOSING: September 15, 2017 DATE OF PROPOSAL: August 14, 2017 CONTACT PERSON: GARY SWANSON, COMPUTER TECHNICIAN PHONE NUMBER: PROPOSAL HEADING: NETWORK SWITCH AND WIRELESS UPGRADE PROJECT ************************************************************************************* By order of the City Manager of the City of Warrensburg, Missouri, sealed proposals will be received in the Office of the City Clerk, Municipal Building, 102 South Holden Street, Warrensburg, Missouri 64093, for the NETWORK SWITCH AND WIRELESS UPGRADE PROJECT until 2:00 p.m., CST, September 15, 2017, at which time the proposals will be publicly opened and read aloud. Only sealed proposals marked NETWORK SWITCH AND WIRELESS UPGRADE PROJECT DO NOT OPEN will be considered. No late, incomplete, or fax submissions shall be accepted. Failure to follow these procedures may result in the disqualification of the consultant from the RFP process at the discretion of the City. INTENT: It is the intent of these specifications is to install, configure, test, and put into production replacement switches, wireless access points, and management software as described below and in the more detailed Scope of Services section of this RFP. General goals include: - Provide a redundant solution for core switching - Software management for switches and wireless devices that includes capabilities for switch backup and overall system management - Reduction of the overall number of switches through increased switch port density - Reduction in the overall number of different switch models - Provide 1Gb client connections to all end users - Install redundant power supplies on virtual machine infrastructure switches The City will include a list of Tasks in the Scope of Services to cover all City network locations and requirements. Proposers should provide costing information for each individual Task. Based upon available budget, the City will determine which Tasks will be included in the final contract award. BACKGROUND INFORMATION: The City is currently operating a variety of Hewlett-Packard Procurve series switches within the network infrastructure. The current core switch has no redundant backup capability and is a single point of failure within the system. Most Distribution/Access switches are limited to 100Mb connections. The City currently has no wireless network capability.

2 SELECTION AND CRITERIA FOR EVALUATION: Selection of a qualified contractor will be made at the discretion of the City of Warrensburg, Information Technology office, which reserves the right to accept or reject any and all proposals. The following items will be considered in selecting the contractor, though they may not be equally weighed in the review process: 1. Experience, skills, and qualifications 2. Merits of the Proposal including scope of work and approach to addressing Tasks 3. Timeline and proposed schedule 4. Customer relations, responsiveness, and timeliness 5. References and prior experience with similar work 6. Firm s proximity, history of activity in the Warrensburg area and economic impact to the local economy

3 CITY OF WARRENSBURG, MISSOURI NETWORK SWITCH AND WIRELESS UPGRADE PROJECT INSTRUCTIONS In addition to the requirements set forth in the specifications, anyone submitting proposals shall be responsible for familiarizing themselves and complying with the following instructions. 1. Proposals will be accepted at the Office of the City Clerk, 102 South Holden Street, Warrensburg, MO until 2:00 p.m., CST, September 15, Proposals must be submitted in a sealed envelope clearly marked NETWORK SWITCH AND WIRELESS UPGRADE PROJECT DO NOT OPEN to be considered. Proposals submitted without proper identification may be rejected. 3. The City of Warrensburg accepts no responsibility for delays caused by any means of delivery. 4. Proposals may be withdrawn at any time prior to 2:00 p.m., CST, September 15, 2017 by written request from a person authorized to represent the proposer. 5. Proposers shall not be permitted to use to their advantage any omission or error in the specifications or contract documents, and the City reserves the right to issue new instructions as if originally specified. 6. Proposers shall read thoroughly and understand the requirements in relation to the proposal which is submitted. 7. The right to reject any and/or all proposals, to accept or reject all or any part of a proposal, and to waive any technicalities in the proposal or accept the one that, in the sole judgement of the City, will be in the best interest and/or most advantageous to the City, is hereby expressly reserved by the City. 8. The City may elect to select one or more, but not all, of the different phases of work the proposer may submit. 9. If the proposer is a resident of Warrensburg, or owns property within Warrensburg, the proposer must be current on all taxes and utility bills owed to the City. 10. In case of default by the proposer, the city shall procure comparable services and hold the proposer responsible for any excess cost occasioned thereby. 11. The proposer, if required by ordinance, either has or is willing to obtain a City business license prior to the commencement of the work or the delivery of goods. 12. Proposer will include all travel costs in their submission to complete the work identified in the proposal. 13. Failure to comply with any of the above instructions and general conditions of proposing may disqualify the proposer at the direction of the City Manager. 14. All requests for information and/or interpretation (RFIs) related to this Request for Proposal must be received no later than 5:00 p.m. CST on September 1, Such RFIs shall be made to Gary Swanson, Computer Technician, by at it@warrensburg-mo.com or by telephone at If required, an addendum will be published and made available on the City of Warrensburg website no later than the close of business on September 5, Proposers shall submit one (1) original and three (3) copies of their proposal. Each proposal shall contain at a minimum the following: a. Name and Address of firm b. Project timeline and schedule

4 c. Detailed scope of services defined by the upgrade plan and any other elements of work d. Services or resources to be supplied by the City and any assumption made in regards to the City s capabilities. e. Fee proposal on the attached Proposal Form f. An Affidavit of Compliance with the federal work authorization program and a copy of the proposer s E-Verify Memorandum of Understanding (15 CSR ) must be provided to the City. (Included in the agreement) g. Certificate of Insurance Liability Documentation h. Conflict of Interest Form (Included in the agreement) i. Certification of Individual Bidder Form (Included in the agreement) 16. The proposer whose Proposal is selected for the project will be required to enter into an agreement with the City of Warrensburg in the form attached hereto which is in compliance with the City of Warrensburg s now existing standards for contracts with consultants. Any and all modifications or amendments to said agreement shall be subject to the approval of the City Counselor. 17. There will be two voluntary pre-bid meetings available prior to the close out date. During the pre-bid meetings, the City IT Office will answer questions and provide a walk around of all locations identified in the RFP. The pre-bid meetings are as follows: August 23, 2017, 9:00am, 200 South Holden Street, Warrensburg, MO, August 30, 2017, 9:00am, 200 South Holden Street, Warrensburg, MO, Once the committee makes a selection, the chosen proposer will provide an in-house demonstration of their software before final award to ensure the software meets the City s needs. 19. All proposals will constitute an irrevocable offer to perform services as proposed for a period of 90 days, and may be accepted by the City any time within 90 days from opening of proposals.

5 CITY OF WARRENSBURG, MISSOURI NETWORK SWITCH AND WIRELESS UPGRADE PROJECT SCOPE OF SERVICES EQUIPMENT TO BE PROVIDED BY THE CONTRACTOR All network switches, associated hardware, cables, SPF modules, etc., and wireless devices as described in each task listed below as identified in the final contract award. At a minimum, switching hardware should include the following: 3-year support plan with next business day on-site support Lifetime hardware warranty with basic hardware service and next business day replacement POE must support current ShoreTel phone system Access point equipment should include a limited lifetime hardware warranty WORK TO BE PERFORMED BY THE PROPOSER Evaluate the current network switching infrastructure to include hardware, VLANS, VPNs, remote connectivity, etc. The result of this evaluation will accomplish the following: Evaluate available, current as-is network drawings against findings from network discovery and provide recommended updates Provide recommendations and best practices to improve network operations, network documentation and drawings Provide recommendations to City IT Staff to establish future state for City network, i.e., what should we do now to prepare for 5-years from now Develop plan to implement physical hardware replacement as described in tasks 1-14 Develop plan to implement wireless networking into current wired network as described in tasks Develop plan to implement software management of wired and wireless network devices as described in task 27 Develop plan to implement redundant power supplies in current Dell switches as described in task 28 The actual tasks that will be accomplished by this RFP will be dependent upon the total proposed cost and funds available, and will be determined at time of award. Tasks not identified in the final award may be completed in subsequent fiscal years dependent upon future funding. A new RFP will be issued to address any future work for tasks that can t be completed now. TASK 1, UPGRADE NETWORK CORE SWITCH The current core switch is a Hewlett Packard Procurve 2910al with no redundancy and 85% of available ports in use. The upgraded configuration will include a redundant solution to continue network operations in the event of a single switch equipment failure. At a minimum, all core switching equipment must meet the following minimum specs: Standard Port Attributes, RJ45 Auto Sensing 10Gb/1Gb/100Mb fixed ports

This location will require a minimum of 48 ports. There is currently an OM-1 fiber that connects the core switch to the primary 1 st floor switch at the Police Department.

This location will require a minimum of 96 ports. There is currently an OM-1 fiber that connects the core switch to the primary 2 nd floor switch at the Police Department. Switch 1 is a Hewlett Packard Procurve 2610 (24-port), this switch location requires a minimum of 24 ports. The second switch is a Hewlett Packard Procurve 2510 (24-ports), this switch location requires a minimum of 24 ports. The Procurve 2610 is currently connected to one of the City Hall first floor switches via a 1Gb copper connection, we would like to use an existing OM-1 fiber connection to connect the 2610 replacement swtich to the Core Switch. This location will require a minimum of 24 ports. The current configuration in the Collections building is a Hewlett Packard Procurve 2600 (8-port) and a Hewlett Packard Procurve 1800 (24-port). This location will require a minimum of 24 ports. There is an OM-1 fiber connection between the Street Barn and the Collections building that is currently using fiber modems to connect the two sites. We would like to remove the fiber modems and have the switches connect directly via fiber. 10 Layer 2 Switching Layer 3 Routing TASK 11, UPGRADE ANIMAL SHELTER SWITHCES The current configuration at the Animal Shelter is a Hewlett Packard Procurve 2600 (8-port) and a Hewlett Packard Procurve 1800 (24-port). This location will require a minimum of 24 ports. This location will require a minimum of 24 ports. Parks maintenance is connected to the Nassif pool via a Ubiquity Networks wireless bridge. There is currently no switch installed at parks maintenance. This location will require a minimum of 24 ports. 11 TASK 13, UPGRADE EAST/WEST PLANT SWITCHES The current configuration at the West Sewer Plant has a Hewlett Packard Procurve 2610 (24-port) installed in the primary facility and a Hewlett Packard Procurve 2600 (8-port) in the SCADA building. There is currently a Cat-6 connection run between the two buildings. Both facilities will require a switch with a minimum of 24 ports. The data/voice network uses a Hewlett Packard Procurve 2610 (24- port). This location requires a minimum of 48 ports. The proposer will properly mount and drill cable access holes as necessary. City of Warrensburg IT personnel will provide data cables to all locations as identified by the proposer. Proposer will ensure that proposed switching equipment will

12 support the POE requirements of all proposed wireless access points. The proposer will also evaluate if current switching equipment is POE compatible to support proposed wireless access points and provide POE injectors if necessary. TASK 16, INSTALL WIRELESS ACCESS POINT(S) FOR POLICE DEPARTMENT VEHICLE BAY Install appropriate number of wireless access points to cover the interior vehicle bay of the Police department building. The proposer will properly mount and drill cable access holes as necessary. City of Warrensburg IT personnel will provide data cables to all locations as identified by the proposer. Proposer will ensure that proposed switching equipment will support the POE requirements of all proposed wireless access points. The proposer will also evaluate if current switching equipment is POE compatible to support proposed wireless access points and provide POE injectors if necessary. TASK 17, INSTALL WIRELESS ACCESS POINT(S) FOR FIRE STATION 1 VEHICLE BAY AND CONFERENCE ROOM Install appropriate number of wireless access points to cover the Fire Station 1 Vehicle Bay and the Fire Station 1 Conference room. The proposer will properly mount and drill cable access holes as necessary. City of Warrensburg IT personnel will provide data cables to all locations as identified by the proposer. Proposer will ensure that proposed switching equipment will support the POE requirements of all proposed wireless access points. The proposer will also evaluate if current switching equipment is POE compatible to support proposed wireless access points and provide POE injectors if necessary. TASK 18, INSTALL WIRELESS ACCESS POINT(S) FOR FIRE STATION 2 VEHICLE BAY AND TRAINING ROOM Install appropriate number of wireless access points to cover the Fire Station 2 Vehicle Bay and the Fire Station 2 Training room. The proposer will properly mount and drill cable access holes as necessary. City of Warrensburg IT personnel will provide data cables to all locations as identified by the proposer. Proposer will ensure that proposed switching equipment will support the POE requirements of all proposed wireless access points. The proposer will also evaluate if current switching equipment is POE compatible to support proposed wireless access points and provide POE injectors if necessary. TASK 19, INSTALL WIRELESS ACCESS POINT(S) FOR MUNICIPAL CENTER COUNCIL CHAMBERS Install appropriate number of wireless access points to cover the Council Chambers in the City Municipal Center. The proposer will properly mount and drill cable access holes as necessary. City of Warrensburg IT personnel will provide data cables to all locations as identified by the proposer. Proposer will ensure that proposed switching equipment will support the POE requirements of all proposed wireless access points. The proposer will also evaluate if current switching equipment is POE compatible to support proposed wireless access points and provide POE injectors if necessary. TASK 20, INSTALL WIRELESS ACCESS POINT(S) FOR CITY MANAGER, BUDGET, AND SOUTHEAST CONFERENCE ROOMS Install appropriate number of wireless access points to cover the City Manager s Conference Room, Budget Conference Room, and the Southeast Conference Room. The proposer will properly mount and

13 drill cable access holes as necessary. City of Warrensburg IT personnel will provide data cables to all locations as identified by the proposer. Proposer will ensure that proposed switching equipment will support the POE requirements of all proposed wireless access points. The proposer will also evaluate if current switching equipment is POE compatible to support proposed wireless access points and provide POE injectors if necessary. TASK 21, INSTALL WIRELESS ACCESS POINT(S) FOR INFORMATION TECHNOLOGY, PUBLIC WORKS, AND COMMUNITY DEVELOPMENT CONFERENCE ROOMS Install appropriate number of wireless access points to cover the Information Technology Training Room, Public Works Conference Room, and Community Development Conference Room. The proposer will properly mount and drill cable access holes as necessary. City of Warrensburg IT personnel will provide data cables to all locations as identified by the proposer. Proposer will ensure that proposed switching equipment will support the POE requirements of all proposed wireless access points. The proposer will also evaluate if current switching equipment is POE compatible to support proposed wireless access points and provide POE injectors if necessary. TASK 22, INSTALL WIRELESS ACCESS POINT(S) FOR POLICE DEPARTMENT CONFERENCE AND TRAINING ROOMS Install appropriate number of wireless access points to cover the Police Department Conference Room and the Police Department Training Room. The proposer will properly mount and drill cable access holes as necessary. City of Warrensburg IT personnel will provide data cables to all locations as identified by the proposer. Proposer will ensure that proposed switching equipment will support the POE requirements of all proposed wireless access points. The proposer will also evaluate if current switching equipment is POE compatible to support proposed wireless access points and provide POE injectors if necessary. TASK 23, INSTALL WIRELESS ACCESS POINT(S) FOR ANIMAL SHELTER Install appropriate number of wireless access points to cover the Animal Shelter Office and Kennel Area. The proposer will properly mount and drill cable access holes as necessary. City of Warrensburg IT personnel will provide data cables to all locations as identified by the proposer. Proposer will ensure that proposed switching equipment will support the POE requirements of all proposed wireless access points. The proposer will also evaluate if current switching equipment is POE compatible to support proposed wireless access points and provide POE injectors if necessary. TASK 24, INSTALL WIRELESS ACCESS POINT(S) FOR STREET BARN AND COLLECTIONS Install appropriate number of wireless access points to cover the Street Barn office area, Street Barn Break Room, Street Barn primary vehicle bay, Collections office area, and Collections vehicle bay. The proposer will properly mount and drill cable access holes as necessary. City of Warrensburg IT personnel will provide data cables to all locations as identified by the proposer. Proposer will ensure that proposed switching equipment will support the POE requirements of all proposed wireless access points. The proposer will also evaluate if current switching equipment is POE compatible to support proposed wireless access points and provide POE injectors if necessary.

14 TASK 25, INSTALL WIRELESS ACCESS POINT(S) FOR CEMETERY BUILDING OFFICE Install appropriate number of wireless access points to cover the Cemetery Office. The proposer will properly mount and drill cable access holes as necessary. City of Warrensburg IT personnel will provide data cables to all locations as identified by the proposer. Proposer will ensure that proposed switching equipment will support the POE requirements of all proposed wireless access points. The proposer will also evaluate if current switching equipment is POE compatible to support proposed wireless access points and provide POE injectors if necessary. TASK 26, INSTALL WIRELESS ACCESS POINT(S) FOR PARKS ADMINISTRATIVE AND RECREATION OFFICES Install appropriate number of wireless access points to cover the Parks and Rec Administrative Office and the Recreation Office. The proposer will properly mount and drill cable access holes as necessary. City of Warrensburg IT personnel will provide data cables to all locations as identified by the proposer. Proposer will ensure that proposed switching equipment will support the POE requirements of all proposed wireless access points. The proposer will also evaluate if current switching equipment is POE compatible to support proposed wireless access points and provide POE injectors if necessary. TASK 27, PROVIDE SOFTWARE MANAGEMENT TOOLS MANAGE SWITCHES AND ACCESS POINTS To improve the management of the network, we require a software system that provides management of the new switch and wireless infrastructure. While this can be two software packages, one for switch management and one for wireless management, it is most desirable to have one package that can control both. Software licensing must be scalable to cover the required number of end items and future network expansion. A back-out plan in case of a failed implementation 3. A list of items required to be provided by the City 4. Address how to implement the upgrade with minimal impact to users 5. A timeline and proposed schedule to complete all tasks If selected, the contractor will provide equipment stated above and perform upgrade and migration actions to implement their upgrade plan. QUALIFICATIONS AND CERTIFICATIONS The proposer will provide a list of their staff who will be performing work under this RFP, include IT, Project Management, and Network qualifications applicable to the work to be performed and a synopsis of work experience upgrading and maintaining switching networks. REFERENCES The proposer will provide three references and an overview of the work performed for the references similar in nature to this RFP.
